MEMORANDUM FOR AFLCMC/PZIBB

FROM: 88 CS/CC

SUBJECT: Mission-Essential Functions and Essential Contractor Services for Commercial

Internet and Cable Television (CATV) Services.

1. In order to ensure continuation of essential contractor services under all circumstances, the Commercial Internet and CATV services function is hereby designated as a Mission Essential Function as defined in the clause at DFARS 252.237-7023, Continuation of Essential Contractor Services.

2. The contractor shall be responsible for performing commercial internet and CATV services as essential contractor services during crisis situations as directed by the Contracting Officer.

Commercial internet and CATV service is a critical commodity in command-and-control centers to stay abreast of local, regional, and world events. Additionally, this service provides critical internet access to employees residing on base that are now required to telework. Lastly, this function provides additional internet service to facilities and functions deemed necessary to support the installation’s quality of life, health, and sustenance during this current Public Health Emergency.

3. The contractor shall be responsible for performing the services identified below as essential contractor services during crisis situations as directed by the Contracting Officer.

a. Restore/install CATV service to mission essential offices and to residences of employees required to perform telework duties.

b. Restore/install commercial internet service to mission essential offices and to residences of employees required to perform telework duties, and to establish fiber connections to support mission critical functions as needed.
