About this file

This is a Questions and Answers document for Combined Synopsis/Solicitation FA8601-26-Q-0094, issued by the Department of the Air Force on 21 July 2026.

The solicitation is for temporary fencing rental and services supporting the annual Air Force Marathon at Wright-Patterson Air Force Base in Dayton, Ohio, held on the third Saturday of September. The requirement encompasses approximately 19,000 linear feet of powder-coated (or exterior painted) temporary fencing panels in white, red, blue, or black, constructed of steel tubing with 30-inch steel feet, plus an additional 700 linear feet of 6-foot fencing. Panels must measure 6-foot by 12-foot and meet interlocking specifications. The contractor must provide delivery, setup, installation, teardown, and removal services, with installation beginning Thursday prior to the marathon and removal commencing immediately after Saturday's events conclude. Maps showing specific linear footage requirements at each installation location will be provided to vendors. Contractors must include all delivery, setup, operation, coordination, teardown, and removal costs in firm-fixed-price quotations, with no time limits on setup provided fencing is installed by designated times. The base year and four option years should assume identical event requirements, though changes may occur due to base operations and public roadway constraints. All personnel entering the installation must be U.S. citizens, pass background checks, and have no felony charges (past or current). Installation may occur on concrete, asphalt, grass, gravel, or combined surface types using any permitted equipment compliant with federal, state, and local laws. Alternatively to traditional powder coating or paint, fabric or vinyl covers in approved colors fitted over barricade panels satisfy finish requirements. Subcontracting is permitted with the prime contractor retaining full responsibility. Travel costs may be included in pricing without fee or profit. Evaluation will follow Lowest Price Technically Acceptable criteria per FAR clause 52.212-2.

DEPARTMENT OF THE AIR FORCE

AIR FORCE LIFE CYCLE MANAGEMENT CENTER (AFLCMC) WRIGHT-

PATTERSON AIR FORCE BASE OHIO

21 July 2026

SUBJECT: Response to Inquiries regarding Combined Synopsis/Solicitation FA8601-26-Q-0094, [AFM] Temporary Fencing Rental and Services

QUESTIONS AND ANSWERS

1. QUESTION: Please confirm that Solicitation FA8601-26-Q-0094 is a Department of the Air

Force (Air Force Materiel Command) procurement for temporary fencing rental and services at an Air Force Base. Requirements typically feature 6-foot or 8-foot chain-link fence panels, gates, and delivery/setup operations

ANSWER: Confirmed.

2. QUESTION: Please confirm that this requirement is for the rental of 19,000 linear feet of temporary fencing panels constructed of steel tubing, and associated services (setup, operation, and tear-down) to be placed along the annual Air Force Marathon event courses for safety and security purposes.

ANSWER: The information in the question is correct.

3. QUESTION: Please confirm that the feet of the panels shall be made of steel that is 30” long with a

1” square tube and pipe approximately 5” and welded to the top of each flat to create the base. Fence shall be placed in the square and round to create the interlocking panel.

ANSWER: The Government confirms.

4. QUESTION: Can you confirm that the Air Force Marathon is held annually on the third

Saturday of September at Wright-Patterson Air Force Base near Dayton, Ohio. The race weekend typically takes place over two days, starting with shorter events on Friday and the main races on Saturday.

ANSWER: Confirmed.

5. QUESTION: The Performance Work Statement indicates that the temporary fencing panels should be powder coated and that white, red, blue, or black are acceptable colors. Is the powder-coated finish a mandatory requirement, or would non-powder-coated panels be considered acceptable if they otherwise meet the required specifications?

ANSWER: Yes, powder coating is a mandatory requirement

6. QUESTION: Would 6-foot by 12-foot temporary fence panels be considered acceptable, provided they meet the required performance and security needs?

ANSWER: Yes

7. QUESTION: We would also like to confirm the installation and removal schedule. Our understanding is that the initial fencing installation will begin on Thursday prior to the marathon, with any remaining installations completed as required for the event, and that fencing removal will begin immediately following the completion of the marathon events on Saturday. Could you please confirm that our understanding is correct

ANSWER: Yes, confirmed.

8. QUESTION: The solicitation references approximately 19,005 linear feet of barricades. Can the government confirm the required quantity and type of barricades required?

ANSWER: No, it is estimated. The requirement is temporary fencing panels for the barricades.

9. QUESTION: Are the required barricades specifically powder-coated crowd-control/event barricades?

ANSWER: Yes, that is correct.

10. QUESTION: Does the requirement include only rental of barricades, or are delivery, setup, installation, teardown, and removal services also required?

ANSWER: Delivery, setup, installation, teardown, and removal services are also required.

11. QUESTION: Are there any specific access requirements, security requirements, or base coordination procedures contractors should be aware of?

ANSWER: Yes, anyone entering the base must pass a background check. Additional access information can be found in the Performance Work Statement.

12. QUESTION: Are subcontractor arrangements acceptable for fulfilling portions of this requirement?

ANSWER: Yes, subcontracting is permitted. However, the awarded contractor will remain fully responsible and accountable for the successful performance, quality, and completion of all requirements under the contract, including any work performed by subcontractors.

13. QUESTION: Can you please confirm whether the 19,005 FT of crowd-control/event barricades quoted meet this specific temporary fencing panel requirement, or if the government specification would require the 6x12 temporary panel fencing instead?

ANSWER: Confirmed

14. QUESTION: If lodging/hotels are necessary, shall this be included as a separate line item on the estimate?

Does this fall under the Joint Travel Regulations?

ANSWER: If lodging/hotels are necessary, they do not have to be included as a separate line item on the estimate. Travel costs may be included in the total price, provided no fee or profit is earned on those travel expenses.

15. QUESTION: For the allowance of the 6’ fence, does this need to be included in the overall cost or a separate line item? Since this is an allowance, the solicitation reads as if the marathon may not require the 6’ fence.

ANSWER: Yes, this shall be included. It is a requirement, not an option.

16. QUESTION: Can the Government provide any additional pricing evaluation guidance beyond the stated Lowest Price Technically Acceptable criteria?

ANSWER: No additional pricing evaluation guidance beyond what is stated in clause 52.212-2 of the solicitation.

17. QUESTION: Can the Government confirm whether the base year and four option years should assume the same event requirements, quantities, and scope of work identified in the current Performance Work Statement?

ANSWER: The base year and four option years should assume the same work. Since we are an active military base and use public roadways, there is always a chance the requirements may change based on things out of our control and will be addressed accordingly should that occur.

18. QUESTION: Should vendors include all costs for delivery, setup, operation, coordination, teardown, and removal in the firm-fixed-price quotation?

ANSWER: Yes, costs for delivery, setup, operation, coordination, teardown, and removal shall all be included and can be broken out on your quote as you best see fit.

19. QUESTION: Are there any site access, security, background check, badging, or installation requirements, vendors should consider when pricing?

ANSWER: A required background check will be run on anyone entering the installation. Anyone entering the installation must be a US Citizen and cannot have any felony charges against them at any time (past or current).

20. QUESTION: Does the powder-coat requirement apply only to the 19,000 linear feet of pedestrian barricades, or does it also apply to the separate 700 linear feet of 6 ft fencing?

ANSWER: Only the 19,000 linear fencing requirement

21. QUESTION: Does "powder coated" require an actual powder-coating process specifically, or would a durable exterior paint finish in the approved colors (white, red, blue, or black) satisfy the requirement?

ANSWER: Exterior paint is acceptable.

22. QUESTION: Could you provide the estimated linear footage of fencing required at each installation location?

ANSWER: Yes, we will provide maps to the vendor.

23. QUESTION: How much time will be allotted to complete the installation at each location?

ANSWER: There are no time limits on the set-up so long as fencing is in place by the designated times stated within the PWS.

24. QUESTION: Will the fencing be installed on concrete, asphalt, grass, gravel, or a combination of surface types?

ANSWER: It will be a combination of surface types.

25. QUESTION: Are there any restrictions on the equipment permitted for use during the installation and removal process?

ANSWER: No, so long as it is permitted on base and follows all applicable federal, state and local laws.

26. QUESTION: The Performance Work Statement specifies that the temporary fencing panels shall be powder coated, and the latest Q&A confirms that powder coating is a mandatory requirement. The solicitation also requires an additional 700 linear feet of 6-foot fencing. Could you please confirm whether the powder-coated finish requirement also applies to the additional 6-foot fencing, or only to the primary temporary fencing panels?

ANSWER: No, it does not apply to the additional fencing.

27. QUESTION: Our vendor has proposed using a removable fabric or vinyl cover in the approved colors (white, red, blue, or black), placed over the standard steel barricade frame, rather than powder-coating or painting the frame itself. This would allow full compliance with the color requirement without the lead-time constraints associated with painting 19,000 linear feet of barricades before the first event.

This option also allows the government to add additional branding to the panels at a considerably lower cost than painting all barricades. Would a fabric/vinyl cover in an approved color, fitted over the barricade panels, satisfy the finish requirement, or does the requirement specifically require the paint or powder coat to be applied directly to the steel panel itself?

ANSWER: Yes, a fabric/vinyl cover in an approved color, fitted over the barricade panels, would satisfy the finish requirement.
