UNCLASSIFIED information that laws, regulations, or government-wide policies allow for, or require, safeguarding All CUI must be controlled until authorized for public release, in accordance with departmental public release policies

CUI is not a classification CUI is a safeguarding system for unclassified information Banner Line - At a minimum, CUI markings for unclassified documents will include the acronym “CUI” at the top & bottom of each page Not required to add “Unclassified” with CUI marking Portion markings are optional
CUI Designation Indicator must be annotated on the first page or cover of all documents containing CUI Line 1: the name of the DoD Component (not required if identified in the letterhead) Line 2: identification of the office creating the document Line 3: identification of the categories contained in the document--see NARA & DoD CUI Registry for applicable category Line 4: applicable distribution statement or limited dissemination control (LDC) in DoDI 5230.24 Line 5: name and phone number or email of POC

Before marking material NOFORN, it will be reviewed by Foreign Disclosure Office to ensure there are no agreements in place to prohibit its use and sharing.

Releasable to (REL TO) indicates:
Information has been predetermined by the originator to be releasable to foreign countries or international organizations through established foreign disclosure procedures & channels Applied when warranted & consistent with laws & regulations Information is categorized as CUI with export control or licensing requirement with a foreign disclosure agreement in place A positive foreign disclosure decision must be made before CUI is released to a foreign entity DoD operational CUI (not related to intelligence) may be marked as REL TO Banner Line – REL TO is placed in the banner line based on the portion markings If there are portions marked NF and portions marked REL TO in the same document, NOFORN takes precedence & will be annotated in the banner line Unclassified portions will be marked (U) Annotate CUI designation indicator on first page or cover of documents containing CUI

Marking CUI
All unclassified media/storage devices containing CUI (CDs, DVDs, Blue Rays, Portable hard drives, etc.) must carry CUI markings Apply designation indicator information Markings will be applied at the time CUI is inputted into devices Use permanent marker to mark media Use pre-designed CUI labels for CDs Use Standard Form CUID Label
Marking Unclassified Media/Storage Devices Containing CUI
Any DAF component or personnel receiving an incorrectly marked CUI document must notify either the disseminating entity or the designating agency and request a properly marked document
Incorrectly Marked CUI Documents
CUI Do’s DO take necessary steps below to protect CUI (e.g., PII, PHI, Proprietary Information, Critical Technical Information, STINFO, Export Controlled, etc.)
Encrypt & digitally sign electronic transmissions using Outlook/AF Network e-mail Properly mark and protect CUI Use CUI cover sheets when working at your desk Secure in a locked desk/file cabinet/locked room during non-duty hours Destroy by shredding when no longer needed Use CUI recycle bins Ensure Shared Drives/SharePoint folders with CUI are accessible only to audiences with authorized access
CUI Do’s DO protect information when hosting meetings/conferences Consider the target audience and the extent of "need-to-know" Ensure appropriate markings are applied to documents and presentations Be aware of your surroundings and potential for eavesdropping DO use DoD Safe (Secure Access File Exchange) to encrypt and exchange information with our Industry partners Do use approved collaborative chat, video and voice systems DO report incidents to the unit Security Manager--DON’T delay
CUI Don’ts DON’T discuss CUI when using non-secure, non-encryptable systems such as Skype, webmail, etc.
DON’T discuss CUI information on a wireless telephone when other options are available DON’T discuss CUI in an open setting (break area, restroom, hallway, cubicle area, etc.)
DON’T release unclassified information to the public until properly approved for release through Public Affairs This includes, but is not limited to, articles, briefings, press releases, papers, videos, etc.
CUI Security Incidents
Senior leaders, contracting officers, commanders, and supervisors at all levels must consider and take appropriate administrative, legal, or other corrective or disciplinary action to address CUI misuse or unauthorized disclosure commensurate with the appropriate law, regulation, or government-wide policy
