11. What is the height of the bridges connecting the two sides of the fuselage exterior scaffolds. So, we can basically provide the best design per the service.

Response: The base height of the bridge needs to be approx. 39 ft from the floor. The 39 ft. includes a 48-inch gap from the top of a jacked aircraft to the base of the bridge.

12. Will the aircraft be split in half for maintenance? Meaning fuselage and tail section?

The question is because the hayloft seems to be over 100 feet in the air and the documents don’t mention how to access the area. How high is it and how would you like to access it?

Response: Aircraft will be whole. The hayloft section is not 100 ft high. The hayloft section can be accessed via access door and/or a ladder in the cargo area.

13. Also, in regard to the configuration, the bridges fore and aft, if the fuselage is separated it makes sense, if not, do you want the bridge over the fuselage or under?

Basically, for the crossover bridges for and aft:

o If the fuselage is split, we assume one bridge per section.

o If the fuselage is intact, do you want the bridge over the top of the fuselage or beneath it?

Response: Forward and aft crossover bridges need to be over the fuselage. See bridge dimensions in question 11 for reference.

14. In the Cargo section, do you want the stair tower to access the cargo area in addition to the one that runs to the 60-foot run of scaffold down the fuselage?

Response: No.

15. The question document mentions scaffold being mounted on a 20” wide rib in the

Model “C” C-5 within the cargo area but the platform requests a 44 foot x 15 foot platform level at 16 feet. Does it mean the rib is every 20” within the compartment?

A picture would be great.

Response: 20” is the average distance between the ribs.

16. Please explain the Hayloft layout needed and the access to the area. The videos I have viewed looks to be over 80-100 feet off the ground!

i.e. Hayloft Area – Visual/Design Layout:

Can you provide any layout drawing, elevation sketch, or reference image of the hayloft configuration? We reviewed this reference video:

https://www.youtube.com/shorts/Oezt2vVn0z8 and noted the apparent height of 80–100 feet but would appreciate confirmation or reference material.

Response: Video is not accurate to the hayloft section referenced for this workload.

The hayloft, para 1.2-line item 15, is a sectioned off part of the internal cargo compartment from the Phase I aircraft in para 1.2-line item 6. The hayloft can be accessed from a ladder inside the cargo area.

17. Whether this project falls under the Davis-Bacon Act And if certified weekly payroll reporting and prevailing wage rates will apply

Response: No, N/A to Davis- Bacon Act therefore weekly payroll reporting and prevailing wage rates will not apply. However, the Service Contract Act is applicable for Houston County, GA does apply.

18. Crossover Bridges - "Left and Right"

Critical Question: Are these crossover bridges going over the aircraft wings?

Impact: Wing crossovers require significantly different engineering and equipment

Need: Exact span distances and clearance requirements

Current PWS: States "left-side bridge/1 ea" and "right-side bridge/1 ea" but unclear if wing-mounted

Response: No.

19. External Fuselage Working Deck Width Critical Question: How wide should the working platforms be?

Standard Options: 5', 7', or 10' working deck widths available Impact: Affects material quantities and structural requirements Current PWS: Specifies 60-foot length but no platform width https://www.youtube.com/shorts/Oezt2vVn0z8

Response: 7’

20. Internal Hayloft Platform Width

Critical Question: What width platform needed inside 25-foot hayloft area?

Need: Specific working envelope dimensions Impact: Determines custom vs. standard platform configurations Current PWS: Shows 25' length but no width specification

Response: The hayloft is a trapezoid shape with 14 ft wide ceiling and 18 ft wide floor:

14 feet

18 feet

21. External Fuselage Cantilever Requirements Confirmation Needed: Cantilever brackets for aircraft curvature accommodation Understanding: Various front-end brackets needed to follow fuselage contours Current PWS: Mentions 31' level "cantilevered to get closer to fuselage"
