About this file

This is a Performance Work Statement (PWS) for exterior window cleaning services at the Air Force Institute of Technology (AFIT) located at Wright-Patterson Air Force Base in Ohio.

The Contractor must provide comprehensive exterior window cleaning for six designated buildings (20640, 20641, 20642, 20643, 20644, and 20646) during a single five-day performance window from September 25–30, 2026. All exterior glass surfaces, window frames, sills, and tracks must be cleaned to a clear, streak-free appearance, free of dirt, grime, mineral deposits, smudges, bird droppings, and paint overspray. Work shall be performed Monday through Friday between 0700 and 1600 hours, with no work on federal holidays; any deviation requires written approval from the Contracting Officer or Contracting Officer's Representative at least 72 hours in advance. The Government will provide access to standard utility water connections where available but does not guarantee specific water pressure or temperature. The Contractor must furnish all necessary equipment, including an articulating boom aerial lift capable of maneuvering on unpaved, grassy terrain without causing structural damage, hoses, couplings, safety barricades, and water purification systems.

The Contractor is solely responsible for securing heavy equipment overnight and must comply with strict OSHA safety standards (OSHA 1910.27 and 1910.66), place visible warning signage around work areas, and deploy environmental safety barriers. All cleaning agents must be commercial-grade, biodegradable, and non-corrosive; prior HAZMAT approval from Wright-Patterson AFB is required, with daily transport of chemicals on and off base. Contractor personnel require base access credentials (WPAFB Form 1440) submitted 10–15 business days before the start date. The Contractor bears all liability for property damage and must maintain a designated representative available by phone with a four-hour response time. Payment of 100% contract value is authorized upon final, acceptable completion with no partial progress payments allowed. Quality standards require 95% of inspected windows to meet cleanliness standards with a maximum of one valid complaint per building, zero allowable damage to government property, and zero safety incidents.

AIR FORCE INSTITUTE OF TECHNOLOGY (AFIT), WRIGHT-PATTERSON AFB, OH

1.0 DESCRIPTION OF SERVICES

The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and safety apparatus necessary to perform high-quality, professional exterior window cleaning services.

1.1 Scope of Work

The Contractor shall clean all exterior glass surfaces, window frames, sills, and tracks on the designated facilities. The completed work must ensure that all surfaces are free of dirt, grime, mineral deposits, smudges, streaks, bird droppings, paint overspray, and any other environmental residue. The finished product shall provide a clear, streak-free appearance.

1.2 Schedule and Performance Period

• Performance Window: All services shall be completed during the single dedicated period of September 25–30, 2026.

• Contract Type Clarification: Although the parent agreement references a "Base Period – 1 Year Service Agreement," this specific task order is strictly limited to a single, comprehensive exterior cleaning event during the designated September 2026 window.

• Exclusions: Ongoing preventative maintenance inspections, standard replacement parts, software services, emergency service call responses, and recurring progress reports are explicitly excluded from this scope.

2.0 PLACE OF PERFORMANCE & HOURS OF OPERATION

2.1 Place of Performance

All work shall be performed at the Air Force Institute of Technology (AFIT) campus, located at:

2950 Hobson Way, Wright-Patterson AFB, OH 45433

The contract covers the following six (6) buildings:

• Buildings 20640, 20641, 20642, 20643, 20644, and 20646

2.2 Hours of Operation

• Standard Operating Hours: The Contractor shall perform all work between 0700 and 1600 hours, Monday through Friday.

• Federal Holiday Exclusions: No work shall be scheduled or performed on Federal Holidays:

• New Year’s Day, Martin Luther King Jr. Day, Washington's Birthday

(Presidents' Day), Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

• After-Hours and Weekend Requests: Any deviation from the standard hours must be requested in writing and approved by the Contracting Officer (CO) or Contracting Officer’s Representative (COR) at least 72 hours in advance.

3.0 GOVERNMENT FURNISHED PROPERTY & UTILITIES

3.1 Government-Furnished Utilities

• Water Supply: The Government will provide the Contractor with access to standard utility water connections located on the exteriors of the designated facilities, where available.

• Operational Status and Accessibility: The specific availability, active operating status, and physical accessibility of exterior water sources relative to the window-cleaning work zones for each of the six (6) buildings are detailed in the attached site documentation (see Section 7.0 for individual building logs and references).

• Limitations: The Government does not guarantee specific water pressure or temperature. No other government tools, equipment, or storage facilities will be provided except as specified in Section 3.4.

3.2 Contractor-Furnished Property & Equipment

The Contractor shall provide all necessary hoses, couplings, safety barricades, and water purification/filtration systems (e.g., deionized water equipment) required to successfully perform the work.

3.3 Protection and Restoration of Property

The Contractor shall return all government facilities, landscaping, and grounds to their original pre-work condition, fair wear and tear excepted. No modifications to building structures or utilities are permitted.

3.4 Equipment Staging and Overnight Security

• Heavy Equipment (Lifts & Rigging): The Government cannot accommodate or provide secure, overnight lockup for large heavy equipment, including articulating boom lifts (e.g., JLG lifts) or heavy rigging on-base. The Contractor shall remain solely responsible for securing all heavy equipment left at the work site during the 5-day performance window.

• Small Equipment & Tools: The Government can assist with securing and locking up smaller, portable safety equipment, hand tools, or supplies overnight in a designated government-controlled secure space.
