Multiple Award Contract for Modifications (MACM)
ORDER DESCRIPTION
Modification Upgrade of the Mobile User Objective System (MUOS) Capable
Satellite Communications (SATCOM) System for Air Force District of Washington (AFDW) and Air Education and Training Command (AETC)
25 August 2020
Revision 1: 2 September 2020 Revision 2: 8 October 2020
Revision 3: 3 November 2020
1. Background: The subject modification upgrade is a validated requirement from 1067 AFGSC 19-149 dated 26 November 2019 and AFGSC 18-053 dated 15 November 2017. The current legacy Ultra High Frequency (UHF) satellite constellation supporting the UH-1N SATCOM systems is failing and will not be available to meet the current mission requirements. Communication systems must provide beyond line-of-sight, over-the-horizon voice capability surface-3,000 feet AGL to ensure air-to-air de-confliction, and emergency aircraft re-tasking. This modification will install new SATCOM systems capable of operating on the next generation military satellite system, MUOS.
2. SCOPE:
a. The Contractor shall develop and integrate a permanent modification upgrade by installing a federated ARC-210 Gen VI MUOS SATCOM radio system and new SATCOM antenna into twenty-one (21) AFDW UH-1N aircraft, replacing one ARC-231 SATCOM radio on eighteen (18) legacy aircraft and two AN/ARC-210 Gen I radios on three (3) Block 1 aircraft. In addition, installing a federated ARC-210 Gen VI MUOS SATCOM radio system and new SATCOM antenna on four (4) AETC UH-1N aircraft, replacing one ARC-186 radio per aircraft.
Appendices A, B, and C further explain the three configurations and provide additional details.
b. This effort will require the Contractor to perform NRE for integration, development of modification Time Compliance Technical Order (TCTO), Technical Data Package (TDP), update to Technical Orders (TO), prototype manufacturing/delivery, Trial Kit Installs (TKI), TO validation/verification, kit proofing, and testing and delivery of Production Kits. The TCTO shall be developed as a depot level field team repair. The ARC-210 Gen VI SATCOM radios and kits will be provided as Government Furnished Material (GFM).
c. This effort may require the contractor to install production units during option period 1.
3. Description of Requirement Tasks: This order does not require specific delineation from the baseline SOW Revision A, as written (dated 06 May 2020).

Appendix A: AFDW Legacy, 18 Aircraft – Replacing one ARC-231 radio with one ARC-210 Gen VI radio
Highlighted items in the diagram below (Comm1) will be removed with any wiring that is specific to Comm1 radio, antenna, and control. The upper antenna is typically where VHF FM Comms (inter-plane) are routed, but the replacement radio is multiband just like the one removed, so multiband comms with the added ARC-210 Gen VI (antenna) will be considered for Co-site analysis.
The ARC-231 SATCOM antenna and equipment will remain, except the Small Lightweight UHF Diplexer (SLUD) can be considered for removal. It is a legacy product (SLUD) so removal will have positive impact on sustainment.
ZENITH/HORIZON switch on the center pedestal will remain to direct the SATCOM signal to the correct element. Savings on the pedestal are the footprint occupied by the Comm1 Control/Indicator.
Additional Information and Functional Description of AN/ARC-231 Radio System Components.
a. Receiver-Transmitter (R/T) - The R/T contains radiofrequency (RF) and digital circuitry to perform the radio functions, embedded COMSEC, and modulation/demodulation of all LOS, Maritime, Have Quick (HQ), SINCGARS, DAMA and SATCOM communications modes. The R/T also contains a dedicated guard channel. The R/T is integrated with the AN/ASN-175 Global Positioning System (GPS) Receiver through the AN/ARA- 50 (UHF DF) amplifier relay assembly for reception of Time of Day (TOD), Word of Day (WOD) and Multiple Word of Day (MWOD) information. The R/T contains a battery CCA which provides internal battery power to maintain COMSEC and TRANSEC keys during power outages. Antenna tuning information from the R/T’s is transmitted to the applicable Logic Converter Unit (LCU) and from the LOS antenna.
b. Control-Indicator (CI) - The CI provides menu driven remote control operation of the R/T’s. The
System #1 CI is located on the left-hand side of the lower portion of the center console and the System #2 CI is located on the right-hand side of the lower portion of the center console.
c. Receiver-Transmitter (R/T) Control - The R/T Control functions supplement conventional radio controls (e.g., frequency, volume, squelch, etc.). The R/T Control also functions as a fill panel to load COMSEC variables, SINCGARS hopsets and HQ Word-of-Day (WOD)/Multiple Word-of- Day (MWOD). COMSEC/ TRANSEC fills from the R/T Controls.
d. Small Lightweight UHF Diplexer (SLUD) - The SLUD allows two UHF secure communications platforms to simultaneously utilize a single SATCOM antenna for simultaneous reception and transmission of SATCOM communications. When transmitting, the SLUD is designed to combine and amplify non-coherent carriers into a single antenna RF output. In receive mode, the SLUD splits, filters, and amplifies the incoming signals.
e. Logic Converter Unit (LCU) - The LCU terminates and monitors the system’s CLOCK and DATA control lines and routes antenna tuning information from the R/T’s to the respective antennas.
f. Zenith/Horizon Switch Panel Assembly - The Zenith/Horizon Switch Panel Assembly allows for switching of the SATCOM antenna for selection of either zenith or horizon signals.
g. RF Relay Assembly - The RF Relay Assembly receives control signals from the Zenith/Horizon switch for selection of SATCOM zenith/horizon operation.
h. DC-DC Converters - Two DC-DC converters are installed to condition the aircraft 28VDC essential bus and eliminate voltage spikes and noise before the power is applied to the R/T’s and the Zenith/Horizon Switch Assembly.
i. Line-of-Sight (LOS) Antenna #1 and #2 - The two LOS antennas are active tuned multiband antennas. System #1 LOS antenna is mounted on the upper fuselage of the aircraft. The System #2 LOS antenna is located on the lower fuselage of the aircraft. The two LOS antennas receive antenna tuning information from their respective LCU’s. Part Numbers: Chelton 12- 190-310
j. SATCOM Antenna - The SATCOM antenna is used for the reception and transmission of
SATCOM radio signals. Part Number: AV-2075-8
Appendix B: AFDW Block I, 3 Aircraft – Replacing two ARC-210 Gen V radios with one ARC-210 Gen VI radio
We are removing both Gen I radios. Gen V should become primary LOS and Gen VI primary BLOS;
each to be secondary to the other’s primary purpose
Comm 1 is an ARC-210 Gen I and includes a dedicated ARA-50 connection and shall be retained.
There are two options, 1) remove the No 1 R/T and replace with the ARC-210 Gen V presently located in the Comm 3 R/T location, or 2) reroute the connections from No 1 R/T to the number 3 location.
CDNU connection to Comm1 will be severed and data bus connectors replaced with stubs to maintain the integrity of the MIL-STD-1553 bus to control the NAV system. There is presently a full size dedicated control head for the ARC-210 Gen V Comm3 on the pedestal. Going in we should plan for (2) dedicated controllers for the installed radios. Thus, the present controller installed may have to stay to support the new Comm1 radio.
Comm1 is presently configured as a multiband radio with bottom mounted antenna. This configuration will be maintained with the new installation. If the proposed solution desires to retain the DAMA SATCOM (Comm3) feature of the repurposed Comm1 system, the existing SATCOM antenna will remain with its ancillary equipment. Also, regarding LOS, the (Comm3) SATCOM antenna is connected to provide not Only SATCOM but Multiband LOS comms.
If Comm3 is to be repurposed to become Comm1; consideration must be given to maintain a configuration allowing air to ground comms. Thus, it may be necessary to disconnect LOS comms from the SATCOM antenna (DAMA capability shall be retained) and connect to the lower multiband LOS antenna (verify it is compatible with Gen V R/T) and the ancillary equipment- amplifier/signal converter from the present Comm1 install, and the addition of an RF switch to route LOS/SATCOM signals to the now separate antennas.
Similar concerns for Comm2, except for LOS the current Comm2 is for FM operation only- whip antenna (type, interplane). For the USMC configuration Comm2 was never a total redundant system for LOS from the antenna connection only; AM LOS comms was not possible with Comm2. This is understood by the flying community at AFDW. Just like for Comm1, the CDNU connection to Comm2 will be severed and stubs to maintain 1553 bus integrity. Comm2 will be configured for both (FM) LOS and (MUOS) SATCOM. There will need to be a second SATCOM antenna installed. We can consider an arrangement like the current Gen V and install a combination SATCOM/LOS antenna. We will need to do some frequency mapping and Co-Site analysis to de-conflict the Comms. I do not have a good figure to reference for the pedestal with GEN V and ADS/B controllers to show any available space.
Separate controllers will likely create issues. Also, regarding secure Comms, the new KY-58 system installed will have to be maintained.

Appendix C: AETC Legacy, 4 Aircraft – Replacing one ARC-186 radio with one ARC-210 Gen VI radio
Will be replacing one ARC-186 be an issue for LOS since they mainly use LOS? As a possible alternate solution, can the ARC-210 Gen VI be added without removing the -186 radio?
The aircraft at Fairchild have a Land-Mobile Radio installed and that system shall remain.
The Gov does not have a delta or removal documentation for the VHF-FM installation, so assume all the components shown are present. There is a KY-28 secure Comms component and circuitry, and the FM Homing system. The KY-28 components can remain if they do not create any issues for the installation. There may be a small footprint COMSEC control panel that may be considered for removal if present and would afford room for the ARC-210 control panel.
There is a Homing system that should be maintained. If the ARC-210 Gen VI does not support this capability; it will be addressed. The addition of an ARC-210 Gen VI will be as a standalone system with LOS and SATCOM antennas installed. Again, the new/added radio is multiband so considerations for a Co-Site analysis. UHF and VHF-AM will be present with the systems already installed.
Additional Information and Functional Description of AN/ARC-231/(FM) Radio System Components.
“VHF FM RADIO SET AN/ARC-186(V) (FM COMMAND SET).”
a. The AN/ARC-186(V) Radio Sets provide total VHF communication capability. Normal and secure two-way voice communication is available in the AM band of 116.00 to 151.975 MHz and the FM band of 30.000 to 87.975 MHz. The AM band of 108.000 to 115.975 MHz is provided as receive only band. All channels are spaced at 25 KHz apart. Up to 20 channels may be preset.
Radio set 1 operation in conjunction with the CM-482-186/(V) Signal Data Comparator and the homing antenna to provide FM homing. When homing is not enabled, that is DF is not selected, the radio set provides normal voice communications. The homing function supplies outputs to the steering meter portion of course indicator to provide visual steering indication for homing on a received signal. Course Indicator is now integrated into the HTAWS/TCAD navigation and traffic awareness system to replace analog indication.
b. A control panel provides operating control for the VHF command radio. The controls consist of volume control, squelch disable tone select, frequency control/emergency select switch, band lockout switch, preset channel selector, preset channel indicator, mode select switch, RT frequency select and bandwidth switch. Frequency control/emergency select switch enables preset (PRE) or manual (MAN) frequency selection providing normal voice functions while EMER AM and EMER FM provide voice reception and transmission on pre-stored guard channels. Wide band/narrow-band capabilities are provided through use of the bandwidth switch.
