About this file
This document is a Questions and Answers (Q&A) file for federal contract opportunity FA8601-26-Q-0112, an AFIT window washing service solicitation.
The requirement is for one complete exterior window cleaning service covering approximately 1,500 windows (complete assemblies) across six AFIT campus buildings (20640, 20641, 20642, 20643, 20644, and 20646) during a single performance period of September 25–30, 2026. CLIN 0001 represents one firm-fixed-price service rather than individual window pricing. The acquisition is set-aside for small business concerns under NAICS code 561210 (Facilities Support Services) with a $47,000,000 size standard. Quotes may be provided as a single lump-sum price for all six buildings combined. The scope includes removal of normal mineral spotting associated with routine cleaning. This is a new requirement with a one-time cleaning need. An aerial lift with articulating boom capable of traveling in grassy areas is required; however, the government cannot secure JLG lift storage but can assist with locking smaller equipment on-base during the performance window. The buildings are three stories in height. Work must comply with Service Contract Labor Standards under FAR 52.222-41 with wage determination WD 2015-4731 for WPAFB. Standard federal service contracts performed on government installations require minimum insurance of $500,000 per occurrence in general liability and $100,000 in employers liability coverage. Government escorts are available if roof or secure interior access is necessary, and permitted work hours are specified in the Performance Work Statement.
