Request for Proposal (RFP) FA8533-10-R-22377 Common Multi-platform Boresight System (CMBS)

Questions and Answers

28 April 2010

A few additional questions were submitted to the Contracting Office on the above referenced RFP subsequent to the publication of the Questions and Answers, dated 21 April 2010. The additional questions and corresponding answers are listed below.

1. Question: Given that 0001AA is quantity one (1), and 0001AB is quantity one (1), and their sum must equal the unit price of CLIN 0001, then shouldn’t CLIN 0001 be quantity one (1)?

Otherwise the overall total for CLIN 0001 will not equal the sum of 0001AA and 0001AB, unless 0001AA is for quantity two (2) (recurring costs for each unit).

Answer: No. Offerors should add the proposed price for SubCLIN 0001AA and the proposed price for SubCLIN 0001AB; the sum of the two values should be inserted in the unit price column of CLIN 0001 then multiplied by a quantity of two. The total amount should be entered in the extended amount column in CLIN 0001.

CLIN 0001 explains that, “The sum of Sub-CLINs 0001AA and 0001AB will equal the unit price of CLIN 0001.” Note that the sum of the SubCLINs should equal the UNIT price.

2. Question: Considering that all the performance requirements in the two PD’s are “mandatory.” Will all technical proposals submitted be evaluated against these comprehensive “mandatory” PD requirements or only those specifically identified requirements in Subfactors one through five under “Technical Acceptability” in Section M (Page 80 of 83); i.e. will technical proposals that address only the Subfactors identified in Sections L & M and not all the “mandatory” PD requirements be considered “technically acceptable”?

Answer: The Government reiterates the instruction to read the RFP provisions, “Proposal Requirements” and “Evaluation Basis for Award” thoroughly. These provisions notify offerors what to submit in their proposal packages as well as how the Government will evaluate proposals in order to make a best value award decision. While the requirements in the two purchase descriptions and the Statement of Work are mandatory, the Government has identified particular information in the RFP provisions that offerors shall address in their technical proposals. The Government will evaluate the technical proposal as well as the completed RFP and performance volume as described in the RFP provisions.

3. Question: Does the external fuel tank reference to wing tanks also include the centerline tank?

Answer: The reference does not include the centerline tank. The centerline tank will be removed from the aircraft during the boresighting process.

4. Question: Is the Government amenable to performance based payments or installment payments in lieu of progress payments?

Answer: The RFP presently contains FAR Clause 52.232-16, Progress Payments, and such will be incorporated into the resultant contract.
