SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT
The LAU‐12X (LAU‐128 and LAU‐129) Missile Rail Launchers (MRL’s) are part of the Air Dominance Mission of the US Air Force. They are installed on either the F‐15 or F‐16 aircraft and are the captive‐ carry and delivery system for the Air Force’s Air‐to‐Air missiles. The MRL is an electro‐mechanical device which is designed to provide a stable and reliable platform in which a loaded missile can be safely stowed while the aircraft is airborne, and then when required, launch the stowed missile. The MRL is also used to captive‐carry PODs, which are non‐releasable devices. The electro‐mechanical components within the MRL must prevent an inadvertent launch of a loaded missile but allow a launch when called or required. The mechanical components of the MRL must maintain secure position of a loaded missile and not suffer any material degradation due to fight maneuvers. Additionally, the MRL must retain the missile in the event of an un‐commanded or inadvertent launch attempt.
Listed below are the critical requirements for the procurement of these NIINs.
1. Characteristics associated with the materials, heat treatment, machining, manufacturing, and processing of the individual parts of the assembly can result in structural and performance degradation. Close tolerance matching of components is required to ensure proper performance and operation of the MRL. Special care and attention is required for surface finish, assembly, and alignment to assure compliance with specified acceptance test requirements.
2. The avoidance of parts obsolescence, with respect to electronic parts and assemblies, is required.
3. The qualification requirements specified herein are necessary to verify the structural, operational, and/or functional integrity and/or fit and form of the item being procured.
4. Failure of the MRL could result in an inadvertent or un‐commanded launch of a loaded missile. A failure could also result in the loss of a loaded missile or POD through degradation of the Structural Rail Section or any of the Sub‐Assemblies designed to secure the loaded asset during flight. In order to maintain the quality of the MRL, the sources must qualify in accordance with the procedures of the applicable government ESA, AFLCMC/EBREM (Launcher Engineering Section), Robins AFB, GA.
5. Completion of the specified pre‐contract award qualification requirements will assure the government that the offeror is pre‐award qualified to submit a proposal for producing the item in compliance with the applicable technical specification/data and within the schedule and economic constraints of our contracts.
6. The submittal of the pre‐contract award qualification requirements for the MRL’s must also include pre‐contract award qualifications for the major Sub‐Assemblies, as well as the Structural Rail Section of the LAU‐129 A/A, summarized below in Appendix A.

Alternate sources must qualify by submitting a Source Approval Request (SAR) in accordance with design control activity's procedures, AFMCI 23-113, and receiving approval from the applicable government engineering support activity (ESA), AFLCMC/EBREM Engineering Office (Launcher Engineering Section), Robins AFB,GA.
SECTION A:ITEM IDENTIFICATION
Stock Number (NSN): 1440-01-492-1196 Part Number: 7002791-6 Nomenclature: Structural RailSection Application: LAU-129 Launcher belonging to the F-16.
SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT
The LAU-129 launcher is part of the Air Dominance Mission of the US Air Force. It is installed on the F-16 aircraft and is the sole captive-carry and delivery system for the Air Force's Air-to-Air missiles. The Structural Rail Sectionis the sole structural member of the LAU-129 Launcher by which all the sub-assemblies are both attached and secured to. The Rail Structure is also the sole attach and contact point for the loaded missile and carries 100% of its mass. The RailStructural is an assembly consisting of several sub-structural members in which one is the attach point to the aircraft.
Listed below are the critical requirements for the procurement of this NllN.
1. Characteristics associated with the materials, heat treatment, machining, and processing of the individual parts of the assembly can result in structural and performance degradation. 2. The qualification requirements specified herein are necessary to verify the structural and/or functional integrity and/or fit and form of the item being procured.
3. Failure of this assembly could result in physical separation of a loaded missile since the Rail is the only structure that supports and carries the missile's full weight during flight, take-off, and landing. Pre-mature separation of a training or tactical missile could result in damage and/or injury to property and personnel on the ground. This failure could also result in a Hang-Fire in which the missile would fire but not release from the launcher. This would put the aircraft in a severe horizontal spin which in-turn could cause loss of life of the pilot and loss of the aircraft. In order to maintain the quality of the assembly, the sources must qualify in accordance with the procedures of the applicable government ESA, AFLCMC/EBREM (Launcher Engineering Section), Robins AFB,GA.
4. Completion of the specified pre-contract award qualification requirements will assure the government that the offeror is capable of producing the item in compliance with the applicable technical specification/data and within the schedule and economic constraints of our contracts. There are significant technical and schedule risks which can only be minimized by a completion of the requirements prior to contract award.

SECTION A:ITEM IDENTIFICATION
Stock Number (NSN): 1440-01-538-5531 Part Number: 7002760-16 Nomenclature: Detent Assembly Application: LAU-129 Launcher belonging to the F-16.
SECTION B:JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT
The LAU-129 launcher is part of the Air Dominance Mission of the US Air Force. It is installed on the F-16 aircraft and is the sole captive-carry and delivery system for the Air Force's Air-to-Air missiles. The Detent Assembly has three functions: 1) it prevents lateral movement of the loaded missile during flight through the use of spring loaded Dampener Blades, 2) prevents the loaded missile from sliding off the AFT end of the LAU-129 by means of the AFT Detent, and 3) prevents the missile from coming off the FWD end of the LAU-129 during an un-commanded launch by means of the FWD Missile Stop.
Listed below are the critical requirements for the procurement of this NllN.
1. Characteristics associated with the materials, heat treatment, machining, and processing of the individual parts of the assembly can result in structural and performance degradation. Close tolerance matching of components is required to ensure proper performance and operation of the assembly. Special care and attention is required for surface finish, assembly, and alignment of this assembly to assure compliance with specified acceptance test requirements.
2. The qualification requirements specified herein are necessary to verify the structural and/or functional integrity and/or fit and form of the item being procured.
3. Failure of this assembly will result in loss of dampening of the loaded missile and/or degradation or loss of the axial movement fail-safe,in either the FWD or AFT directions. Failure of the FWD Missile Stop of this assembly can allow a loaded missile to be fired during an un-commanded launch. This event would allow the missile to be fired when neither the aircraft nor the pilot are in a position to safely launch a tactical missile. The loss of dampening would allow excessive movement causing premature wear and cracking issues on the Structural Rail of the auncher.

SECTION A: ITEM IDENTIFICATION
Stock Number (NSN): 1440-01-514-6552 Part Number: 7002730-6 Nomenclature: AFT Dampener Assembly Application: LAU-12X Series of Launchers belonging to F-15, F-16,and F-22.
SECTION B:JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT
The LAU-128 and LAU-129 launchers are part of the Air Dominance Mission of the US Air Force. They are installed on the F-15 and F-16 aircraft, respectively, and are the sole captive-carry and delivery system for the Air Force's Air-to-Air missiles. AFT Dampener Assembly has two functions: 1) it prevents lateral movement of the loaded missile during flight through the use of spring loaded Dampener Blades, and 2) prevents the loaded missile from sliding off the AFT end of the LAU-129 by means of the Missile Stop sub-assembly.
3. Failure of this assembly will result in loss of dampening of the loaded missile and/or degradation or loss of the axial movement fail-safe, which prevents the loaded missile from sliding off the AFT end of the Launcher. The loss of dampening would allow excessive movement causing premature wear and cracking issues on the Structural Rail of the auncher. The cracking in-turn could cause pre-mature separation of the missile threatening damage to property and injury to personnel on the ground as well as damage to the aircraft. In order to maintain the quality of the assembly, the sources must qualify in accordance with the procedures of the applicable government ESA, AFLCMC/EBREM (Launcher Engineering Section), Robins AFB, GA.
4. Completion of the specified pre-contract award qualification requirements will assure the government that the offerer is capable of producing the item in compliance with the applicable technical specification/data and within the schedule and economic constraints of our contracts. There are significant technical and schedule risks which can only be minimized by a completion of the requirements prior to contract award.
