Interested Party Asks: Please reference Section 01 35 13…Statement of Work for Pricelist 1.0 thru 14.0, Item 5.21 Tapered Perlite, line D- Where can we find 5.1.13 thru 5.1.20? Similar with 5.22 and 5.23. Also 10.16 and 10.17…refers us to 2.1.09. There are more examples through the documents but these are just a few line items that we have not been able to locate. We know that these numbers are to refer us to additional information but where are they located?

Response: Amendment 2 addresses and resolves these questions.

Interested Party Asks: In reviewing the requirements for Factor 1 – Technical Proposal, (a) Subfactor – Certifications, we noted that it is required that the Offeror provide documentation showing current certificates, etc. for 8 different manufacturers with the proposal, We feel that this requirement is not fair and restricts competition. Our firm can provide 80% of the certificates, but not all. I am sure that there are other small business firms that would be interested in participating but are in the same situation as our firm, i.e., are not certified by all 8 manufactures, and, therefore, will not be submitting a proposal.

Response: All roofing systems that are identified in Factor 1 are relevant and will be required at proposal time. These certifications represent the majority of roofing systems presently on Wright-Patterson AFB and that will be worked on under the resulting contract. There are options that your company can take to make it eligible to propose (joint venture, teaming arrangement, get the missing certifications, etc.).

Interested Party Asks: In relation to the IDIQ contract located at the Federal Business, how are these roof systems being assessed for replacement? Is there a roof assessment contract in place for qualified independent inspectors or is this assessment being performed in-house? I am asking on behalf of my company, which has qualified Registered Roof Observers (RRO) and roofing inspectors on staff and is looking to provide these services to WPAFB.

Response: These questions are out of the scope of the IDIQ’s requirement. Roof assessments are conducted by the

Government.
