This document provides responses to industry questions regarding Solicitation Number FA8532-21-R-72GPU for 72kW Ground Power Units (GPUs). The responses remove the requirements for 72kW and 144kW GPUs to operate with three phase 380 VAC, 50 Hz input power. They shall now accept both single phase 120 VAC 60 Hz and single phase 220 VAC 50 Hz low amperage input power to operate onboard winterization devices. Additionally, the requirement for 3% input THD has been reduced to 5% input THD to better align with 400 Hz converter specifications. The 72kW GPU must also be capable of air transport with KC-10, KC-135, and KC-46 aircraft. References are provided to military standards for wheels and hubs. Excerpts from an Air Force technical order are included regarding solar battery charger usage and installation.

Q & A 5 and 6 Consolidated Government Answers Note: 72kW GPU and 144kW GPU requirement to operate with three phase 380 VAC, 50 Hz input power has been removed.
Note: 72kW GPU and 144kW GPU shall be required to accept both single phase 120 VAC 60 Hz and single phase 220 VAC 50 Hz low amperage input power to operate any on-board winterization devices such as engine oil heaters, engine coolant heaters, battery warmers, etc.
Note: the requirement for 3% input THD has been reduced to 5% input THD (3% individual) to better align with the newest version of the in-revision 400 Hz converter Unified Facilities Guide Specifications (UFGS).
Note: 72kW GPU shall be capable of being air transported, as palletized cargo, with KC-10, KC-135, and KC-46 aircraft.
What is meant by “military standard hubs”? Refer to SAE AS8090 paragraph 3.18 and its reference to MIL-W-8005 Wheels and Hubs, for Industrial Pneumatic Tires.
What is meant by “military standard wheels”? Refer to SAE AS8090 paragraph 3.18 and its reference to MIL-W-8005 Wheels and Hubs, for Industrial Pneumatic Tires.
What is meant by “solar charger” and can the Government provide additional details? See AF TO 1-1A-15 excerpt (pages 2 and 3, below) regarding solar batter chargers usage and installation. No Federal endorsement implied of any single manufacturers product.
