Industry Day Question and Answers-- Industry Additional Questions Q&A Question Industry Question Government Response
1 38
For any support equipment and tooling that does not have complete Level 3 drawings available, request access to USG support equipment and tooling as part of the Bidder’s Library to allow us to scan and reverse engineer the items.
It is the Government's intent to provide all data we have pertaining to parts and/or support equipment to industry. This includes identification of known part issues, drawings (where available) and any other data. Offerors will have access to this information when Request for Proposal is released.
2 69 Request authorization from the C-5M PCO to obtain C-5 support equipment and tooling information from AMARG.
The Government is currently reaching out to AMARG to determine what information we can gather about C-5 inventory at AMARG. If positive information is gathered, it will be added to the bidder's library.
3 71
Request further clarification on Question #71. Will Support Equipment and Tooling charges be allowable costs under the contract and, if so, which CLIN will they be attributed to?
Any parts, labor, etc. required in execution of these requirements are considered to be allowable charges to the contract. These requirements are part of the PDM execution and should be priced either as a part of the PDM price proposed, or included as a part of the bidder's fulle burdened rates, which ever is most appropaite based on the actual charge.
4 Section L
In the Table under Section L.II.A, Volume II is listed as Written Technical Proposal. Is this incorrect?
Yes, Section L, L-900, I Proposed Format, A General, 2nd paragraph has been updated to read "However, offerors are requested to submit Volume III, Past Performance Information, so that it is received Thirty (30) calendar days after the release of the RFP. "
5 Section L Section L Mentions Volume II as Past Performance and Technical Volumes, please clarify.
These discrepancies have been resolved, as Section L has been updated. It is the Government's intent to make this available at official RFP release.
6 RFP Submittal Due to COVID, will the Government all only electronic submission of proposals?
No, the Government is still going to require proposals either be delivered via hand delivery or via mail. Submission instructions will be available when the updated Section L is released to industry.
7 Section L Section L discrepancies with the technical evaluation paragraphs. These discrepancies have been resolved, as Section L has been updated. It is the Government's intent to make this available at official RFP release.
8 Section L Will the Government allow font smaller than size 12 for headers and footers ("Source Selection" legend and proprietary statements) in the Technical Volume?
Yes, for headers, footers and text within graphs, charts, etc. Font size of no smaller than 9 will be allowable. D14
In order to open up the competitive field, for the Past Performance Factor, would the Government consider including KC-135 and other B- 707 derivative platforms comparable to E-3 and E-8 in the “Very Relevant” category? Additionally, for the “Relevant” category, would the Government consider adding C-130 PDM aircraft to this category?
The Government has added the KC-135 to the "Very Relevant" category. Although the C-130 is not specifically listed in the "Relevant" category, the description covers non-commercial legacy aircraft within the weight range of the C-130 - "more than 41,000 lbs and up to, but not including 300,00 lbs"
Will the Government Task Cards be made available to all competitors prior to RFP release?
Government task cards are not planned to be included in the bidder's library. All technical orders assocaited with completing PDM work will be included in the bidder's library.
Stand up period of 90 to 120 days is aggressive based on the requirement for contractor to acquire support equipment and tooling.
Would the government consider 180 days for the stand up?
There will not be a formal depot stand up as a part of the C-5 Supplemental Depot Capability effort. Time for the vendor to be fully capable of completing 100% of the tasks required for PDM has been taken into account when establishing the flow day requirements. Flow day requirements will be established by induction, with a planned improvement (or reduction) in flow days with each induction, leading up to the standing flow day requirement of 265 flow days by the 9th induction.
Planned flow day requirements are planned as follows:
Induction 1: 830 days, induction 2: 476 days, induction 3: 428 days, induction 4: 390 days, induction 5: 359 days, induction 6: 330 days, induction 7: 307 days, induction 8: 285 days, inductions 9-16: 265 days
The Government has noted Public/Private partnerships in the solicitation. Would the Government provide contact information for Dover, AFB, Westover, AFB, Lackland/Kelly AFB or Travis, AFB for this initiative?
The Government does not intend to facilitate Public/Private partnerships. Robins ALC Business Office information was provided to industry as a part of industry day.
Base level POCs will not be shared by the Program Office.
In looking toward innovation and potential access to base use, does the Government recommend any of the sites noted above? Have any of these sites have experience performing PDM or UDLM and could they provide any lessons learned for establishing a new capability?
Government is researching the possibility of site visit to Dover and/or Westover.
Engineering – Will the Contractor be delegated DEA or will the Government be staffing up to handle the additional workload? If delegation is envisioned, what are the requirements for individual’s education and Industry experience for that delegation?
The Contractor is expected to have skills necessary to be DEA, but without approval authority. Approval authority will reside with C-5 SPO Engineering. Education for engineers is expected to be the industry standard, Engineering degree from Accreditation Board for Engineering and Technology (ABET) Accredited school.
Industry experience may vary but experience and professional certifications in engineering and maintenance will be part of the evaluation process.
Adding an additional depot will put an additional demand on the C-5M supply base. How will the Government help with prioritization between the commercial and organic depot to ensure contractor success?
SDC contractor will have access to Government supply (AFSC and DLA), but also have approval to seek other C-5 Program Office qualified supply sources. This will require an agreed to enterprise process to manage prioritization between commercial and organic depot. This prioritization will take place within the C-5 System Program Office, as necessary.
Will the Government provide the occurrence factors data for the inspect and repair tasks, 100% replacement items and commonly failed components not associated with PDM?
Offerors will have this information, or something very similar to this info in the Bidder's Library.
For Over and Above (O&A) please describe the Government’s process to initiate O&A tasks. Are there any repair tasks listed in the PDM inspection card deck that will not be treated as O&A events?
Over and Above will be IAW PWS section 4.14. All repair tasks are expected to be within Scope of Work and will not be treated as Over and Above , i.e., Out of Scope.
Will the Government provide access to the 202 Data Base for engineering support?
Yes, Government will provide access to AutoTAR which includes AFMC Form 202 database (IAW PWS Para 4.9.4). Contractor engineering will be responsible for providing proposed problem resolution, including analysis as necessary, via 202.
Will the Government provide access to the Program Depot Maintenance Scheduling System (PDMSS)?
No, PDMSS is not required for SDC.
Will the Government Provide data for the Pre Induction Planning (LRDP) for aircraft tail numbers going to the commercial depots for 100% replacement parts, and engineering mandated replacement parts and other unique requirements for the specific tail number?
Yes, the Government will be providing Pre Induction Planning data to the SDC contractor. The Government will continue to lead the Logistics Requirements Determination Process (LRDP) Strategic and Operational phases for the C-5 enterprise, regardless of the depot mx source (organic or contract). The SDC contractor will work closely with the Government LRDP during pre-induction requirements supportability reviews (as much as 24 months prior to induction), pre-induction engineering disposition reviews, and pre-induction workload reviews (at least 60 days prior to induction). The SDC contractor will manage the LRDP Tactical activities (tactical BOW) upon the transition from LRDP Operational to LRDP Tactical. Per AFMAN 63-143, the LRDP Operational period ends 30 days prior to PDM induction and the hand-off should be a formalized process/meeting whereby we communicate our Operational BOW (PDM, TCTOs/Mods/Repairs, deferred -107 actions, approved/accepted AFTO 103 work, incoming 781s, PII items, etc.) and supportability status/mitigation actions to the SDC’s designated LRDP Tactical focal point.
Will the Government be providing components required as replacement parts?
PWS Para 3.2.5 states some work can be done on aircraft but may require tooling and/or equipment. These components are currently routed to the 402 Commodities Maintenance Group (CMXG) backshops for repair and shall not be ordered through CAV AF, unless needed to replace condemned items.
Repair/replacement of these components will be the responsibility of the SDC contractor. Please note any desired teaming/partnering with CMXG requires coordination through the Robins ALC OB Business Office.
If schedule is the priority, can the Government help coordinate the DCMA mandatory inspection points in order to prevent delays?
Inspection points are inserted by DCMA for high risk, Safety of Flight, or items specifically provided by the program office in a Quality Assurance Letter of Instruction (QALI) to highlight significant or critical areas. The inspection process works best at the lowest level when there is optimum communication between the DCMA QA Specialist and his contractor counterpart. Other than setting the criteria for inspection or what items to inspect, trying to manage this process at a higher level would be counter-productive.
Would the Government consider making the first aircraft Cost-plus Fixed-fee?
All PDMs will be priced as Fixed Price Incentive Firm (FPIF). The first two aircraft inductions are planned to have a higher ceiling of 130% to account for learning curve uncertainities. Historical and technical data will be available as a part of the bidder's library to support FPIF pricing.
Will the Government be providing the Tech Data and software source for the Landing Gear fixture, as well as other unique tooling, stands, etc.?
Tech Data and Software Source - Yes. Landing Gear Fixture/Tooling/Stands - No.
The PWS requires proposal responses within seven days. For larger dollar value proposals or one that require unique material or challenges this may not be possible. Will the Government consider the following: …..”seven calendar days after receipt of the Government’s Request for Order Proposal (RFOP), or such mutually agree later time when conditions necessitate additional time for submittal?”
In-lieu of ”seven calendar days after receipt of the Government’s Request for Order Proposal (RFOP), or such mutually agree later time when conditions necessitate additional time for submittal?”, the PWS (2.0 Services Summary and 4.7.1 UDLM) was updated to require proposals no later than 30 days.
All CLINs show inspection at Destination. Is it not the Government’s intent to sell these aircraft off at completion of PDM at the commercial facility? If not, what period of time should we assume we are no longer responsible for the aircraft and acceptance of the DD-250 Sell-off will be completed? Does the Government have data regarding re-work after an aircraft leaves the depot to assists in bidding this period?
Aircraft inspection will occur at the Contractor's facility (Origin). Aircraft acceptance will occur at the Contractor's facility (Origin). Under Warranty of Services Clause 52.24620, the Government will have 60 days to provide contractor written notice of any defect or nonconformance to the Contractor.
PWS Section 4.1.6.1.2 – The PWS states that the Contractor will have pre-assembled maintenance packages available to accommodate follow on maintenance actions. Is the Government looking for the Contractor to have planning for these actions or should they have parts available, or will the Government be providing those components? Is the Government looking for proposals to perform these tasks?
Yes, PWS para 4.2.6.2 identifies tasks that are accomplished under draft RFP CLIN 0003. These tasks are listed in Appendix B. Tasks include remove & replace (ie:
Engine, aft ramp, petal door removal and ship ) and Time Compliant Technical Orders (TCTOs) which include list of materiel required.
28 CLIN Structure Charts
The Revised Proposed C-5 CLIN Structure indicates the two CPFF CLINs (CLINs 0002 & 0004) are to be evaluated during source selection. Is it the Government’s intention to identify the specific labor categories for offerors to price in order to create a level playing field for evaluation?
Yes, Government will provide labor categories.
Task
Order/Target Ceiling Chart
Can the Government provide examples to better explain the Task Order/Target Ceiling Chart and how it would potentially impact a schedule incentive? Is the Government amenable to a different contract type than FPIF, which is a rare contract type not typically associated with depot maintenance work.
A pricing example will be provided with the formal RFP release. The first two aircraft inductions are planned to have a higher ceiling of 130% to account for learning curve uncertainities. As a part of the FPIF CLINs for PDMs, offerors will propose target cost, unit cost of money and target profit. Additional profit, up to the ceiling point, can be achieved, through management of actual costs and beating flow days requirements. Flow day requirements have been identified in question 11 response. Other pricing structures will not be considered. Historical and technical data will be available as a part of the bidder's library to support FPIF pricing.
Is it the Government's intent to continue with the current programmed FY22 C5 PDM support for aircraft De-paint and paint, therefore relieving the PDM contractor of record from conducting aircraft de-paint and paint as part of the PDM process?
The Contractor will be responsible for Paint/Depaint.
Does the Government consider any findings outside the PDM Statement of Work as an Over and Above item?
Over and Above will IAW PWS para section 4.14. Findings as a result of inspections are all considered to be "Within Scope" and not Over and Above. Over and Above would typically be those findings NOT identified or covered by inspections in the 6WC -8 such as Modifications or TCTOs NOT previously identified during aircraft SDC planning affecting flight safety or Airworthiness.
Will the Government provide the inventory posture for the previous three years for AF Managed Parts and DLA Managed Parts?
Government is not planning on providing current inventory postures.
CLIN 0005 Fuel: Does this include POL (petroleum, oil and lubricants) as CRNF? If not, how will the contractor be reimbursed for hydraulics and oil during the PDM and how should the contractor include this in their PDM pricing?
No, CLIN 006 includes fuel only. Fuel costs vary depending on duration of flight and location of aircrafts home station. The amount of petroleum, oil, and lubricants should be consistent across C-5 fleet and included with CLIN 0001 or 0002, based on aircraft induction sequence.
CLIN 0003 AFTO 103: Since CLIN 0003 is FFP and normally the tasks required on a specific aircraft are not known until just prior to aircraft arrival, is the Government planning to include “typical” AFTO 103 tasks for the contractor to price in order for them to be evaluated for the solicitation? If not, is this a non-evaluated CLIN?
Data included in the Bidders Library, PWS Para 4.2.6.2 and Appendix B.
35 Would the Government consider separate Cost Plus Fixed Fee CLINS for Engineering and Supply?
All labor and materiel, to include engineering and supply, should be included in CLIN 0001 or 0002, based on aircraft induction sequence.
