About this file
This is a Questions and Answers document dated January 31, 2025, for solicitation FA860125R0005 regarding WPAFB Commercial Internet and Cable Television Services.
The document reveals that the incumbent contractor is KAS Cable TV under contract #FA860120D0004, with the previous award amount being $2,352,577.10 for a 5-year duration. The Q&A clarifies that new installations require commercial vendors to use Building 15 in Area B and Building 271 in Area A as main points of entry (MPOE) for fiber runs at Wright-Patterson Air Force Base. The document also addresses franchise agreement requirements, specifying that such agreements are required unless an exception applies under 47 USC 541(b)(2), or if services are provided exclusively for direct mission support and Air Force benefit. If vendors plan to solicit non-Air Force subscribers outside the contract terms, they must obtain their own franchise agreement and easement.
