About this file
This document appears to be a set of questions and answers related to a federal contract opportunity for the Air Force Life Cycle Management Center (AFLCMC) On-Site Depot Support (OSDS) Program. The key details are:
The solicitation is for a 10-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide labor services for on-site depot-level maintenance and modification work on all Air Force Special Operations Command (AFSOC) C-130 weapon systems and subsystems. The primary customer is the AFLCMC Special Operations Forces/System Program Office (SOF/SPO), Fixed Wing Branch, supporting the AFSOC A4M organization. The procurement will utilize FAR Part 15 and Part 16 procedures and is anticipated to be a competitive small business set-aside. Relevant updates include clarification on page limits, font size requirements, and the inclusion of FAR 52.222-43 for service contract labor standards price adjustment. The government does not plan to include economic price adjustment clauses or a separate program management CLIN, stating these costs should be priced into the labor rates.

| Over a 10-year period, labor and overhead rates can be significantly influenced by uncontrollable events such as hyper-inflation, Federal Reserve Board decisions, changes in federal/state labor laws, world events (e.g. war, pandemics, etc.), excessive medical cost increases, etc. Industry has no control of these phenomena so to accurately predict them occurring and to what extent (if at all) is impossible. Consequently, industry would have to protect itself by conservative pricing to avoid putting the organization at excessive financial risk. |
| Will the Government include Economic Price Adjustment clauses 52.216-4/252.216-4 to support realistic cost fluctuations over a 10-year period of performance and share the burden of Contractor risk? | For services contracts under the Fair Labor Standards Act, FAR Clause 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards - Price Adjustment (Multiple Year and Option Contracts) has been included. | 24-Sep-24 |
| As highlighted in the previous question, this issue may cause quality contractors to not pursue this effort. |
| Consequently, if Economic Price Adjustment clauses will not be contemplated, would the Government consider a 1 year base with 4 option years? | No. | 24-Sep-24 | ||
| Will the Government include a PMO CLIN to ensure program and project management costs can be captured, as they are significant in this program? | PMO costs should be priced into the proposed loaded hourly rates. | 24-Sep-24 | ||
| Per PWS 4.2.1 Task Order Manning, it states that the contractor will capture and report direct and indirect hours. In accordance with our accounting system and as typically seen in other contractor accounting systems, indirect costs are not applied by hours. Rather, they are applied as costs to include allocations from indirect pools. In order for contractors to be compliant with indirect cost allocation, please remove this requirement from the PWS? | This requirement is for labor task v. other workforce labor hour reporting on deliverable templates provided in the PWS. | 24-Sep-24 | ||
| Per PWS 4.2.4.2 Site Supervision, the Government is requiring an on-site supervisor with duties and requirements. Page 3 of the RFP states in Note 11 that the On-Site Supervisor for CLIN 0001, Straight Time Labor shall be priced into the Contractor’s Overhead cost. Will the Government add the On-Site Supervisor to the direct labor categories required so that it can be tracked and billed in relation to the requirements? | All overhead cost should be priced into the loaded hourly rates. | 24-Sep-24 | ||
| As indicated in the Q&A #10, the cost of the PMO labor should be priced into the proposed labor categories. As the Government indicates pricing is required for 37 FTEs, if the contractor adds the cost to the proposed labor categories per hour based on the hours required to bid for example, but if those FTEs are reduced, the cost of the program oversight and financial tracking remains and therefore the contractor would be at a loss. |
Will the Government assure the contractor that the level of effort will remain funded? The Government cannot guarantee the level of effort over the Period of Performance of the 10-year IDIQ; however, should any changes become necessary the Government will negotiate any equitable adjustments on a case by case basis. 26-Sep-24
