The Government will be accepting any additional questions until 2pm EST on Friday, 13 July.
The Government will be extending the deadline until 2pm EST on Friday, 20 July.
1) On the recent equipment list, rows 56 – 59 appear to be missing.
> The was an oversite, rows 56 – 59 are now available on the equipment list posted today.
2) Can you point out where in the solicitation it describes the Section L, which is usually the contents of the technical proposal that is expected, and the contents of the past performance expected. I see how it will be evaluated on pages 27-28, but not where the actual expected contents are described.
> No Section L. This is a Lowest Price Technically Acceptable (LPTA) and Past Performance is discussed in 52.212-2.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price, Past Performance and Technical: (i) price; (ii) technical capability of the item offered to meet the Government requirement; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.)
Technical and past performance, when combined, are Less Important than Price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

3) We are submitted STD 1449 as well as price per revised equipment list, right? Can we email the two documents as our bid as said in the industry than sending by regular mail?
> Yes, you may email your bids.
4) Can you tell me if there is a portion of the solicitation that describes what the AF is looking for in the Past Performance descriptions? Any specifics, or just describe the projects.
> Just any relevant PP. No particular.
5) Should the projects that are upon request or once a year be included in the costs per the specific area.
> Yes
6) Should the projects that do not have any government statements of effort attached to them be included in the cost per that area? On the list of 270 approx. ipw equipment to clean, most do have a government estimation of time needed to complete. However, Many have the notation of upon request with no estimate of time needed etc. Or annually with no time estimated. Does the government want individual estimated costs for each of these annual or upon request tasks? Or will these be estimated and awarded separately? Another way of stating this is which tasks are to be included in the base lump sum costs.

7) On the tour, I was under the impression the for example on the first 2 items, the description is to clean the grates and replace. Should that include the tank or underground water separator also? Or just the grates?
> Go by the EL. If it says grates it is just grates.
8) Attachment 10 wage determination is not on fob. Can you please provide?
> Wage determination being posted today.
9) Service contract employees have first right refusal. Can you please provide the number of employees and their tenure?
> No, the Government is not able to provide these numbers.
10) Please provide clarification for the Offeror's Proposal instructions.
> No specific instructions, go by the Equipment List and make price per equipment and then quote total price.
11) Is the Environmental POC (PWS 1.1) required as a separate position or can this functionality be a facet of another personnel such as any of the following: Contract Manager (PWS 4.3), Alternate Contract Manager (PWS 4.3), Safety Manager (PWS 4.6.2.1), Quality Control Manager (PWS 4.7.3.1)?
> We need a person that call themselves a QA person, don't care how many hats he/she is wearing. The government needs someone to go behind the worker and check their day to day work.
12) Can you please verify the dimensions of WR002937, located in Bldg. 140- CMXG Group? It’s a sanding booth. Current dimensions given are 1556” L x 55 “W x 165”H and 30"L x 3"W x 43"H. Estimated cleaning times are 1 and 2 hrs. respectively. Is that correct?
> Yes, that’s what it says on the equipment list.
