Industry Questions Government Response 1 Is repair or replace included in base work? How do we know what is repair or replace, how do we price that?
All PDM related tasks, to include inspection, repair and/or replace, up to the limits described in Technical Order, T.O 1C-5M-3, is expected to be priced as apart of FPIF proposed pricing for CLIN 0001 or x002.
2 If the 202 is submitted and hours are O&A are materials O&A? Yes, materials associated with O&A would be considered as apart of the total O&A action. Please note that no materials costs are to be proposed as part of the pricing submitted within your proposal. Any materials required as part of an O&A action will be considered/reviewed as part of the 202/subsequent pricing submitted.
3 Do you use anti-corrosion covers for prevention? Anti-corrosion covers for corrosion prevention is not covered in the requirement for the C-5 Supplemental Depot Capability effort.
4 Please clarify labor and material estimate. Once we have an approved 202 then put cost volume together, do we need to provide cost volume with the 202?
Yes, projected O&A will be submitted via a 202 in the AutoTAR system. Once the O&A is approved, then a cost proposal should be put together and will be reviewed and negotiated with DCMA involvement.
5 Do you anticipate non-recurring costs in the first order? Yes, we do expect to see non-recurring costs in the first order, but have also set up flexibility within the pricing model to give Contractor's flexibility in how they recoup the required up-front, non-recurring costs.
6 Analysis to get flow days, was it based on support equipment or other data? The flow day requirements were established utilizing historical projected labor hours for required Programmed Depot Maintenance (PDM) tasks, as well as taking into account flow days to meet AMC requirements, with the intent in mind to drive an overall increast to the C-5 aircraft availability rates.
7 The PWS reference for GFE, obligated to go to DLA for parts, is this a requirement?
Are surplus parts an option?
The PWS references DLA and other government sources of supply. These supply means were identified as options for the SDC vendor, but are not mandatory for use. The SDC contractor should utilize all supply options to best meet flow day requirements, and/or to beat flow day requirements. The only time government sources of supply are required are for Air Force managed repair/replace items, a listing of these items has been made available in the bidder's library.
Can we go straight to approved vendors? Yes, approved vendors list was provided in the bidder’s library.
9 Are you providing access to typical number of 202s and what drove the 202s? Sample/Historical 202s have been proivded as part of the bidder's library.
10 Is support equipment list in bidder’s library? A copy of required support equipment is available on SAM.gov. This equipment listing was proivded as part of the bidder's library.
11 Pre-assembled maintenance packages? In reference to PWS paragraph 4.2.6.2, for the items listed as those that “may require replacement during PDM”, reference PWS paragraph 4.2.6.2, these items are included in Appendix B listing and Fixed Pricing for CLIN x004 (Workload 103 tasks). 12 PWS para 4.2.6.2 you only want work packages to do this task and material costs right?

13 If ramp is not repairable and has to be replaced, then you want a work card on how it will be replaced? You want cost in the PDM proposal?

14 If we have to do a replacement of ramp door are you asking in the package for cost of the door or just labor and material?

15 Are you asking for labor and material be included in cost? All PDM related tasks, to include inspection, repair and/or replace, up to the limits described in Technical Order, T.O 1C-5M-3, is expected to be priced as apart of FPIF proposed pricing for CLIN 0001 or x002.
16 CLIN X001: is first aircraft the first entry (on the FPIF Pricing Model) or are there 2 different examples?
CLIN 0001 is for a quantity of 2 PDMs, these PDMs will be the first and second induction respectively.
These PDMs will be executed as separate task orders for each PDM.
17 CLIN X005: the execution of O&A may require other personnel, do we build in mechanic hours or are all hours billable?
The pricing model has a place for the Contractor to input a single O&A labor rate (burdened through total costs, excluding fee), as well as add in applicable labor categories and direct and indirect rates. Offerors should price this labor to the best of their ability. In execution, additional labor categories/hours will be considered based on actual required O&A tasks.
18 CLIN X001: clarify note 5 There is not a separate CLIN to account for aircraft preparation acitivities, i.e. those activities identified in PWS paragraph 4.2.2. These non-recurring costs should be incorporated into the pricing for CLIN 0001/x002, as the contractor deems appropiate.
19 what drove the change in Past Performance amount? These logistical scope and magnitude amounts were based on what the government deemed very relevant, relevant, and somewhat relevant.
20 if C-5 aircraft has repair identified as 103 it would be O&A? So, scope could be 2 different CLINS?
In the event the government requires a AFTO Form 103 Catalog M Tasks, in addition to PDM, CLIN 001 or x002 and CLIN x004 would be exercised as part of the task order. Please note CLIN x004 has a Firm Fixed Price pricing arrangement.
21 Expected RFP date? The formal RFP is expected to be released by end of month April 2022.
22 Expected award date and how long after award will first C-5 arrive? Projected Award is April/May 2023; Coordination for initial delivery will take place immediately following award, and is expected to take place within a reasonable timeframe post award.
23 Is the government considering just a single award or multiple awards? We are only pursuing a single award.
24 Forecasted quantity of C-5 per year as well as turn time requirements? Flow Day requirements are identified in the PWS, current draft available on SAM.gov. Forecasted quantities are tied to base and option period quantites in the draft solicitation. Please note these are projected quantities for the purposes of pricing and establishing contractual limits, and in no way binds the Government to award task orders for any quantities above the minimum order of one PDM.
25 Is it the Government's intent that the noted "Page Limit is 6" applies ONLY to the Total Compensation Plan?
Yes, the page limit of 6 is for the Total Compensation Plan.
26 Considering the in-depth activities required by the PWS, to enable the Government to evaluate for technical capability and for risk, we believe the additional pages enables the clarification needed to accurately determine an

There will not be a separate CLIN to account for aircraft preparation activities for SDC. Any appropriate aircraft preparation costs should be included in the competitive pricing for the PDM/UDLM services by the respective Offeror.

30 Does the 4 simultaneous events include 4 simultaneous PDMs? It could be four simultaneous PDMs, or a combination of PDM, UDLM, and/or Workload 103 tasks.

The minimum number of events could be one, but up to four.
32 Would the Government please identify the manufacture and product IDs for the C- 5 PDM maintenance stands used at Warner-Robins? This ensures offerors know the cost, complexity and probable lead teams for their acquisitions.
Manufacturer is Kern Steel Fabrication (Bakersfield, CA), CAGE: 31YA6. Additional information is being released with pictures and part numbers for the stands utilized at our current ISO operations.
33 Will the Government please consider and document as a requirement that any work beyond SRM repairs or the Depot work package and TO repair guide would be covered As O&A. This will give all the offerors a fair chance to propose costs with documented information verses what may well be unknown assumptions.

(Typically, the main landing gear doors are in very poor shape, and most require full remanufacture. Historically, ~70% of these doors require this level of repair.
This process requires a full bonded skin replacement which require both bond and assembly tooling. This repair should be approved for a fixed level of work scope with a fixed price.)

34 Does the Government agree that all replacement actions in the identified maintenance packages required shall be considered O&A?
Does the Government agree that all repair actions up to but not requiring replacement shall be considered part of the standard repair cost?
Does the Government agree that all "T Code repair items in the identified maintenance packages required shall be considered part of the standard repair cost?
Replacement actions (not identified in PWS paragraph 4.2.6.2), but identified in T.O. 1C-5M-3, should be priced in the PDM FPIF pricing. Repair actions, up to the limits identified in T.O. 1C-5M-3 should be priced in the PDM FPIF pricing.
ERRC "T" repair items should be priced in the PDM FPIF pricing.
35 Does the government intend to have a government representative in place ant PDM facility to approve all over and above and determine all work no/work decisions?
The Government does not intend on having a full time presence at the Contractor's facility. We intend to rely heavily on DCMA's presence and inspection/acceptance responibilities.
36 Should this sentence continue as, "Inspection and correction of defects that require skills, equipment or facilities not normally possessed by operating locations, are beyond the scope of the O-Level requirements and therefore considered O&A."

37 The three identified requirements have inconsistent required days for the effort. Is the Government's intent that the 1st induction preparation by 270 days after contract award, or NLT 300 days? How does this correlate to the 560 day goal of Induction 1?
The initial flow day total requirement is 830 days. This timeframe is comprised of both pre-induction activities and PDM activiites. Pre-induction activities are limited to no more than 270 days and the PDM flow day requirement is 560 days. This inconsistency has been corrected in the PWS.
38 Request the Program Office adjust the “Somewhat Relevant” threshold to 30,000 lbs. This will enable industry to capture additional past performance which is directly relevant to the C-5M SDC tasks/PWS.
Relevancy definitions were developed based on the structual bonding complexities associated specifically with the C-5 platform. While we appreciate this comment, at this time we are not looking at revising the relevancy definitions.
39 O&A (as described in draft PWS paragraph 4.14) covers “any work outside the PDM Work Specification (WS)”. The answer to Q17 implies that all repair tasks are within scope. Can you please confirm that you are stating here that all repair tasks are allowable within the PWS, but that any potential repair requirements not explicitly part of the WS would be treated as O&A? The rationale for the clarification is to ensure that industry is not improperly pricing in risk associated with potential unexpected repairs and rather is proposing costs as described by the PDM WS.
Our intent is that all repair tasks are within scope of the PDM (and associated PDM CLIN), and that all tasks, as described within the technical order, TO 1C-5M-6WC-8, and the correction of defects discovered pursuant to those inspections are within scope. Repair activities outside the scope/limits of the technical order, TO-1C-5M-6WC-8, will be considered over and above.
40 Could you please clarify the response to this question? Are you stating that the contractor is not required to utilize the government’s PDMSS or are you stating that the contractor shall not utilize the PDMSS?
The PDMSS system is an internal government system utilized by the 402 MXSG to manage their internal processes for Programmed Depot Maintenance. It is not the C-5s intention to require use of the PDMSS system or allow access to/use of the PDMSS system.
41 We fully support the government’s position on preserving the integrity of the LRDP. With the stand-up of a second PDM and UDLM operation, LRDP will have both new demands upon and availability of parts related to these depot-possessed aircraft. In the event that the LRDP determines a part shall be removed from an SDC depot-possessed aircraft, how will the ensuing impact to delivery be managed? As an approved O&A? An REA? Rationale is to clarify how impacts to the contractor SDC will be priced, in the event that the government’s LRDP negatively affects contractor PDM schedule.
In the event we make an organizational decision to CANN a part from a SDC jet, we do agree this is outside the scope of the PDM work specification. The removal and ordering of replacement part would be an Over and Above task.
42 While we understand that the contractor will be responsible for sourcing all bench stock and 100% replacement items under the SDC, can you please clarify whether CAV AF may be utilized by the SDC contractor for reparable items discovered during PDM as unserviceable? Will the LRDP support the SDC PDM requirements at the same priority as the organic WR-ALC PDM requirements? How will SDC contractor impacts be assessed and resolved by the government?
CAV AF must be utilized by the SDC contractor for AFSC managed repair/replace items. A listing of these items was included in the bidder's library. Priorities will be dependent upon repair schedules and possibly other factors for support/management within the C-5 SPO. Government induced impacts to meeting flow day requirements will be documented/tracked via the AMREP process, and will not count negatively towards required flow day metrics.
43 We are aware of the recently announced delay to issuance of the final RFP. We respectfully request that the current version of the Draft RFP be released to industry, as we are currently working to a version from July 2021.
As of 18 March 2022, the C-5 team is pushing forward with the Request for Proposal. The current projected Request for Proposal release by end of month April 2022.
44 Is that 300 days considered part of the 830 Flow days for PDM # 1 or the 830 Flow days begin after the prep period then induction?

45 270 prep days conflicts with PWS 4.6.1 "no later than 300 days", verify which is correct 300 or 270?

46 The Document has DCMA / Access to eTools, Plant Clearance Automated Reutilization Screening System (PCARSS). Shouldn't GFP Module in Procurement Integrated Enterprise Environment ( PIEE) also be added as it came in affect at the end of 2021, Dependent on what is in the contract?
Reference to those systems has been removed from the PWS. The Government agrees that management of GFE is now managed within the PIEE system.
47 If Award/Induction occur together, will the contractor have the opportunity to perform a similar analysis/inspection on PDM #1 Acft that would have been done in conjunction with the Major ISO prior to PDM?
Pre-induction analysis will have already occurred for the initial aircraft. The first PDM aircraft is expected to be delivered within a reasonable timeframe post award. Information pertaining to the pre-induction inspections will be made avaliable to the successful offeror upon contract award.
48 If initial PDM Prep time (no later than 300 days after award) are included in the PDM #1 830 flow days, with the 45% point be adjusted? The 45% point of 830 will be very early in PDM with prep days being included.
Yes, the 45% point will be based on the PDM flow days requirement of 560 days for the initial induction .
49 The PWS states that the Contractor shall have pre-assembled maintenance packages available to accommodate follow on maintenance actions. Can an example or a comprehensive definition of precisely what a pre-assembled maintenance package must contain be provided? Is this requirement only for technical data & Work Control Document provisions, or is it intended to imply on-site rotable spares for each stated component or assembly?
Samples have been included in the bidder's library.
50 Will access to AFSC Manual (AFSCMAN) 21-102 be provided within the Bidder's Library?
Yes, this manual has been included in the bidder's library. Please note that it is the Contractor's responsibility to ensure they have the latest copy of this manual should any updates be released.
51 Will the cost of filtering the aviation fuel defueled/purged from the aircraft, and then stored for reuse be reimbursed as CPFF based on the volume of fuel to be stored and reused?
The costs associated with defueling the plane and any required filtering will be priced as part of the PDM.
The following information is being made available to industry regarding typical fuel levels at delivery: on average, aircraft are delivered with 50k-70k pounds fuel. The Government does not see fuel storage as applicable to the direct PDM costs, nor as part of the overarching fuel CLIN, as this cost could be ongoing outside of the issuance of a PDM task order. Fuel storage should be incorporated into the burdened rates associated with the contract at large.
The cost to refuel aircraft prior to departure will be charged to CLIN x006.
52 Can we get details on Equipment failure mode, Equipment preventive maintenance plan requirements, Equipment calibration plan intervals?
USAF Tech data for Support Equipment maintenance and upkeep (Corrosion prevention) is TO 00-20-14, AIR FORCE METROLOGY AND CALIBRATION PROGRAM and TO 35-1-3, CORROSION PREVENTION AND
CONTROL, CLEANING, PAINTING, AND MARKING OF USAF SUPPORT EQUIPMENT (SE).
53 Will we have access to maintenance manuals (e.g., regulations, Original Equipment Manufacturer [OEM] manuals, ground handling and servicing, duty times, fatigue management)
Government owned tech data was provided as part of the TO Mart in the bidder's library. Fatigue management is outside the scope of the C-5 Supplemental Depot Capability
54 Will TO 1C-5M-3 be provided with the bidder's library? Yes, this was included in the bidder's library.
55 Will there be pictures provided for the given repair scenario? No, the Government does not intend to provide pictures of the repair scenario described in Section L, technial volume. This was intentionally described in this manner as our intention was to allow offerors the opportunity to fully describe scenarios to display a full comprehension and techncial understanding of the repair actions necessary for the metal bond honeycomb Torque Deck Panel repair.
56 Will there be material properties provided for the honeycomb panel? Material Properties will not be provided. Refer to Mettalic Material Properties Development and Standardization (MMPDS) for all material allowables for repair design analysis. This resource is a basic need for all engineers performing aircraft structural analysis.
57 Will previously approved AFMC Form 202's for honeycomb panel repairs be provided with the bidder's library?
Yes, this was included in the bidder's library.
58 Will there only be one engineering repair scenario provided with the official RFP Yes, please reference the draft Section L available on SAM.gov.
59 Is it required for the Contractor's on-site shop capabilities to include Phosphoric
Acid Anodize (PAA) / Sulfuric Acid Anodize (SAA) capability and compliance with relevant process specifications, Boeing Aircraft Corporation (BAC) 5555 and ASTM D3933-98, or is it acceptable for this capability to be provided by a close-proximity subcontractor or vendor?
The Government would deem it acceptable to have the PAA/SAA capability within close proximity via a subcontractor/vendor location. The Government would expect for this to be identified within the production plan and repair scario as the offeror describes their approach to satisty the requirements of the C-5 SDC effort.
60 Conflicting with PWS Table 1 that lists PDM#1 Flo days as 830 The initial flow day total requirement is 830 days. This timeframe is comprised of both pre-induction activities and PDM activiites. Pre-induction activities are limited to no more than 270 days and the PDM flow day requirement is 560 days, making up the entire 830 total requirement for the first induction.
61 The RFP_Atch_17 spreadsheet seems to indicate that we would be eligible for incentives would be for hitting their targets for flow days - at least for the first 8 aircraft. However, they have 16 a/c listed in column N. Are they inferring that we would need to complete 16 PDM a/c by the end of the 5 year contract (base 3yr plus two 1yr options?
The contract is structured to all for up to 16 total PDMs to be executed within the five year contract period of performance.

If the contractor has access to ETIMS or a CTODO account, the company will get a notification from the system that a new release is coming. ETIMS will also notify them that a new release has been posted for their review. This process is only good for formal released TO updates. Service Bulletins (SB) and Supplemental Type Certificates (STC) are done at the contract/contractor level, the TOMA do not send these documents out to anyone.
63 Is there GE Specified Equipment for transport of removed Engines that require shipment back to GE? Will these be provided as needed or expected to be included by contractor?
All GE Specified equipment is called out in the tech order. The engine being replaced will come in on a trailer and they swap it out. Also the engines don’t go back to GE. Tinker will direct where they need to
go. The contractor will need transport dollies and slings, etc. This equipment, like all support equipment will need to be maintained and kept up-to-date.
64 Is the interpretation of the requirement to have the ability to perform 4 simultaneous events (PDM/UDLM) signify that the contractor has to have the capability to hangar 4 aircraft concurrently?
Yes, this requirement was identified so that industry understands the Government's desire to be able to surge to conduct four events simultaneously.
65 What are the factors driving the flow days on the first aircraft to 830 days (~2.27 years)?
The flow day requirements were established utilizing historical projected labor hours for required Programmed Depot Maintenance (PDM) tasks, as well as taking into account flow days to meet AMC requirements, with the intent in mind to start seeing increase in aircraft availability rates.
66 As a subcontractor performing aircraft inspection, disassembly, maintenance/lubrication, repair, assembly, and functional/operational checks for return to flight; structural inspections using visual and non-destructive techniques;
repairs of aircraft structure per approved technical data including heavy structural repairs on aged aircraft with quality assurance (AS9100D and AS9110C), why is the annual dollar amount ($101M) significant/relevant in the magnitude of the program to receive a "very relevant" rating when the scope and complexity of the C-5M program is being performed on a similar heavy military aircraft (per government Section M definition) for over 10 years? If you don't meet the $101M annually does this mean you can not receive a Very Relevant rating on your past performance?
