OFFERORS’ REQUEST FOR INFORMATION (RFI)
Solicitation: FA8601-12-R-0038 Project: 09-0006, Repair Fire Safety Deficiencies, F/30013
1. Ref D100 The first floor abatement plan has many positive floor tile and/or mastic samples. The "Abatement Notes" on the drawing indicates that there is approximately 6860sf of tile in areas 2, 3 & 4. A note below the table of samples states that the area mentioned in the tables for each sample is the "homogeneous test area and not the actual quantity of asbestos containing material". Both the quantities in the tables and those obtained by actual floor measurements are greater than the 6850sf mentioned in the notes.
Will a change order be issued to cover any asbestos floor tile and/or mastic removal in excess of 6850sf?
RESPONSE: Dale Krohn – July 2, 2012 - The contractors shall utilize the approximate numbers provided in the Abatement Notes on drawing sheet D-100 for removal of various hazardous materials. That would include the 6850 SF of asbestos containing floor tile scheduled for removal. The sampling results table on that same page are not additive as several samples were taken from the same homogeneous area of approximately 2500 SF. If there is significant variation in actual removal quantities from the approximate amounts indicated in the Abatement Notes, then of course a change order can be considered.
2. Ref D100 The first floor abatement plan shows the floor finish to be removed in the Area 5 vault.
What is the nature of the hazardous material in the floor finish?
RESPONSE: Dale Krohn - July 2, 2012. The concrete floor has been painted. The existing paint is loose in many locations. As a clarification, the work will involve scraping the loose paint from the concrete floor, vacuum the loose material up with a HEPA Vac or appropriate vacuum for safe and EPA and OSHA approved method for removal of lead paint chips. Then leave what is left in place. There will be no requirement for chemically treating the floor to remove the existing paint coating or any power grinder or removal technique that results in excessive dust.
3. Reference Spec 099000 Paints & Coatings – If I am interpreting the painting spec correctly, it directs you to paint new & existing surfaces as “indicated”. However, there is no finish plan or finish schedule to reference. The only items I see indicated on the plans and specs to be painted are the new doors & frames, fire suppression piping, intumescent coating on wood deck, the gyp board ceiling patch in room 209, wall infill between 215 &
216, shaft wall infill at windows and previously coated surfaces affected by new work.
Should we assume that all the new block walls and gyp walls are to receive paint?
Please clarify the painting scope.
RESPONSE: Dale Krohn – July 2, 2012 - All areas so noted shall be painted as specified.
New concrete block Fire Walls shall not be painted. All new Gypsum Board shall be finish painted with 1 coat primer and 2 coats finish paint – Satin eggshell White color.
4. Reference Spec 104416 Fire Extinguishers – Per the spec, fire extinguishers are to be installed where indicated on the plans. However, there are none shown on the plans.
Can you show the fire extinguisher locations on the plans or provide a quantity of fire extinguishers we need to include in our bid?
RESPONSE: Dale Krohn – July 2, 2012 – Per NFPA 101, portable fire extinguishers are not required in Storage Occupancies. The only locations in Facility 30013 where portable fire extinguishers are required would be for the remaining business occupancies (existing offices located between column lines 37-38 and V.8 to P.) Bidders shall supply one (1) 10lb dry chemical extinguisher per Spec Section 10 44 16 for Rooms #216, 2 15, 212, 211, and
209. Provide a bracket for simple wall hung installation and install where directed in each room following field investigation.
5. Reference Spec 083323 Overhead Coiling Doors – In paragraph 2.1.3, the spec calls for vision panels to be provided in the OH coiling doors.
Vision panels are not indicated in the door schedule, should we assume they are to be provided in all of the OH coiling doors?
RESPONSE: Dale Krohn – July 2, 2012 - As a clarification, Fire Rated Overhead Coiling Doors shall not be required to have vision panels.
6. Section 02 08 10, Removal and Disposal of Asbestos Containing Materials, Paragraph 1.03 (B) states that the designated competent person shall be employed directly by the Contractor.
Please revise to state that the designated competent person shall be employed directly by the Abatement Contractor.
RESPONSE: Dale Krohn – July 2, 2012 - In Specification Section 02 08 10, Paragraph 1.03
– B, the statement that a “competent person shall be directly employed by the Contractor”, is understood to include the fact that workmen doing the abatement work would naturally work directly under the Abatement Contractor.
7. What is the date for the second site visit?
RESPONSE: Currently, there are no plans for a second pre-proposal site visit on this project
