About this file

This is a Questions and Answers document issued by the Department of the Air Force, Headquarters 88th Air Base Wing (AFLCMC) on May 4, 2026, addressing contractor inquiries regarding a PDU (Power Distribution Unit) relocation requirement at Wright-Patterson Air Force Base, Ohio.

The document confirms that a pre-quote site visit is permitted on Wednesday, May 6, 2026, at 11:00 AM, with the meeting location at 2721 Sacramento Street, WPAFB, OH 45433. Contractors without base access must provide attendee names, driver's license numbers, and state information to POC Mike Bates (937-231-0584). Regarding the scope of work, the government will not supply any flooring parts, wiring, terminations, reconnections, materials, or equipment; the contractor must provide all parts and labor for installation. PDU 9 specifications indicate a weight rating of 2,500 pounds as documented in the attached Leibert user guide, page 4. Work is to be performed continuously throughout the period of performance rather than phased. The document is signed by Curtis V. Thomas III, Contracting Officer, AFLCMC/PZIBB.

QUESTIONS

Inquiry One (1): One of our electrical subcontractors has requested the opportunity to visit the site in order to better understand the project details before finalizing pricing. Could you please confirm whether a pre-quote site visit can be scheduled for this requirement? If a site visit is available, please provide the available date/time, meeting location, and any base access requirements. We can provide the attendee names, company information, phone numbers, and email addresses as needed for coordination.

ANSWER:

• A Site Visit will be permitted Wednesday, May 6, 2026, at 11am.

• POC Mike Bates 937-231-0584

• Meet: 2721 Sacramento St, WPAFB, OH, 45433

For contractors without base access, I will need name, driver’s license number and state.

Inquiry Two (2): I am currently preparing a quotation for the PDU relocation requirement at Wright-

Patterson AFB and wanted to clarify a few items to ensure full alignment with the scope of work:

1. Can you confirm whether subfloor modifications (including stands, anchors, and structural adjustments) are fully within the contractor's scope, or if any portion will be government-supported?

ANSWER: Government cannot supply flooring parts. Please provide all parts and the labor to install the parts.

2. Are there confirmed weight and dimensional specifications available for PDU 9 to support rigging and equipment planning? ANSWER: Please see attached user guide from Leibert, page 4. Document states it’s rated at 2500#

3. Is the expectation that the work be performed continuously, or will the project be phased over the period of performance? ANSWER: Yes. Work is to be performed continuously.

4. For the electrical portion, can you confirm whether all wiring, terminations, and reconnections are fully contractor-provided, or if any components/materials are government-furnished? ANSWER: Gov is not providing any additional material or equipment.
