About this file

This file is a Quality Assurance (QA) document for temporary fencing rental and services related to the Air Force Marathon event at Wright Patterson Air Force Base.

The document serves as a template or checklist for evaluating contractor performance and compliance with fencing requirements for the AFM event. It establishes quality standards and acceptance criteria that vendors must meet, including specifications for fence installation, maintenance, durability, and removal services. The QA framework appears designed to ensure that temporary fencing meets Air Force specifications for event safety, security, and aesthetic standards. Key evaluation areas likely include proper fence height and integrity, appropriate spacing and anchoring, weather resistance, timely installation and removal, and site cleanup. This QA document directly supports the RFQ (FA8601-26-Q-0094) issued on July 10, 2026, with quotes due by July 24, 2026 at 2:00 PM EDT. The solicitation is a 100% small business set-aside under NAICS code 532490 with a $40 million size standard, seeking firm-fixed-price quotes for commercial fencing services. Award will be made to the lowest-price technically acceptable offeror, contingent on price reasonableness and compliance with the Performance Work Statement requirements. Contact information for questions is provided through SrA Bryson Pennie (Contract Specialist) and Amanda Hoyng (Contracting Officer).

Answer: Correct

2. This requirement is for the rental of 19,000 linear feet of temporary fencing panels constructed of steel tubing, and associated services (setup, operation, and tear-down) to place along the annual Air Force Marathon event courses for safety and security purposes.

3. The feet of the panels shall be made of steel that is 30” long with a 1” square tube and pipe approximately 5” and welded to the top of each flat to create the base. Fence shall be placed in the square and round to create the interlocking panel.

4. The Air Force Marathon is held annually on the third Saturday of September at Wright-Patterson Air Force Base near Dayton, Ohio. The race weekend typically takes place over two days, starting with shorter events on Friday and the main races on Saturday

5. The Performance Work Statement indicates that the temporary fencing panels should be powder coated and that white, red, blue, or black are acceptable colors. Is the powder-coated finish a mandatory requirement, or would non-powder-coated panels be considered acceptable if they otherwise meet the required specifications?

Answer: Yes, powder coated is mandatory.

6. Would 6-foot by 12-foot temporary fence panels be considered acceptable, provided they meet the required performance and security needs?

Answer: Yes

7. We would also like to confirm the installation and removal schedule. Our understanding is that the initial fencing installation will begin on Thursday prior to the marathon, with any remaining installations completed as required for the event, and that fencing removal will begin immediately following the completion of the marathon events on Saturday. Could you please confirm that our understanding is correct
