About this file

This is a Performance Work Statement (PWS) for the relocation of Power Distribution Unit (PDU) 9 at Wright-Patterson Air Force Base, issued by the 88th Communications Squadron. The project period runs from 15 May 2026 through 15 August 2026.

The contractor must safely relocate PDU 9 from Room 134 to Room 128A in Building 10271, including decommissioning PDU 28 and its stand from Room 128A and moving them to storage in Room 145. Tasks include disconnecting and reconnecting power tails while ensuring correct phasing, removing and reinstalling equipment stands in the raised-floor subfloor system, modifying floor tiles as needed, and installing new wiring in existing conduit between the two rooms. The contractor must provide all necessary project management, labor, tools, equipment, and materials unless specified as government-furnished, and ensure structural integrity of the raised-floor system at both locations. Task 5 requires comprehensive documentation mapping power tail locations to breaker locations at the main switchboard and panel, with PDU 8 and PDU 9 clearly labeled using red and blue labels identifying their respective power sources (PDU 8 from ADPE 2, CKT 4; PDU 9 from ADPE CKT 4).

Performance evaluation criteria include a Certificate of Compliance for Electrical Work, safe equipment relocation with zero safety incidents, structural integrity of flooring, full operational capability of PDU 9 with functional testing, and accurate labeling and documentation. All work must be performed by a certified electrical contractor during normal business hours (8:00 a.m. to 4:00 p.m., Monday through Friday) at Wright-Patterson Air Force Base. The government will provide site access, required floor tiles, and relevant facility drawings. Deliverables include the fully relocated and operational PDU 9, documentation of power tail and breaker locations, and any unused materials to be left on-site.

88th ABW - Performance Work Statement (PWS)

Performance Work Statement (PWS)

Relocation of Power Distribution Unit (PDU) 9

21 Apr 2026

Period of Performance

15 MAY 2026 – 15 AUG 2026

1.0 Background

The 88th Communications Squadron requires the relocation of a critical power asset, Power Distribution Unit (PDU) 9, within Building 10271 at Wright-Patterson Air Force Base.

The objective is to move PDU 9 from its current location in Room 134 to a new designated location in Room 128A to support evolving data center requirements. This PWS outlines the required outcomes for the successful completion of this project.

2.0 Scope

The certified electrical contractor shall provide all necessary project management, labor, tools, equipment, and materials (unless specified as government-furnished) to successfully relocate PDU 9. The work includes decommissioning, moving, reinstalling, and ensuring full operational status of the PDU, along with all associated subfloor and electrical modifications.

3.0 Specific Tasks

The contractor shall perform the following tasks to meet the government's requirements:

Task 1: Decommission and Prepare Site:

Safely decommission and remove the existing PDU 28 and its stand from Room 128A and move it to the designated storage cage in Room 145.

Disconnect existing power tails from PDU 28, leaving them in place for future use.

Task 2: Relocate PDU 9 and Associated Stand:

Safely move the Liebert PDU 9 from its origin in Room 134 to the new location in Room 128A.

Remove the equipment stand from the subfloor in Room 134 and reinstall it in the new location.

Task 3: Subfloor and Flooring System Restoration:

Ensure the raised-floor system is structurally sound and functional at both the original and new locations upon project completion. This includes providing and installing any necessary subfloor infrastructure (stands, stringers, anchors).

Modify floor tiles as needed to close any openings at the original location and accommodate equipment at the new location.

Task 4: Reinstallation and Power Connectivity:

Install new wiring in the existing conduit between Room 128A and Room 134.

Reconnect the power tails (previously disconnected from PDU 28) to the newly installed PDU 9, ensuring correct phasing and full power connectivity.

Task 5: Labeling and Documentation:

Provide documentation that maps the power tail locations to their corresponding breaker locations at the main switchboard and panel.

Ensure PDU 8 and PDU 9 are clearly labeled with "red" and "blue" labels to identify their power sources as follows:

PDU 8 fed from (ADPE 2, CKT 4)

PDU 9 fed from (ADPE CKT 4)

4.0 Performance Requirements Summary

The contractor's performance will be evaluated based on the following standards.

Performance Objective Performance Standard Method of Surveillance Certificate of Compliance for Electrical Work
