About this file
This is a Q&A document containing 7 questions and government responses regarding solicitation FA860125R0005 for WPAFB Commercial Internet and CATV Services.
The document reveals that the incumbent contract (#FA860120D0004) is held by KAS Cable TV with a previous award amount of $2,352,577.10 for 5 years. Key technical details include the main points of entry (MPOE) being Buildings 20676 and 20840 for Area B and Buildings 10271 and 10262 for Area A, with secondary feeder cables throughout WPAFB. Vendors must build their own backbone cabling system, though government fiber strands may be available on a case-by-case basis. The scope includes both on-base and off-base residential buildings, with all base areas being restricted and requiring access cards. No site visits are permitted. A franchise agreement is required unless services are exclusively for direct mission support and Air Force benefit. The Q&A clarifies that cable services will be provided in all areas of WPAFB when requested.

03February25Rev.6 – Updated 10February25 FA860125R0005 - Vendor Questions and Government Answers
1. Question: What was previous incumbent award amount and duration?
Government Answer: Award amount: $2,352,577.10, Duration: 5 years
2. Question: Is this a brand-new contract OR if there is (was) an incumbent performing these services? Could you please provide the current / previous contract number?
Government Answer: This is not a brand-new contract. The services are currently being performed by KAS Cable TV under contract #FA860120D0004.
3. Question: Our teammates have a question regarding the Main Point of Entry (MPOE) for WPAFB:
With any base vendors are required to deliver the service to their MPOEs and the base extends thereafter. Could you let us know which one WPAFB would prefer?
a. 1864 4TH STREET, WPAFB, OH Bldg 15, (Area B)
b. 10271 Sacramento St, WPAFB, OH, Bldg 271 (Area A) Government Answer: Buildings 20676 and 20840 serve as the main points of entry (MPOE) for Area B, while Buildings 10271 and 10262 function as the MPOE for Area A. Although these facilities are designated as the primary MPOEs, secondary feeder cables are also present throughout the WPAFB to support other customers. These secondary cables were installed by the incumbent contractor, and the exact layout remains uncertain. However, it is known that these cables are integrated within WPAFB infrastructure, ensuring connectivity and additional service support across the areas, even though the precise routing is not fully documented.
4. Question: When is a Franchise Agreement required?
Government Answer: A franchise agreement is required unless:
a. An exception applies under 47 USC 541(b)(2); or
b. The commercial internet and CATV services are provided exclusively for direct mission support; and
c. to the exclusive benefit of the Air Force.
*For example, if the cable company intends to solicit non-Air force subscribers outside the terms of the contract, the cable company will need its own franchise agreement and easement.
5. Question: Can we request a site survey?
Government Answer: There will be no Site Visits allowed.
6. Question: Are these all-residential buildings within the base? Every building including hangars, restricted areas, etc? Is this the entirety of the base or only a portion? Our response depends on what size and scope we are looking at here.
Government Answer: Cable services will be provided in all areas of WPAFB when customers request services. Residential buildings are on base and off base. The entirety of the base is a restricted area. Access to base is limited to authorized personnel, contract would require any member servicing the base to get base access cards. Some residential, but not all are off base and not in a restricted area.
7. Question: Would we be expected to build new fiber or utilize current base fiber where necessary?
Government Answer: Vendors would be required to build their own backbone cabling system to provide services as needed on WPAFB. Secondary feeder cables (fiber strands) maybe supported by the Gov’t on a case-by-case basis if strands are available.
