This notice provides additional questions from the Government for industry feedback regarding a solicitation for 72kW Ground Power Units. Controlled Unclassified Information Requirements
Controlled Unclassified Information (CUI) is Government created or owned information that requires safeguarding or dissemination controls consistent with applicable laws, regulations and Government wide policies. CUI is not classified information. CUI is not corporate intellectual property unless created for or included in requirements related to a government contract. Because there are fewer controls over CUI as compared to classified information, CUI is the path of least resistance for adversaries. Loss of aggregated CUI is the one of the most significant risks to national security, directly affecting lethality of our warfighters.
Due to the highly technical nature of the Ground Power Modernization (GPM) acquisition, and the wide variety of aircraft supported by the equipment procured as part of the GPM acquisition, an extremely large portion of the data pertaining to the GPM is/will be considered as CUI.
During the course of post-Industry Day information exchanges, the Government has come across a number of instances where the CUI requirements have not been followed, and recourse will be pursued to the maximum extent possible on all future incidents. Specifically, verbatim Purchase Description verbiage was copied into tables for discussion (this information is export controlled, and thus is CUI), with no markings associated with export controlled information nor CUI designations, and transmitted with no encryption.
Potential recourses available for not following marking and transmittal requirements can be found in the approval letter that is provided along with the company’s copy of the approved DD Form 2345. This is the form that interested vendors were required to provide to the Contracting Officer as a part of the Purchase Description access request process.
There are two attachments associated with this industry posting that interested vendors must review and provide written correspondence to the Contracting Officer and Contracting Specialist (Brandi Owens at brandi.owens@us.af.mil and Reid Sawyer at reid.sawyer@us.af.mil, respectively) indicating complete review and understanding of the Controlled Unclassified Information (CUI) marking and transmittal requirements.
Potential vendors will NOT be allowed to view updated purchase descriptions for the GPM acquisition or participate in the GPM Request For Proposal (RFP) activities until such time as the written correspondence detailed above is provided.
