Solicitation Questions & Answers 2

1. QUESTION: CID PARA 3.2.3.1. Are CE Markings required?

ANSWER: NO. There will be a CID Revision 2 published to remove this verbiage.

2. QUESTION: Is it a requirement for the Upper Deck Access to be OSHA Compliant?

ANSWER: YES, as identified in CID 3.2.4.4. Offeror may identify an exception to this requirement and provide the supporting information in their proposal. See RFP Section L, B. Volume I, Completed RFP 1. General for inclusion of exception instructions.

3. QUESTION: Does Air Transport Test Loading Activity (ATTLA) Certification supersede the requirements in CID PARA 3.5.2– 3.5.2.4?

a. 3.5.2.1: Shoring

b. 3.5.2.2: Axle Weight

c. 3.5.2.3: Tire Pressure

d. 3.5.2.4: Equipment Removal and Reconfiguration

ANSWER: YES, ATTLA Certification supersedes the requirements in the four paragraphs listed above for Air Transportability. Offeror may identify an exception to this requirement and provide the supporting information in their proposal. See RFP Section L, B. Volume I, Completed RFP 1. General for inclusion of exception instructions.

4. QUESTION: CID PARA 3.5.2.1 Shoring. Is without shoring a firm requirement?

ANSWER: YES, it is a requirement, as stated in CID listed, “The spraying unit shall be air transportable without shoring.” Offeror may identify an exception to this requirement and provide the supporting information in their proposal. See RFP Section L, B. Volume I, Completed RFP 1.

5. QUESTION: CID PARA 3.5.2.2 Axle Weight. Is this a firm requirement?

6. QUESTION: CID PARA 3.5.2.3 Tire Pressure. Is this a firm requirement?

7. QUESTION: CID PARA 3.7. Performance a. Sea Level. Please define amount of acceptable above/below.

ANSWER: CID Revision 2 will be published to clarify this requirement to read Sea Level (above 6000 feet sea level).

8. QUESTION: CID PARA 3.8.11 Tires and Wheels. Is identical wheels at all locations a firm requirement?

ANSWER: YES. Offeror may identify an exception to this requirement and provide the supporting information in their proposal. See RFP Section L, B. Volume I, Completed RFP 1. General for inclusion

9. QUESTION: CID PARA 3.15.1 Boom Stability – Class A. Is the 350 lb per person, total 700 lb load in the enclosed cab a firm requirement?

ANSWER: YES. Offeror may identify an exception to this requirement and provide the supporting information in their proposal. See RFP Section L, B. Volume I, Completed RFP 1. General for inclusion

10. QUESTION: CID PARA 3.17.2 Enclosed Cab Controls. Is a trigger type switch allowed?

ANSWER: YES, per the CID 3.17.2 PARA requirement, both Controllable (switch flow from “low” to “high”) and Non-Variable (constant flow at one setting) are allowed.

11. QUESTION: CID PARA 3.23.2.3 Reduced Flow. Is 8 gpm acceptable?

ANSWER: YES, the requirement is for a maximum flow rate of 10gpm, less than that is acceptable.

12. QUESTION: CID PARA 3.24. Rear Camera. Does this requirement apply to all trucks?

13. QUESTION: Confirm the requirement is for a Pre-Mix System verses a Variable Blend System.

ANSWER: A Pre-Mix System or a Variable Blend System will be acceptable. CID Revision 2 will be published to add the option for a Variable Blend System. The Deicing Fluid Suction Fill option will also be added to CID Revision 2.

14. QUESTION: For SOW Para 3.4.2. Commissioning, what are the locations we need to take into consideration for the CONUS and OCONUS sites?

ANSWER: A revision to the SOW will be published to clarify this requirement. Locations will identify 3 zone locations for CONUS and 6 zone locations for OCONUS.

15. QUESTION: Class B unit is requested to be an enclosed cabin instead of open basket. Is an open basket acceptable?

ANSWER: NO, see CID 3.17 Enclosed cab. Offeror may identify an exception to this requirement and provide the supporting information in their proposal. See RFP Section L, B. Volume I, Completed RFP

16. QUESTION: For CID 3.16, are Stabilizers a requirement? If yes, this is not industry standard?

ANSWER: YES, Stablizers is a requirement. The solicitation is for a standard commercial product modified as required to meet government requirements. COMMERCIAL ITEM DESCRIPTION (CID) A- A-59145D June 8 2020, Revision Page 1, 10 JULY 2020 provides the government AF commercial modified requirements for the SPRAYING UNIT, CLEANING-DEICING- ANTI-ICING FLUID, TRUCK MOUNTED. The General Services Administration has authorized the use of this Commercial Item Description (CID) for all Federal agencies. Offeror may identify an exception to this requirement and

17. QUESTION: For CID 3-3.18, is “Aux Power Stabilizers” a requirement? If yes, this is not industry standard?

ANSWER: Assuming “Aux Power Stabilizers” is Aux Power Supply, YES, per CID A-A-59145D, for industry standard same as answer #16. Offeror may identify an exception to this requirement and

18. QUESTION: For CID 3.2.4.4, 3.15.5, 3.16, 3.18.1, 3.18.11, 3.18.2, 3.18.3, 3.23.2, 3.23.1 requirements? If yes, this is not industry standard?

ANSWER: YES.

CID 3.16, 3.18, were answered previously above as in Question 16 and 17.

The solicitation is for a standard commercial product modified as required to meet government requirements. COMMERCIAL ITEM DESCRIPTION (CID) A-A-59145D June 8 2020, Revision Page 1, 10 JULY 2020 provides the government AF commercial modified requirements for the SPRAYING UNIT, CLEANING-DEICING- ANTI-ICING FLUID, TRUCK MOUNTED. The General Services Administration has authorized the use of this Commercial Item Description (CID) for all Federal agencies. 19. QUESTION: Section M references Schedule B document, Where is this document? Is it the BEQ CLIN Spreadsheet from the pre-RFP Gov’t submission or is it the Contract Form SF1449?

ANSWER: NO, it is not the BEQ CLIN spreadsheet. Schedule B is a section in the Standard Form 1449 and starts on pg. 3 and ends on pg. 102. The pricing structure is Firm Fixed Price for all CLINS, please see RFP Note 1 and Note 2 pg. 102.

20. QUESTION: Should CLIN 0022, 0023 & 0026 be waived since it relates back to the first article process submittals?

ANSWER: YES, CLINs 0001, 0002, 0022, 0023, 0024, 0025 and 0026 relate to the First Article. Section M, D. Cost/Price Proposal Factor, C. Total Evaluated Price (TEP): a) will be updated to add CLIN 0022, 0023 & 0026 as first article wavier CLINs as follows.

a) First Article requirements will be waived for any Offerors currently in production of the same or similar item for an AF Contract, and who have received approval under the existing contract.

Offerors who believe they are exempt from completing FAT shall submit the contract number they are currently approved under. Offerors that meet the requirements to exempt FAT are permitted to not submit pricing for CLINs 0001, 0002, 0022, 0023, 0024, 0025 and 0026.
