About this file
RFP Attachment 7 is a Present/Past Performance Relevancy Assessment form to be completed by offerors, joint venture members, and critical subcontractors for RFP FA8575-26-R-B004. The form requires submission of one separate relevancy table for each effort identified in the PPI Tool. Offerors must complete only column three, providing specific information about their past performance efforts to assist the Procuring Contracting Officer (PCO) in evaluating the relevancy of proposed efforts to the instant requirements. Responses must address only efforts identified in the PPI Tool, not proposed solutions for the current solicitation.
The form establishes a four-tier relevancy rating system based on two primary evaluation criteria: contract value (annually) and period of performance duration. "Very Relevant" efforts involve contracts or task orders of $8M or greater annually with performance periods exceeding three years, and must encompass all specified technical aspects including management of repair, refurbishment, and replacement of AGE/SPV; management of DMSMS; management of TAT; performance of scheduled PMI; prime contractor role on Foreign Military Sales efforts; and supply chain management. "Somewhat Relevant" efforts involve contracts between $2.1M and $7.9M annually with performance periods of one to two years, including at least two of the specified technical aspects and prime or subcontractor DOD experience. "Not Relevant" efforts involve contracts under $2M annually with less than one year of performance and involve none of the specified technical aspects. The form includes a field requiring offerors to identify whether the contract effort was previously submitted as a past performance source for a prior Robins AFB procurement, with instructions to provide buyer/contracting officer contact information and solicitation number if applicable.
