1. Summary of Work

1.1. Contract Scope – Requirements in this SOW serve as a direction to the Contractor for the application of a Protective Coating Maintenance (Paint) of Wright-Patterson AFB real property facilities. The Contractor shall perform all painting in accordance with professional standards of skill, care and diligence adhered to by reputable, first class firms and shall conform to generally accepted professional practices and the Base Facility Standards (Appendix A).

1.2. The Contractor shall provide all management, supervision, labor, materials, equipment, and transportation to accomplish multiple concurrent painting projects including;

painting of interior and exterior surfaces in accordance with contract documents and standards of the industry at WPAFB real property facilities. The requirements below are the basis for the refurbishment. The refurbishment shall use only the existing paint systems and paint to match unless otherwise instructed by the Contracting Officer (CO) or Inspector. The contractor shall not substitute paint systems (enamel, latex, etc.) that do not match the existing paint system without approval from the CO or Inspector. All exterior painting shall conform to AMS-STD 595, Colors Used in Government Procurement. Common colors at WPAFB are 23578 (Cream/Beige) and 20099 (Brown). A site visit can be scheduled upon request.

1.3. The Contractors shall provide sufficient technical support and project management to assure quality and completeness of TO proposals, accommodate a number of concurrent “active” projects, provide flexibility subcontractor pool to handle rapid increases in work volume, process submittals in a timely manner, and perform according to schedule.

Description of the work will be identified in each identified task order. The contractors shall be required to manage and execute various fluctuations in the workload. It is estimated that less than five percent (5%) of all work will be required during other than normal working hours.

1.4. Definitions

1.4.1. Statement of Work (SOW) - A document prepared by the government and issued to the contractor, as part of the RFP or IFB, which defines the specific technical requirements for the project.

1.4.2. Request for Proposal (RFP) - A package of documents issued to the contractor requesting a proposal for construction and, when applicable, design documents, for a project based on the GIPR and SOW. Following submittal of the proposal and at the government’s discretion, discussions may be held with the contractors to clarify elements of the proposal.

1.4.3. Government Furnished Equipment (GFE) / Government Furnished Material (GFM) - Items of equipment or material which the government will supply to the contractor for use in the construction of a project.

1.4.4. Color Board - A visual presentation consisting of samples of the various finishes, grouped together based on location within the project are required. Samples shall be of adequate size to show the full pattern, texture, and color of each item.

1.4.5. Base Facility Standard – The Base Facility Standard provides technical guidance for typical aspects of architectural and engineering design and construction.

Designers are to utilize the information in this guide in the development of construction documents. In compliance with Air Force Corporate Facility Standard guidance, an Installation Facility Standard (IFS) is being developed to replace the BFS. It will include major changes in format. Throughout this document IFS and BFS shall be considered interchangeable terms. The current version, as of issuance of the base MACC contract, is included as Attachment A to this Statement of Work.

2. Management Plan

2.1. The contractor must implement a management plan detailed as follows:

2.1.1. Home Office Management and Support. Describe the home office organization (local and on-site, if proposed), responsibilities and lines of authority established for the contract. Describe how you will manage, supervise and coordinate the subcontractors’ work and who in the organization will be responsible for this management and coordination. Describe the role of the design team in response to the management of a design/build task order. Describe resources available and your capabilities to manage and execute multiple concurrent task orders. Include an organizational chart detailing the organization described in your proposal. The organizational chart shall include names of assigned personnel, proposed subcontractors and their areas of responsibility for each portion. Clearly delineate on-site from off-site personnel and chain of command for each. Quality Control and Safety should be included in the chart.

2.1.2. Support for Task orders. Describe how your company will manage, supervise, and coordinate the subcontractor’s work and who in the organization will be responsible for this management and coordination. Discuss which resources are available, but will not be present at the site. Describe how warranty support for individual task orders will be handled by your organization.

2.1.3. Comprehensive plans that demonstrate a clear understanding of the work and an ability to coordinate resources to ensure successful completion of the work in accordance with the RFP requirements.

2.2. Key Personnel

2.2.1. Contract Manager (CM). Contractor shall provide a Contract Manager and staff for executing TO’s awarded under this contract. The contract management staff shall have project design, quality control, construction and financial management capability. The CM will be responsible for the overall performance of this contract.

He/she shall have a minimum of 5 years’ experience in that capacity and shall have the authority to negotiate task orders and modifications thereto and obligate the company to TOs. The CM shall have the authority to hire / fire subcontractors and must be experienced in subcontract management. The CM must be available via local phone service throughout the duration of all ongoing TO’s and his / her phone number shall be provided to the government immediately following award of any

TO.

2.2.1.1. Throughout the life of this contract, whenever there are active TOs, the CM shall be available to meet with the CO at Building 30001 promptly after notification by telephone during normal business hours. The CM shall be available to meet with the CO at Building 30001 within 24 hours when there are no active TOs. The CO must be able to contact the CM by phone at all times. The CM shall provide overall contract management, including full authority to develop TO proposals, negotiate and sign TOs, provide subcontract purchasing and administration, review material submittals and shop drawings, and shall attend all bi-weekly status meetings, site visits and pre-final/final inspections. Contractor should be able to remobilize within 24 hours.

2.2.2. Contractor’s Quality Control Manager (CQCM) He/she shall have a minimum of 3 years’ experience in that capacity. The CQCM shall be responsible for overall management of Contractor’s Quality Control (CQC) and have the authority to act in all CQC matters for the Contractor. Provides quality control management for all active TOs and executes the QC plan. The CQCM shall visit each active project site daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with the approved TO’s.

2.2.3. Contractor’s Project Superintendent (PS): Provides on-site supervision. Submit detailed bi-weekly progress reports for each TO, schedule and coordinate subcontractors and material suppliers, and attend all status meetings, site visits and pre-final/final inspections. The PS cannot be the CQCM and subcontractors may not perform duties of the PS.

2.3. Subcontracting Support Capability

2.3.1. All subcontractor firms shall be licensed in the State of Ohio in their specialty where required. They shall have a minimum of two (2) years’ experience in related projects of similar size and scope.

2.3.2. Contractor shall provide subcontractor management including surveillance, quality control, and scheduling. Subcontractors must be available to ensure quick response times. The prime contractor must have the ability to manage and control multiple subcontractors at multiple job locations. Also, the prime contractor must ensure subcontractors are competent and capable of accomplishing assigned tasks satisfactorily.

2.4. The Contractor shall also provide and maintain the following capabilities, at a local or remote office, to support the WPAFB MACC contract.

2.4.1. Cost Estimating/Negotiating: Provide estimating/negotiating support capable of producing accurate quantity take-offs and cost proposals, using the contractor’s Automated Estimating System (AES), within the time constraints specified.

2.5. Contractor Employee Requirements:

2.5.1. The contractor shall ensure that employees and subcontractor employees have current, valid licenses and certifications necessary to perform their functions. Any cost or time associated with obtaining licenses or certifications shall be at the contractor’s expense.

2.5.2. The contractor shall not employ any person who is or was an employee of the US Government, if the employment of that person would create a conflict of interest.

2.5.3. The Contractor assumes responsibility for the actions of all employees, subcontractors, and suppliers when on WPAFB.

3. Task Order Request Requirements

3.1. Provisions on Contracting Officer’s Authority - Only the CO is authorized to make changes to the contract or any TO issued thereunder. No other Government or non- Government office may alter this contract or any TO issued in accordance with (IAW) the Basic MACC IDIQ contract terms and conditions. The Contractor shall report any attempts to alter this contract or any TO to the CO. In the event the Contractor effects any such changes at the direction of any person other than the CO, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in costs incurred as a result thereof.

3.2. Contractor shall be required to submit proposals on all Task Order Request for Proposal’s under the IDIQ Submittals

3.3. The site visit will be scheduled at the earliest possible time, but in most cases not more than ten (10) business days from the date of notification. The CM shall ensure any required company or subcontractor personnel attend a site visit with representatives from Base Civil Engineering and Operational Contracting to review the RFP, clarify the scope of the requirement, verify existing conditions, and obtain whatever measurements and information are necessary to develop a complete and accurate TO proposal. The typical site visit will include nut not limited to the following:

3.3.1. Access to the work area.

3.3.2. Review of the SOW.

3.3.3. Scope clarifications questions.

3.3.4. Requirements for the Contractor proposal (in addition to those in this SOW)

3.3.5. Special time requirements for completion, phasing requirements, and liquidated damages.

3.3.6. All scope clarification questions shall be submitted to the Government in writing to the CO. Questions will be accepted from the date of the RFP release until five (5) business days after the Site Visit. Responses to all questions will be shared with all potential Offerors.

3.4. Contractor Proposals – An acceptable TO proposal shall consist of the following:

3.4.1. TO Cost Proposal: one (1) electronic copy of the Contractor’s completed bid schedule.

3.4.2. Period of Performance: Each TO proposal shall include a brief critical path schedule, taking into account the major work elements, mobilization, material delivery times, anticipated weather delays, and final inspection. The proposed timeline should be of sufficient detail to demonstrate that the Offeror can meet the Governments’ proposed Period of Performance (PoP). If the Government has a maximum PoP it will be stated in the TO SOW.

3.5. Task Order Proposal Evaluation The Government will evaluate Offeror proposals based on the criteria stated in the Task Order RFP.

3.5.1. Task order maybe evaluated on all or some of the following criteria:

3.5.1.1. Technical Acceptability of the proposal

3.5.1.2. Total Cost of the Proposal

3.5.1.3. Past Performance (under orders issued under this MACC)

3.5.1.4. Quality of Deliverables

3.5.1.5. Schedule

3.5.1.6. Cost Control

3.5.1.7. Potential impact on other orders placed with the contractor

3.5.1.8. Current Workload

3.5.1.9. The Contractor’s technical understanding of the work

3.5.1.10. The most efficient and effective plan to accomplish the work

3.5.1.11. Rationale for proposed materials, types and quantities

3.5.1.12. Sustainable design features

4. Commencement, Prosecution, Completion, and Payment of Work

4.1. The contractor shall commence work and complete the projects in accordance with the time frames established in the Task Order (TO) and Notice to Proceed (NTP). Once the CO has issued a NTP for an individual TO, the CM shall submit a progress schedule and color board for approval, and commence work.

4.2. Inspection by the Government: The assigned Base Civil Engineering representatives will monitor the Contractor’s progress on each active TO, and identify any non-compliance items while performing technical surveillance of workmanship. The inspector must have access to the jobsite at all times. The construction drawings must be on the jobsite and available for review.

4.3. Progress Reports: The CM shall coordinate with the inspector at Building 30011 each Friday morning to review the amount of progress for each TO, and discuss any weather days requested for that week. This review will ensure accurate progress is reported on the bi-weekly progress report (AF Form 3065). Disputes will be referred to the Contracting Officer for resolution. The CM and the inspector shall submit their independent AF Form 3065s to the Contracting Officer. The completion percentage reported by the inspector shall be the basis for payment.

4.4. Meetings: The CM shall attend a weekly or bi-weekly progress meeting (to be determined for each project), to discuss each active TO. The contractor shall prepare minutes of the meeting and provide a copy to all parties in attendance. Should any party not concur with the minutes, they shall state the areas of non-concurrence, in writing, to the contractor within 4 calendar days of receipt of the minutes.

4.5. Payment: Final payment for each TO will be withheld until all discrepancies are corrected and as-built drawings are approved by the Contracting Officer.

5. Scheduling of Work

5.1. Each TO shall be diligently worked and without extending performance periods due to insufficient resources.

5.2. Before any work is initiated under an individual TO the contractor shall coordinate with the inspector and agree on a sequence of procedures; means of access to premises and building, equipment, delivery of materials and use of approaches, corridors, stairways and elevators

5.3. When specifically requested by the Government, the work shall, so far as practicable, be done in definite sections or areas and confined to limited areas that shall be completed before work in other areas is begun.

5.4. Work in Occupied Areas

5.4.1. This contract includes work in multiple use type facilities that may be occupied when work is in progress. All work must be coordinated by the Contractor to minimize inconvenience to occupants. It shall be the Contractor’s responsibility to take whatever measures are necessary to assure the protection of occupant’s assets, furnishings, equipment, etc, and to perform the work so as to cause minimal disruption of ongoing activities in occupied areas.

5.4.2. The Contractor shall adhere to the requirements of each individual user organization. Any infringement on the normal working conditions (i.e. closing a hallway) shall be coordinated at least 10 working days in advance.

5.5. Pre-Final and Final Inspections

5.5.1. The CM may request a Pre-Final Inspection for the purpose of having the Government assist in identifying incomplete or unsatisfactory work items prior to the Final Inspection. However, any deficiencies identified at the Pre-Final Inspection must be completed before scheduling a Final Inspection, unless waived by the CO. This is not a substitute for the Contractor’s quality control responsibilities.

6. Quality Control Plan (QC Plan)

6.1. Contractor shall develop, submit to the CO, and maintain a Quality Control Plan (QCP) to ensure services are performed in accordance with commonly accepted commercial practices for Protective Coating Maintenance (Paint). The contractor shall develop and implement procedures to identify and prevent defective services from recurring. The contractor will supply the government with a single point of contact in which to address quality control issues. The contractor shall develop quality control procedures that address the areas identified in the Sow.

6.2. The QC Plan shall be implemented by a Quality Control Manager (QCM) who has the responsibility of being cognizant of and assuring that all documents on the task order specific project have been coordinated.

6.2.1. A list of the definable features of work. A definable feature of work is a delivery which is separate and distinct from other tasks, has separate control requirements, and may be identified by the different trades or disciplines, or it may be work by the same trade in a different environment. Although each section of the specification may generally be considered as a definable feature of work, there are frequently more than one definable feature under a particular section. This list will be agreed upon during the task order coordination meeting.

6.3. Acceptance of the Contractor’s plan is required prior to the start of painting. Acceptance is conditional and will be predicated on satisfactory performance during the painting.

The Government reserves the right to require the Contractor to make changes in the CQC Plan and operations including removal of personnel, as necessary, to obtain the quality specified.

6.4. The Contractor shall maintain the CQC staff at full strength at all times. When it is necessary to make changes to the CQC staff, the Contractor shall revise the CQC Plan to reflect the changes and submit the changes to the Contracting Officer for acceptance.

6.5. Inspection System: Details of the contractor’s inspection system which monitors the execution of any task completed under this contract must specify the areas to be inspected on a scheduled or unscheduled basis, how often inspections will be accomplished, and titles of the individuals who will perform the inspections.

6.6. The contractor shall participate in the pre-inspection meetings.

6.7. Response Times: Routine warranty calls shall be no later than forty eight (48) hours after the initial notification by the government. Emergency calls shall be no later than two (2) hours after initial notification by the government. Punch list items on individual task orders shall be resolved within ten (10) working days of notification by the government unless more timely completion is noted elsewhere in the contract requirements.

6.8. Inspection Files: The contractor shall maintain on site records of all the inspections conducted by the contractor and the necessary corrective actions taken. This documentation shall be made available to the Government throughout the performance period of this contract.

7. Adherence to Government Policies

7.1. Installation Rules and Regulations: The rules and regulations of the installation where services are performed shall apply to the contractor and their employees while on the premises of such installation. These regulations included but are not limited to:

presenting valid identification for base entrances, state registration, covered insurance for contractor-owned and/or privately-owned vehicles, obeying all posted directives, and providing strict adherence to security police direction in instances where security police have been dispatched to a particular location.

7.2. Government Furnished Equipment/Materials

7.2.1. On occasion, the Government may choose to supply the Contractor with materials to accomplish project requirements. These will be identified in the RFP. The materials are to be cared for by the Contractor, and excess materials are to be returned to the Government.

7.2.2. The Contractor assumes all liability associated with Government Furnished Materials (GFM) and Government Furnished Equipment (GFE) once transferred to the Contractor.

7.3. Protection of Contractor’s Equipment and Government Property

7.3.1. All Contractor supplied equipment is the sole responsibility of the Contractor. The Government is not liable for the theft, vandalism, or damage of any Contractor supplies, equipment or property. The Contractor shall secure their materials and protect all equipment from damage.

7.3.2. Any equipment/material the Contractor removes and which requires reinstallation as part of the job requirements shall be the responsibility of the Contractor. All damaged material shall be replaced with equipment/material of equal quality and function by the Contractor at his own expense.

7.4. Transportation of Construction Equipment

7.4.1. The Contractor shall not drive any construction equipment with metal wheels or tracks (i.e. roller, excavator etc.) on the streets of WPAFB. All equipment shall be loaded on a trailer and hauled to the location.

7.5. Base Fire Regulations

7.5.1. The Contractor shall comply with current Base Fire Regulations. The Contractor shall use no explosives or fire in performing the work. The Contractor shall understand and comply with current Occupational Safety and Health Administration welding and cutting requirements

7.6. Security Requirements

7.6.1. The Contractor shall comply with security regulations imposed by the Installation Commander and the agency occupying the space where work is to be performed, including any necessary security clearances. Prior to mobilization, the Contractor shall provide the CO a list of 2 key personnel—normally Contractor’s Contract Manager (CM) and/or Contractor’s Project Superintendent (PS), authorized to act as Trusted Agents. Trusted Agents are authorized to sign-in contractor and subcontractor personnel requiring access to work on WPAFB. The list shall be kept current and the CO or authorized representative shall be notified immediately of any changes in the list. All Contractor and subcontractor’s employees entering WPAFB in the performance of this contract will be required to obtain and display employee identification as prescribed by local and Air Force Instructions.

7.6.2. Contractor identification cards may be issued for the performance period of the contract only, or for 1 year, whichever is the shorter period of time.

7.6.3. Contractor personnel will be made aware by the CO and the CM of the necessity for safeguarding identification cards issued and the requirement for reporting any identification cards lost.

7.7. Work in Special Security Areas

7.7.1. All work in secure areas shall be under escort by Government personnel. The Security Forces may require a local agency check of all personnel involved in the accomplishment of the work prior to commencement of work. The contractor should allow approximately 30 days for this check.

7.8. Use of Tobacco

7.8.1. There shall be no tobacco use inside Government facilities. This rule applies to all facilities, whether occupied or not, under construction/renovation or not. Butts shall not be left on the ground at any construction site. Tobacco use of any kind (cigarette, cigar, pipe, smokeless) is prohibited within 50-feet of doors, windows, and air intake units/vents at any building on Wright-Patterson Air Force Base as designated by AFI 40- 102, Tobacco Use in the Air Force. The Contractor shall strictly inform/enforce these rules regarding his employees, suppliers, and subcontractors.

8. Paint Site Maintenance

8.1. Staging / storage site locations shall be approved by the contracting officer prior to use.

The contractor shall submit written request(s) for approval of the location(s) being requested a minimum of 10 calendar days prior to when needed.

8.2. The Contractor shall store all supplies and equipment on the project site as much as is practicable so as to prevent theft or mechanical/climatic damage. The site shall be maintained in a neat and orderly manner. The Contractor shall dispose of all trash and debris generated during the contract. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines and regulations.

8.3. The Contractor shall store all refuse in appropriate trash containers on the jobsite.

Location of a dumpster at the site shall be as directed by the inspector.

8.4. All mud, dirt, debris, foreign objects, or spills of any kind from the Contractor’s operations (including subcontractors and suppliers) on streets and parking lots used as access to the work or staging areas, shall be cleaned off the same day. Taxiways, runways, parking aprons and hard surfaces used as access to the work or staging areas, shall be kept clean at all times.

8.5. The Contractor shall have all refuse removal trucks covered and secured prior to leaving the jobsite. If any materials are observed falling off the trucks, the truck shall be stopped and reloaded to prevent damage to any other vehicles caused directly/indirectly by falling debris. The Contractor shall bear the monetary responsibility to repair all damage associated with falling debris.

8.6. The base refuse contract supplies dumpsters for Government produced refuse only. The Contractor shall not dump refuse from any project in the Government dumpsters. If the CO discovers refuse in Government dumpsters, they may instruct the Contractor to immediately remove the refuse, or have Government resources remove it at the Contractor’s expense.

8.7. The Contractor’s dumpster shall be removed prior to Final Inspection. The Contractor shall repair any damage the dumpster causes to paving or lawns.

8.8. Each project site must be cleaned up at the end of each day. All debris (whether blown in or Contractor generated) on the jobsite shall be picked up and disposed of properly. All materials shall be neatly stacked and secured to prevent wind gusts from blowing materials around base. If the CO deems the site is unsightly the Contractor may be instructed to clean up the site.

8.9. Trees, Shrubs, Grass and Irrigation Systems: The Contractor shall take appropriate measures to prevent injury to plants and subsurface irrigation systems on the project site unless designated to be removed. The Contractor shall not remove or prune any plants without approval from the CO or designated representative. Plants that are damaged during painting shall be replaced at no expense to the Government with a 1 year warranty. Replacement plantings shall be accomplished between 1 November and 1 April. Damaged shrubs or hedges shall be replaced with plants of equal size, type, and value. Any subsurface irrigation system damaged by the Contractor shall be repaired by the Contractor.

8.10. WPAFB is committed to recycling as much construction and demolition debris as is practical. Government receptacles may be provided at construction sites and the Contractor is encouraged to take advantage of recycling opportunities. The receptacles will be removed from the job site by the Government and emptied when necessary. This is at no cost to the contractor.

8.11. The Contractor’s employees, suppliers, and subcontractor vehicles shall not be parked on grass surfaces at any time. In addition, vehicles may not be driven over grass surfaces, unless indicated during Site Visit or pre performance conference.

9. Safety and Health

9.1. The Contractor shall assume full responsibility and liability for compliance with the applicable regulations pertaining to the health and safety of personnel during the execution of work, and shall hold the Government harmless for any action on his or her part or that of his or her employee or subcontractors, which results in illness, injury or death.

9.2. All work shall comply with applicable state and local safety and health requirements and the U.S. Army Corps of Engineers Manual, EM 385-1-1, (current version), entitled “Safety and Health Requirements Manual,” as amended, and will take also take or cause to be taken such additional measures as the Contracting Officer, or his/her designated representative may determine to be reasonably necessary for the purpose. The manual can be obtained from the Government Printing Office, Washington DC 20402 or through online sources.

9.3. Where there is a conflict between applicable regulations, the most stringent shall apply.

The Contractor or any of their subcontractors who are responsible for handling hazardous and toxic materials shall have the necessary certification before doing so, and shall provide evidence of certification to the CO prior to issuance of the NTP.

9.4. The contractor shall conduct initial and periodic training for their employees, and ensure that all subcontractor employees have had proper safety and awareness training.

9.5. The contractor shall establish and maintain a safety plan to ensure the safety requirements of the contract are provided as specified. The safety plan shall be provided as specified and submitted to the CO within ten (10) days of NTP. The safety plan shall be subject to Government approval. Contractor compliance with the safety plan will be monitored by the Government.

9.6. The contractor shall maintain record of and report to the CO within one (1) hour of occurrence all available facts relating to each accident resulting in injury, death, occupational disease to either the contractor, subcontractor or Government personnel, and damage to Government property, materials, supplies, and equipment incident to work performed under this contract. In the event of an accident or mishap, the contractor shall take prudent and reasonable action to establish control of the accident or mishap scene, until relieved by the CO, or designated agent of the CO.

9.7. If the Government elects to conduct an investigation of the accident or mishap, the contractor and/or subcontractor shall cooperate fully and assist Government personnel in the investigation until such is complete.

9.8. The CO or his/her designated representative will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The contractor shall, after receipt of such notice, immediately take corrective action. Such notice, when delivered to the site of the work, shall be deemed sufficient for the purpose. If the contractor fails or refuses to comply promptly, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop orders shall be made the subject of claim for extension of time or for excess costs or damages by the contractor

9.9. Maintain safety-related references applicable to the project. Maintain applicable equipment manufacturer's manuals.

9.10. Compliance by subcontractors will be the responsibility of the contractor.

10. Preparation

10.1. Observe manufacturer’s recommendations in regard to preparation of surfaces to receive paint and application of paint itself. Procedures shall include, but not necessarily be limited to, the following:

10.1.1. Cleaning - Pressure clean and remove oil, grease and loose foreign matter, including, mold mildew, dirt and corrosion products, in a manner which causes neither undue damage to the substrate nor damage to, or contamination of, the surroundings or the paint system to be applied.

10.1.2. Glossy Surfaces - Adequately scuff and/or solvent or chemically etch as appropriate to provide satisfactory adhesion for subsequent paint coats.

10.1.3. Patching - Fill cracks and holes with fillers, sealers or grouting cements as appropriate for the finishing system and substrate, and sand smooth, to ensure all coats finish smooth.

10.1.4. Drying - Unless otherwise specified, ensure that surfaces are cured and dry before applying additional coats of paint;

10.1.5. Generally - Remove all rust, dirt, dust, chalk, grease stains, existing paint runs or drips, loose, scaling, or otherwise defective paint, mildew, efflorescence, or any other objectionable surface irregularities or deposits from existing surfaces prior to painting.

10.1.6. Wood preparation miscellaneous: The contractor shall have the ability to prepare miscellaneous wood surfaces including, but not limited to, doors and wood handrails. Apply an oil-based primer to any bare timber surfaces.

10.1.7. Light sanding between coats.

10.1.8. Areas and items not to be painted shall be protected (covered with plastic) during painting operations. This includes, but is not limited to furniture, venetian blinds, light shades, drapes, drapery rods, roller shades, wall hangings, and pictures. All items moved for painting shall be replaced once the inspector has visually inspected the area.

11. General Requirements

11.1. All materials shall be used per manufacturers’ recommendations and within the manufactures’ limitations and intended purposes.

11.2. Contractor shall visit the site to thoroughly familiarize themselves with all details of the work and working conditions, to check and verify all dimensions in the field.

11.3. Primers, sealers, undercoats - Ensure that primers, sealers and undercoats are suitable for the substrate and compatible with the finish coat and each other.

11.4. Paints shall be in sealed containers that legibly show the contents. The container must also display the manufacturer's directions, including any warnings and special precautions, and the name of manufacturer.

11.5. The paint quality is to be approved by the COR prior to application. The paint and primer (if applicable) shall at a minimum be mildew resistant and be expected to last no less than 10 years with application as specified by the manufacturer.

12. Paint Application:

12.1. Interior:

12.1.1. Apply paint and related material with an undercoat plus two coats of selected finish color semi-gloss paint or with the number of coats specified in accordance with the manufacturer's recommendations. Allow each coat to harden for the drying time (or time between coats) recommended by the manufacturer.

12.1.2. Finish - Ensure each coat of paint is uniform in color, gloss, thickness and texture and free of runs, sags, blisters, or other discontinuities.

12.1.3. Wet Paint Warning - The work site shall display professional (not handwritten) signs to warn pedestrians of wet paint and painting operations taking place. Place notices and do not remove until paint is dry.

12.1.4. Rollers and brushes will be used for interior painting.

12.2. Exterior:

12.2.1. Apply paint and related material with a primer plus two finish coats.

12.2.2 Wet Paint Warning - The work site shall display professional (not handwritten) signs to warn vehicle operators and pedestrians of wet paint and painting operations taking place.

Place notices and do not remove until paint is dry.

12.2.3. Airless spray, brush, roller, and conventional spray may be used for exterior painting.

12.3. Colors:

12.3.1. Interior: Painting shall conform to Appendix B paragraph 3.7.1 Paint Standards.

12.3.2. Exterior: Painting shall conform to Appendix B paragraph 3.7.1 Paint Standards.

13. Workmanship Standards

13.1. Care shall be taken to ensure that the base surfaces are properly prepared and that the materials are used correctly. Store and apply paint in accordance with the manufacturer’s directions. Use applicators and techniques best suited for the type of material being applied.

"Ridging" at roller overlaps shall be avoided. Apply finish as heavily as possible without running to provide a uniform finish and color free from brush marks, hairs and other imperfections. Paint surfaces behind mobile equipment and furniture shall be applied in the same as similar exposed surfaces. Painted surfaces behind permanently fixed equipment or furniture shall be applied according to industry standards. Finish exterior painted doors on tops, bottoms and side edges the same as the exterior face.

Sand lightly between each successive coat where recommended by the paint manufacturer.

Apply each coat of material at not less than the manufacturers recommended spreading rate.

14. Remove Hardware

14.1. Remove all hardware, hardware accessories and similar items in place and not to be painted or provide surface applied protection prior to surface preparation and painting operations. Once paint has hardened and been inspected for completion, reinstall all removed items. Exceptional care must be taken to assure tidiness of work. Suitable temporary covers, masking, drop sheets, drapes and/or barriers shall be provided and maintained effectively where necessary to protect carpeting and furniture or other finishes that are not to be painted to ensure they are not exposed to paint and put at risk. These are to be removed when the protection is no longer required. Provide "Wet Paint" signs as required to protect newly painted surfaces.

Carefully remove and reinstate paint splatters from adjacent surfaces.

Upon final inspection by government inspector of the work; paint cans, other materials, containers, debris and protective coverings shall be cleaned up and removed from site and the

Contractor shall leave the area in a clean, neat, and orderly condition satisfactory to the government Inspector.

15. General

15.1. All work is to comply with the Base Facility Standard.

15.2. The contractor will rectify any damage to all areas before final acceptance by the inspector.

15.3. The contractor shall supply all materials and labor in order to complete the works.

15.4. All waste material to be taken from site and disposed of by the contractor.

15.5. Site is to remain tidy at all times. The contractor shall be responsible for leaving the work area free of debris (paint chips, tape, rags, etc.) generated by his work at the end of each workday and before final inspection by the inspector for government acceptance. .

15.6. All work to be carried out according to industry standards utilizing manufacturer's recommendations in doing like business.

16. Warranty

16.3. The Contractor shall provide a minimum one-year warranty on all work in accordance with FAR 52.246-21, Warranty of Construction unless otherwise specified in the RFP/TO or manufacturer’s standard warranty. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of one year from the date of beneficial occupancy. The CO shall notify the CM of warranty issues. After being notified of a problem, the CM must investigate the issue and respond within 24 hours. In the event the contractor’s warranty has expired, the Government may enforce a subcontractor’s, manufacturers, or supplier’s warranty. If the CM believes the issue is not warranty related, he may request a fact-finding visit with the CO and inspector. If the fact-finding meeting determines the issue is warranty related, the Contractor must repair the item within 48 hours, or as determined by the CO.

16.4. All Documentation regarding warranties, guarantees and instructional literature are to be provided to the government electronically within three business days upon acceptance by the gov’t inspector. Paper copies will be provided upon request.

16.5. The Contractor is responsible for ensuring subcontractors fulfill warranty requirements on their work. All manufacturer warranties for equipment, roofing, etc.

installed under an individual TO shall be submitted to the CO with an AF Form 3000, Material Submittal prior to close-out.

16.6. In addition to any other warranties in this contract, the contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material or design furnished, or workmanship performed by the contractor or any subcontractor or supplier at any tier. This warranty shall not limit the

Government’s rights under the Inspection and Acceptance clause of this contract with respect to latent defects, gross mistakes or fraud.

16.7.The contractor shall remedy, at the contractor’s expense, any failure to conform or any defect. In addition, the contractor shall remedy, at the contractor’s expense, any damage to Government-owned or controlled real or personal property when that damage is the result of:

16.7.1. The contractor’s failure to conform to contract requirements or

16.7.2. Any defect of equipment, material, workmanship, or design furnished.

16.7.3. The contractor shall restore any work damaged in fulfilling the terms and conditions of the contract. The contractor’s warranty with respect to work repaired or replaced will run for one year from the date of repair or replacement.

16.8.The Contracting Officer shall notify the contractor, in writing, within a reasonable time after the discovery of any failure, defect, or damage. If the contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, defect, or damage at the contractor’s expense.

16.9.With respect to all warranties, express or implied, from subcontractors, manufacturers or suppliers for work performed and materials furnished under this contract, the contractor shall:

16.9.1. Obtain all warranties that would be given in normal commercial practice

16.9.2. Require all warranties to be executed, in writing, for the benefit of the Government if directed by the Contracting Officer, and

16.9.3. Enforce all warranties for the benefit of the Government if directed by the Contracting Officer. Emergency warranty calls shall not exceed a 4-hour response time, while routine warranty response time shall not exceed 3 workdays. The warranty enumerated herein does not preclude any manufacturer warranties in excess of one year as noted in the individual specifications sections. The contractor shall ensure that a designated representative reads each section carefully to ensure that the representative is aware of all warranties called for in each project.

16.10. All care must be taken to protect the carpet and furnishings within the property and drop sheets to be used at all times where necessary.

16.11. Any variations are to be priced and approved in writing by the contracting officer before proceeding with the work.

16.12. All measurements are to be confirmed by the contractor and inspector on site.

17. CONTRACTOR PROVISIONS

17.1 The Contractor shall supply everything necessary for the execution and completion of the work including paint, brushes, rollers, drop sheets, sandpaper, fillers, sealants, scrapers, thinners, tints, color charts, masking tape and material, ladders and scaffolding. Site preparation and installation performance shall be in accordance with WPAFB facility standards, Section 3.7

18. HAZARDOUS MATERIALS:

18.1.Materials such as lead paint or other OSHA regulated chemicals should have already been identified by the Government. If materials that may be hazardous to human health upon disturbance is encountered, stop that portion of work and notify the COR/CO immediately. The 88 CEG/CEIE Hazardous Waste Program office will mitigate Lead based paint and dispose of the material. The contractor shall not dispose of hazardous materials in base dumpsters, sewer inlets, grounds, or other unauthorized locations. The contractor shall remediate contamination resulting from unauthorized disposal of hazardous materials, as directed by the CO.

19. WORKING HOURS

19.1. Normal duty hours at Wright-Patterson Air Force Base are Monday through Friday from 0700-1600. Work outside these hours may be approved at no additional cost to the Government, providing prior coordination to gain access to facilities and/or the work site has been arranged with the contracting officer and Government Inspector. .

20. SITE PREPARATION AND CLEANING UP

20.1. A government representative will be responsible for coordinating with facility managers to establish the flow of traffic in and around the work areas as required. The Contractor shall at all times keep the work area, including storage areas, free from accumulations of waste materials. Before government acceptance of completed Task order, the Contractor shall remove from the work site and premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government.

Unsightly materials and debris including garbage and equipment should be removed, stored or covered to maintain a debris/clutter free worksite; while materials should be scheduled for delivery only as required for immediate use.
