Industrial Process Waste (IPW) Cleaning – Final Solicitation Questions and Answers
16 July 2018
Q1: Who is the current contract incumbent?
A1: B. S. Environmental Inc. (prime)
Q2: Is there full time staff on site?
A2: Please reference PWS paragraph 3.0.
Q3: Will the whole contract be awarded to one firm. A few of the tasks are small ‐ 2 hours expected, but there is not a line item for mobilization for those small jobs.
A3: Yes.
Q4: Can a site visit be arranged?
A4: A site visit was offered to all interested contractors as part of the March 2018 Industry Day advertised on FBO.gov. Due to the approaching requirement deadline, additional site visits are not possible at this time.
Q5: What happens if a job bid for a certain amount of hours exceeds that time, for example due to delays or other factors?
A5: This is a Firm Fixed Price (FFP) requirement. Proposals must take into account all risk.
Q6: Wage Rates: In cleanup work only with changing filters, what wage rate in the determination applies?
A6: For filter changes, WG‐6913‐08, Hazardous Waste Disposing, is the equivalent series and grade.
Q7: Equipment List: Pad 8 with 21 drains, where is Pad 8 located? Is the 2 hours estimated per drain?
A7: Pad 8 is located in the equipment yard near building 20042. The estimated time durations are per task, but they are estimates only based on historical information. Most drains might take about 5 minutes, but a few complex ones could take around 20 minutes each. It's important to note that any estimated durations assume a work team, not an individual. It is up to the contractor to determine the appropriate duration for each task based on their proposed work team, equipment, etc.
Q8: BLDG 180 Task 00081: Inspect fire sprinkler and furnish new paper bag. Is the paper bag a Government Furnished Material?
A8: The Contractor provides the paper bags.
Q9: BLDG 670 Task 67003‐A: 7 sanding booths. Is it 1 hour per each booth?
A9: This is similar to question 2. The durations assume a work team, not an individual, for example one person handling walls and another handling floors.
Q10: BLDG 2180 Task 2018001‐C: what is the total square footage that is to be mopped? Description says 2 rooms. Is the description the total SF or for 1 room?
A10: The total square footage listed for all 2018001 subtasks is the dimensions of the entire room.
Subtask 2018001‐C refers to the PPE rooms which are approximately 8' x 10' each.
Q11: Is this contract covered by the EO 13706?
A11: Yes, because this requirement is for services covered by the Service Contract Act (SCA), EO 13706 applies. See https://www.dol.gov/whd/flsa/eo13706/faq.htm#contract_coverage‐1.
Q12: In Section 52.222‐42, page 46 of the solicitation, there are 5 job types listed which describe the category of personnel this job is equivalent to. Is there another particular job category that is listed within the determination that would be considered equivalent?
A12: Please see attached Wage Determination and determine which job category best suits the scope of work.
Q13: The normal working hours presented at the IPW Industry Day were 4:00am – 6:00pm; however, the hours listed within the RFP are 2:00am – 6:00pm. Please confirm.
A13: Normal working hours as stated in the PWS are 2:00am – 6:00pm. This is due to a recent change in daily schedules to better accommodate certain tasks and production schedules. Cleaning schedules will vary according to area and task.
Q14: The IPW Industry Day indicated contractor payments made to correlate directly with tasks performed. However, the RFP indicates FFP costs rolled into groups (i.e., CMXG, AMXG, etc.,) and does not require costs broken down to the task level. Please confirm.
A14: The contract line item (CLIN) structure is by group, but costs are priced and invoiced per task/ equipment item.
Q15: Please provide the name and contact information of who the proposal needs to be sent to, and e‐mail address.
A15: Christian Chase Raffield, 478‐327‐9880, Christian.Raffield@us.af.mil
