#Draft SOW Section / Page #Draft SOW Text Excerpt or SubjectDraft SOW Issue Description and Question/RecommendationUSG Answers
1N/ALocation of Draft SOWI understand there is a draft SOW pertaining to this project. How can I get a copy of this draft? The draft SOW was uploaded with the Pre-Solicitation Notice and is accessible for download at the following FBO link: https://www.fbo.gov/index?s=opportunity&mode=form&id=6bad8cca66fae9e7aaba6001c198065c&tab=core&_cview=1
2N/ASynopsis InformationIn the “Notice Details” under “General Information NAICS Code,” the Government refers to #333, Machinery Manufacturing. Must bidders have this classification? No, a potential offeror is not required to have this classification associated with their company in order to propose and/or to be considered for award.
3N/ARFPWhat is the date of the official RFP?As noted in the Pre-Solicitation Synopsis, "THE SOLICITATION PERTAINING TO THIS NOTICE WILL BE MADE AVAILABLE APPROXIMATELY 15-30 DAYS FROM THE DATE OF THIS NOTICE." The synopsis was posted on 31-May-2017. Therefore, the official RFP will be made available approximately between 15-June and 30-June.
4N/ARFPWhat will be the method of payment?Payments will be requested and received using Wide Area Workflow (WAWF), and payments will be made by Electronic Funds Transfer (EFT). Once the RFP is posted, please refer to the Contract Clauses (Section I) for further details.
5N/AN/ADo you have to have a yard in Dhahran city or can we use our yard for storage of the equipment?Vehicles and Trailers will be delivered to KAAB Depot Supply at Dhahran. Contractor will be responsible for storing Vehicles and Trailers, if needed, prior to delivery.
6N/AN/ADoes the SOW include transportation of the equipment to different sites?Vehicles and Trailers will be delivered to KAAB Depot Supply at Dhahran. The RSAF will be responsible for moving vehicles and trailers to the bases.
71.1 / page 5"Method of Contracting: Competitive, Lowest Evaluated Price"A Best Value method is recommended based on the FY 2017 National Defense Authorization Act for FY 2017 (enacted in December 2017) which limits DoD’s use of lowest price, technical acceptable acquisitions. The Air Force’s heavy reliance on past performance in the previous procurement counters any argument that lowest evaluated price would be an acceptable acquisition method."Lowest evaluated price" in Section 1.1 of the draft SOW means that price will be the ONLY evaluated factor for determining contract award (i.e. no technical factor, no past performance factor, etc.). The previous TSS solicitation was a performance based services effort; these services have since been removed to match the customer's current requirements. As the instant effort is strictly a commercial supply acquisition, a price-only competition is appropriate.
83.1 / page 5“Each order shall be delivered no later than 90 or 180 days (see Appendix 5 and 6) after receipt of order (ARO).”Appendix 7 on page 18 of the draft SOW includes a 270 Day Delivery Requirement ARO. Please confirm if para. 3.1 should be revised to include this delivery requirement.Paragraph 3.1 updated to show "Each order shall be delivered no later than 90, 180 or 270 days (see Appendix 5, 6 and 7) after receipt of order (ARO)."

9 3.3 / page 6 “Modified commercial items shall be procured from sources previously approved by the USAF from Jan 2000 or later.” After this statement, the Government lists three (3) specific pieces of equipment. a. b. Will the Government provide a list of previously approved sources for the USAF as they pertain to Appendix 4, Expanded material Categories? No. The contractor shall be responsible for finding approved sources or new sources of commerical vehicles and trailers that meet the required specifications.
103.12 / page 9“The Contractor shall have a Saudi business license or maintain a sponsorship/teaming effort with a Saudi company. The Contractor shall establish and maintain an operating location at Dhahran, Saudi Arabia (Depot Supply) to provide a liaison function with regard to materials delivery and to facilitate local purchases.”Will the USAF require “proof” of an operating location in Dhahran, Saudi Arabia? Is a Dammam or Al-Khobar office location acceptable distance to provide liaison functions?Yes, the contractor shall provide proof of operating location in the vicinity of Dhahran that will allow execution of a liaison function with RSAF Dhahran Depot Supply.

123.12.1 / page 9“All employees shall be eligible for a base pass to allow unescorted entry onto an RSAF base.”Please confirm that all contractor employees requiring access to the base be required to possess a “work visa/iqama” as the appropriate immigration document? No, this Paragraph has been changed to read as follows: "Contractor employees required to travel to Saudi Arabia to interface with the RSAF shall be eligible for a base pass to allow entry onto an RSAF base."
133.12, 3.12.1 / pages 9-10“Laws and customs of KSA are in force. The Contractor shall obey the laws, customs and regulations of Saudi Arabia, including the laws prohibiting access to certain areas of the country to non-Muslims or non-Saudis. The Contractor and their personnel, while in Saudi Arabia, shall be subject to the criminal and civil jurisdiction of the Saudi Arabian Government (SAG). In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. English language capability is a condition of employment for Contractor employees working in KSA. Prospective employees shall possess spoken and written English language skills sufficient to ensure the performance of official duties as well as compliance with safety and security requirements. All employees shall be eligible for a base pass to allow unescorted entry onto an RSAF base. Medical qualification is required to work within KSA. The Contractor’s employees must pass a medical examination conducted by a licensed medical official who shall prepare a certificate of medical examination declaring the prospective employee in good health and free of any infectious, contagious or communicable disease upon initial employment and upon returning to work after an extended stay (30 days or more) outside of Saudi Arabia. A report of examination shall be attached to the medical certificate. Persons found to be afflicted by or carriers of infectious, contagious or communicable diseases or conditions shall be ineligible for employment or continued employment until they have been reexamined and found free of such diseases. The physical examination that all employees must pass shall be related to the requirements of the position being filled.”Must the contractor and its employees working in the KSA follow the Wage Protection System laws?Yes, this contract does not provide any exemption to KSA laws and customs.

The Contractor and their personnel, while in Saudi Arabia, shall be subject to the criminal and civil jurisdiction of the Saudi Arabian Government (SAG). In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. ”Is the contractor or its sponsor required to be “green” or “blue” in regards to Nitiqat status to work on the base in performance of this FMS contract? Will the USAF require a printout of the offeror’s current status from the Ministry of Labor system? Our research shows Nitaqat categories of White, Platinum, Green, Yellow, and Red. It is the Contractor's responsibility to determine the appropriate category required to execute the program.

Note: In order to get access to RSAF Depot Supply (Dhahran) to deliver the vehicles and trailers, the contractor representatives will require one of three things: Passport, Saudi ID or an Igama.

15Appendices 4-7NSN 4210015235743 is included as a spec sheet (Appendix 7).Will the Government please amend the lists of requirements (Appendices 4, 5, or 6) to include NSN 42100015235743?Changed Appendix 7 Ordering Data 1 to read the master NSN 4210007026801 versus the Assets NSN 42100015235743.
16Appendix 4 & 7NSN 4210007026801 is listed in the requirements (Appendices 4 and 7).Will the Government please provide a spec sheet for NSN 4210007026801?The ordering data is in Appendix 7 Ordering Data 1
17Appendix 4 / page 14NSN 2320005802954 is listed twice with BEQs of 125 and 64.Nomenclature, USAF Recommended Part, and Specs appear to be different. Will the USAF validate the accuracy of this data? The BEQ of 64 pertains to the Pickup Std Size, Crew Cab and the NSN should be 2320009650640. The NSN has been changed in the SOW on Page 14 and Page 16.
18Appendix 4 / page 14NSN 3930011022185, Material Hand. Equip. Order Picker EED, reflects a BEQ of 34.There are no specified requirements for this particular NSN in Appendixes 5, 6, or 7. Please verify the validity of this requirement. The NSN for Material Hand. Equip. Order Picker EED should read 3930015756666. The NSN has been changed on pages 14 and 17 of the SOW.
19Appendix 4 / page 14NSN 2320015009498, Truck, 1/4 ton, Cargo, (utility veh, i.e., jeep) 4x4, references GSA 66 as the designated spec. This spec (page 27 of the document) specifically calls out a GM Colorado. Is it acceptable for the Offeror to source a different make/model of vehicle that meets or exceeds the minimum requirements called out in this spec? As an example, would a Dodge, Ford, etc. that meets or exceeds the specified GSA minimum requirements be an acceptable substitute?Yes, it is acceptable. The following statement is noted right above the GSA 66 spec on page 27 of the document: "A compact size pickup with an extended cab shall be provided. The vehicle shall be equipped with the specified length flush style, double walled construction metal bed and tailgate with stays, providing a maximum or 114cm (45in) unobstructed space between wheel housings on the floor. The cab shall have a minimum of 2 rear hinged access doors and 2 windows per side. A rear seating arrangement in the cab for a minimum of two (2) passengers shall be provided." It is also noted that "the models identified below are not all-inclusive of those that meet the Federal Standard" and "Equivalent models that meet the minimum requirements may also be offered."
20Appendix 4 / page 15NSN 3930014330885, Forklift 4K lbs. or Less GED/DED, reflects a BEQ of 30.A quantity of 30 for this NSN is reflected in Appendix 5; however, another requirement for 34 is found in Appendix 6. Please confirm if the correct BEQ should be 64.The requirement with a BEQ of 34 in Appendix 6 (Material Hand. Equip. Order Picker EED) reflected the wrong NSN (in Appendix 6 and Appendix 4--please refer to the answer for Question 18 where the correct NSN is provided). That NSN has now been corrected in Appendix 6 as well.
21Appendix 6 / page 17NSN 4210014525121, Rescue Trucks, Part Number A-A-59152, BEQ of 2.This item is listed twice on the Appendix 6. Is this correct, or should the second listing be replaced with another item or deleted altogether? The second one was listed in error and is now deleted.

10N/ARFP Pricing AttachmentCan you open for us the protected Pricing Excel Sheet so that we can you the same to respond? The RFP Pricing Attachment is accessible via FBO. Certain cells are protected from any changes (i.e. the CLIN, the Master NSN, the Nomenclature, the Best Estimated Quantities, and the formula in the CLIN level TEP column). The fully burdened unit prices proposed for Year 1, Year 2, and Year 3 (in Columns E, F, and G on the RFP Pricing Attachment) are the only cells that offerors should populate. If an offeror wishes to provide additional cost or pricing data, that data cannot be added within the RFP Pricing Attachment.
11N/AContract AwardWill this be a single or multi award contract? As stated on page 3 of the RFP document, "This will be a single award Requirements type contract (FAR 16.503)."
12N/AContract AwardI have reviewed the past pre-solicitation's Q&A and SOW. If I understand correctly, the end result for this bid will be one contract with a single prime contractor (most likely a large logistics company with a presence in Saudi Arabia). The end result for this RFP will be the award of one Requirements type contract with a single prime contractor.
13RFP/ pg. 3RFP: New Vs. UsedThe solicitation states on page 3 of 67, #1 that this is a single award Requirements type contract – is the contractor required to provide “new” equipment once a delivery order is issued? Or may the equipment (listed in Section B) supplied by the contractor be “like new” or refurbished?Yes, the contractor shall provide 'new' equipment once a delivery order is issued. In accordance with SOW paragraph 3.1, "All procurements shall be for new and unused vehicles and trailers." Therefore, proposals ought to be priced accordingly.
14N/ARFPIf the answer to the previous question is 'new equipment only,' will the contractor be required to purchase new equipment through a DLA or GSA schedule (FMS)?In accordance with SOW 1.0, page 5, "The contractor shall procure all vehicles and trailers from in-Kingdom sources and deliver Free on Board (FOB) destination to Dhahran depot Supply, King Abdul Aziz Air Base (KAAB), Saudi Arabia. If a licensed agent or franchised dealer for any item on the TSS equipment list is not found in-Kingdom, the TSS Contractor shall immediately inform the TSS Program Manager (PM). All out-of-Kingdom purchases shall be approved by the USG Procurement Contracting Officer (PCO) prior to procurement."
15N/AContract TypeCan you confirm the type(s) of contract(s) the Government intends to issue?Yes. As stated in SOW 1.1, page 5 and in the solicitation document on page 3, the type of contract that the Government will award will be a Requirements type contract to a single prime contractor in accordance with FAR 16.503. Please refer to FAR 16.503 for more information about what a Requirements contract is and please refer to FAR Clause 52.216-19 on page 43 of the RFP for information about the order limitations for orders that may be placed against the resulting contract.
16Pre-Solicitation Q&A Document / Question #7 / Method of ContractingCOTSMuch of the equipment in the SOW has an NSN assigned to it. However, in the pre-solicitation Q&A, the Government replies to the Method of Contracting question (reference Q&A #7 1.1 / page 5) and states that this effort is now “strictly a commercial supply acquisition…” Therefore, if a commercial piece of equipment meets the functional requirement (but differs in form and fit), would that be acceptable to the Government and end customer? In accordance with SOW 3.3, all items listed on this solicitation are considered commercial items. Therefore, yes, if a COTS piece of equipment, vehicle, trailer, etc. falls under one of the Master NSNs listed on the RFP, it would be acceptable to the customer. However, ALL items listed that may be ordered by the customer on the resultant contract must be delivered in brand new condition and supplemented with the delivery of CDRL A001 - COTS Manuals and Associated Supplemental Manuals and CDRL A002 - Warranty in accordance with SOW paragraphs 3.2 and 3.8.
17N/ARFP: Items under a Non-Manufacturers Class WaiverWe would like to respond to your above-mentioned solicitation. There are items that fall under the Non-Manufacturers Class Waiver, such as cranes. Will you consider Small Business Participation? This acquisition is subject to Full and Open Competition. Therefore, large and small businesses alike are welcome to participate. However, as previously stated, the resulting contract will be a single Requirements-type contract awarded to one prime contractor. If a potential offeror cannot propose fully burdened unit prices for all items listed in the RFP Pricing Attachment, a potential offeror may want to explore teaming or subcontracting opportunities with other potential offerors.
18N/AContract Payment TermsWhat is the payment term? Please refer to FAR Clause 52.212-4(i) for Contract Terms and Conditions--Commercial Items. Payment is specifically discussed at the bottom of page 40 and top of page 41. With respect to method of payment, payments will be requested and received using Wide Area Workflow (WAWF), and payments will be made by Electronic Funds Transfer (EFT).
19N/AOfferorsRegarding the TSS Solicitation FA8505-18-R-0007, is this opportunity open to a wholly owned Saudi Company as the Prime Contractor/Supplier, or is a US partner required?A U.S. partner is not required in order for a wholly owned Saudi Company to participate in this competition.
20N/AIncumbentIs there an current incumbent for this contract? And can you provide company's name? No, there is not a current incumbent.
21N/AFundingIs this US funded or FMF funded?Neither. It's FMS funded. As stated in the pre-solicitation notice, "The resulting supply contract will be in direct support of a Foreign Military Sales (FMS) case as directed by the United States of America Letters of Offer and Acceptance (LOAs)."
22N/AOfferorsDoes this require a Saudi Company to be the prime? No. However, in accordance with Page 53 of 67 of the Solicitation Document, "Since the only evaluation factor that will be used to evaluate offers will be price, an offeror must affirmatively demonstrate its responsibility, including, when necessary, the responsibility of its proposed subcontractors in accordance with FAR 9.103(c). Given the In-Kingdom requirements for this acquisition as stated in the Statement of Work, offerors shall include in their electronic proposal submittal two additional pieces of documentation: 1.) proof of having an operating

location in the vicinity of Dhahran, Saudi Arabia and 2.) a copy of the offeror’s Saudi business license or their teaming partner’s Saudi business license. Inclusion of both of these items is mandatory in order for a proposal to be considered responsive to this solicitation and in order for an offeror to be deemed responsible for contract award. If such additional documentation is not provided with the proposal prior to the stated deadline for proposal submissions, an offeror’s proposal will be considered nonresponsive, and the offeror will be considered ineligible for contract award."

23 N/A RFP Response Deadline Since the RFP was released on the 21st of Dec is there possibility of requesting an extension? No, extensions will not be provided at this time.

Solicitation Phase - Round 2

#Document / Page #Text Excerpt or SubjectIssue Description or QuestionUSG Answers
24N/AOrderingCan we have the schedule order plan for all CLINs before we submit our proposal in order to ensure the availability of all items from our vendors and met the delivery time been requested? In accordance with Page 3 of the Solicitation Document, "Best Estimated Quantities (BEQs) for each item are reflected below in Section B and also in the

RFP Pricing Attachment. Since this acquisition will be awarded as a Requirements contract, there is no contract minimum or maximum quantity of items guaranteed, and the Government is not obligated to place any orders. Any future delivery orders will be based on RSAF demand. Orders may be placed at various times for various quantities as needed, provided the total cumulative amount of the contract is not exceeded."

25RFP / Pg 14 / CLIN 0017CLIN 0017 NSN: The NSN for Item #017 isn't correct for an ORDER PICKER. NSN. 3930-01-575-6666 is for a regular 3T Electric Forklift. Please provide the correct NSN.The NSN does not require correction. The NSN for CLIN 0017 is considered an acceptable substitute for the Master NSN for a Material Handling Equipment Order Picker EED.
26RFPVAT TaxesSince the contract is FMS with the US Government, will the contractor be exempt from VAT taxes?Tax waivers and/or exemptions are determined by the FMS customer. Currently, the Kingdom of Saudi Arabia has approved a waiver for U.S. companies from taxes and levies under contracts with the U.S. Government that are in support of their FMS programs. However, taxes will not be evaluated as part of the Total Evaluated Price. Per RFP Amendment 01, CLIN 0044 is incorporated as a Cost-Reimbursement-No-Fee CLIN for Taxes. Therefore, VAT should not be included in the fully burdened unit prices for CLINs 0001-0040. For further information about Saudi Arabia's VAT tax, please visit https://www.vat.gov.sa/en/contact-information
27RFP / Pg 531.) proof of having an operating location in the vicinity of Dhahran, Saudi ArabiaWhat type(s) of proof will be considered acceptable? Does the Government require a current or draft lease agreement or is the address sufficient? The following are the types of proof that will be considered acceptable: a government utility bill, a current lease or tenancy agreement, a recent letter from a banking institution detailing the offeror's operating location address, or proof of property ownership from the Saudi equivalent of the Land Registry. The address is not sufficient.
28RFP / Pg 531.) proof of having an operating location in the vicinity of Dhahran, Saudi ArabiaIf an offeror does not currently have an operating location in Dhahran, is it acceptable to guarantee that one will be established by contract award and provide the address of the location? No. If an offeror is interested in submitting a proposal, proof in accordance with what is stated on Page 53 of the Solicitation Document "is mandatory in order for a proposal to be considered responsive to this solicitation and in order for an offeror to be deemed responsible for contract award. If such additional documentation is not provided with the proposal prior to the stated deadline for proposal submissions, an offeror’s proposal will be considered nonresponsive, and the offeror will be considered ineligible for contract award."
29RFP / Pg 531.) proof of having an operating location in the vicinity of Dhahran, Saudi ArabiaWould a nearby location be acceptable? Nearby locations include Alkhabar (5km) or Aldamam (20km).No, just Dhahran.
30SOW / Pg 7 / Para 3.3Paragraph 3.3 (page 7) of the SOW states “Modified commercial items shall be procured from sources previously approved by the USAF from Jan 2000 or later” and lists three CAGE codes for approved sources. The first two CAGE codes are identified as “Caterpillar Inc.” and “Kovatch Corporation;” but the third CAGE code (81349) is not identified and the bullet statement ends with a comma. A search for CAGE code 81349 results in “Military Specifications Promulgated by Military,” which contradicts the approved commercial source requirement of the SOW statement. Request clarification.Paragraph 3.3 of the SOW has been updated and is implemented via RFP Amendment 1.
31RFP / Pg 29 / SOW / Pg 16 / Appendix 5Appendix 5 (page 16) of the SOW lists “Floodlight Assys (Light Carts), 2 or 4 wheeled” and specifies P/N MLC4062AF and NSN 6230-01-526-7828RN for both cart configurations.Page 151 of the SOW lists the same NSN and includes photos of 2-wheel carts only.In accordance with RFP Amendment 1, only the 2-wheel Light Cart is now reflected in the SOW and the RFP for CLIN 0040. However, as stated in the original synopsis for this TSS effort (when FA8505-17-R-0011 was the anticipated RFP Number), "Any pictures included in the SOW are intended to be representative of the requirement and not the actual brand name/model to be procured unless specifically noted otherwise."
32SOW / Pg 16 / Appendix 5Appendix 5 (page 16) of the SOW lists “Floodlight Assys (Light Carts), 2 or 4 wheeled” and specifies P/N MLC4062AF and NSN 6230-01-526-7828RN for both cart configurations. Our research indicates that the correct NSN for P/N MLC4062AF is 6230-01-551-2663. Request clarification of the correct NSN, as well as whether there are different part numbers and NSNs for 2-wheel versus 4-wheel Light Carts.NSN 6230-01-526-7828RN is a Master NSN, and that NSN is correct. The NSN found in your research is considered an acceptable substitute deliverable for the listed Master NSN. The Master NSN (6230-01-526-7828RN) is an interchangeable NSN associated with P/N MLC4062AF according to our DoD information systems. There will not be different NSNs specified for a 2-wheel versus a 4-wheel Light Cart due to the 4-wheel Light Cart option being removed from the solicitation via RFP Amendment 1.
33SOW / Pg 16 / Appendix 5Appendix 5 (page 16) also specifies a BEQ of 34 each for the Light Carts.Since there are differences in unit prices and freight costs for 2-wheel versus 4-wheel Light Carts, should there be separate line items and BEQs for each configuration? Request clarification.Clarification has been provided in the form of RFP Amendment 1, which removes reference to the 4-wheel light cart option on CLIN 0040 and removes that same reference from the SOW and RFP Pricing Attachment. Per Amendment 1 to the RFP, only 2-wheel light carts are reflected as the requirement on CLIN 0040.
34SOWPer the specifications listed on the SOW, Equivalent models that meet the minimum requirements may be offered.Despite our commitment to the agencies that we represent and our full understanding of the Buy American Act, is it acceptable for the purpose of this contract, to offer other than US made equipment and taking into consideration to exclude current debarred countries to establish a best overall value which would represent the best interest of the USG?Requirements can be met with other than US made vehicles, trailers, and equipment. However, required items shall not be procured from debarred countries or excluded parties for this effort.
35RFP / Pg 3On page three of the solicitation attachment following SF1449 and in Provision 8, it is stated that the inspection/acceptance will be at destination. We fully understand the requirement and the specifications provided, however, would it be possible to perform a preliminary inspection/acceptance of vehicles at the country of origin prior to shipping? This may be crucial especially on the heavy equipment and may prevent time delays in unforeseen circumstances. No, at this time we need to maintain inspection/acceptance at the destination. DCMA is limited with where and when they can provide the service required for this effort.
36RFP / Pg 24 / CLIN 0033 and SOW / Pg 122When reviewing CLIN 0033 and its specification on page 122 of the SOW, we noticed that technical specifications do not match the description of this equipment and The lifting requirement does not make sense. The requirement is for minimal 110 foot boom extended, with a lifting capacity of 65 tons, at a 12 foot radius. You cannot get this capacity with a 65 ton crane. Example, a truck crane using with 110 foot boom at a 20 foot radius will only lift 29,100 pounds. To lift per the specification provided, it would take a 210 ton or larger machine.RFP Amendment 1 contains an updated SOW. Page 122 of the SOW has been updated to remove the "boom radius of 12 feet."
37RFP / Pg 24 / CLIN 0033 and SOW / Pg 122CLIN 0033 and its specification on page 122 of the SOWAdditionally, per the specification, a clam shell and tow winch are requested on these units. this is not standard on such units. Please review the specification and confirm with the correct requirement and/or clarify. With respect to the specification for a clamshell bucket and tow winch, in accordance with Spec A-A-59218, certain attachments shall be furnished when specified. The customer has specified that "clamshell bucket and tagline, towing hook, and towing winch" shall be provided if this item is ordered. Therefore, proposals ought to be priced accordingly.
38RFP / Pg 10 / CLIN 0011 and SOW / Pg 14 and 56The description of the Truck, Tanker, Refuel listed in CLIN 0011 in the pricing matrix lists the vehicle as a 2K-5K gallon capacity. However, in the SOW a 6K gallon capacity is referenced on page 11.Can the Government please clarify the expectations for the required capacity for CLIN 0011?Yes. CLIN 0011 on the RFP and Page 56 of the SOW have been updated to read 6K gallon capacity and these changes are implemented via RFP Amendment 1.

44SOW / Pg 20 / Appendix 8Appendix 7 (page 18) and Appendix 8, paragraph 1 (page 20) of the SOW include ordering data for the “Air Rescue Fire Fighting Truck” which specifies NSN 4210-00-702-6801 and P/N A-A59108, with 3,000 gallon capacity on a 6x6 chassis. However, our research indicates that NSN 4210-00-702-6801 specifies 2,300 gallon capacity on an 8x8 chassis. The technical concern for the ARFF unit is that the description on page 20 (Appendix 8) of the SOW specifies 3,000 G, 6x6 ARFF unit with a reference picture of a previous Striker but the NSN 4210007026801 number specifies the need for an 8x8. Request clarification. We need to know what we need to configure and if we need to follow the NSN number for requirements or the items listed in the SOW.According to Appendix 8, Page 20 of the Statement of Work, "the contractor shall comply with all requirements of CID A-A-59108C for a 3,000 Gal capacity, 6X6 ARFF unless specifically deleted or changed below." Therefore, it needs to be a 6x6 in accordance with what is specified in the Ordering Data included in the SOW.

54SOW / Pg 5 / Scope & RFP / Pg 33, Item (16) RFP / Pg 44The contractor shall procure all vehicles and trailers from in-Kingdom sources and deliver Free on Board (FOB) destination to Dhahran depot Supply, King Abdul Aziz Air Base (KAAB), Saudi Arabia. If a source is not found in-Kingdom, the TSS PM must be notified and any out-of-Kingdom purchases shall be approved by the USG Procurement Contracting Officer (PCO) prior to procurement. 52.219-8 Utilization of Small Business Concerns 52.219-9 Small Business Subcontracting PlanThe SOW states the contractor shall procure all vehicles and trailers from in-Kingdom sources. The RFP includes FAR clauses related to Small Business Subcontracting, which require 34% of subcontracted items or services to be purchased from US small business concerns in contract performance. Please clarify this clause does not apply? These clauses will be enforced as applicable. Yes, the contractor shall procure all vehicles and trailers from in-Kingdom sources. However, as stated in the SOW, "if a source is not found in-Kingdom, the TSS PM must be notified and any out-of-Kingdom purchases shall be approved by the USG Procurement Contracting Officer (PCO) prior to procurement." In the event that an offeror proposes based upon procuring from any vendors/OEMs within the United States or its outlying areas to fulfill any future orders for items on the resulting contract, these clauses will apply, and that required information should accompany the offeror's proposal. If an offeror believes an exemption applies, please include explanation of this exemption in your proposal.
55RFP / Several CLINsOn the heavy machinery, specifically CLIN 1,3,9-12,14,16,26,32-35, the specs details equipment with low sulfur fuel. Please note that this type of equipment will not be available nor ship to the Gulf Region and Saudi Arabia as the fuel available in the market does not match the specs required and therefore will not allow the machine to perform and will most likely cause machine failures.OEM especially in the US will not ship units with low sulfur fuel to Saudi Arabia. Please provide clarification on this concern. The answer to this question is forthcoming. Further research is currently being conducted by the team engineer.
56N/AInterested VendorsWhat I would like to see is who is on the 'Interested Vendors' listing. For some reason this is not showing on FBO.It is not showing in FBO because the Interested Vendors list is made viewable at the discretion of the acquisition team, and the acquisition team decided not to make it viewable.
57SOW / Appendix 8 / Pg 26 Ordering Data for Tractor Aircraft Towing (MB4)The new concern is in regards to The MB4 towing machine. Previously, there were several manufacturers doing the MB4. Apparently, the MB4 design and specs seem outdated and none of the first three manufacturers make it anymore while another is refusing to quote. The concern is that if the request is specific to MB4, some companies may have a competitive advantage over others. This of course will not establish an agreement an Apple to Apple evaluation. On the other hand we have identified few other specialized Manufacturers can offer what we believe the perfect alternative. The only difference might be in the design. Please have you SME review those specs and confirm whether alternatives to MB4 are acceptable. The item requested is a MB4 that meets the specs within the SOW cited specification: A-A-59210D.
58Deliveries after AwardWe fully understand the delivery timeline for each CLIN.However, we need to confirm whether the end user is taking into consideration the number of vehicles to be ordered and the time of manufacturing and shipping the units into country especially for units that are not standard off the shelf and require to be manufactured. All of these assets are considered COTS items. Therefore, there should be no manufacturing required by the awardee. As stated on page 5 of the SOW, "The Contractor shall be responsible for any final assembly required at destination of any outsize cargo." A few items on the list may require assembly or minor modification, but the end user/customer has taken that into consideration with respect to the delivery schedule for each item.
59SOW / 3.10 Meetings / Pg 8We understand that there will be monthly meetings after award. Will those meetings be onsite? If so, will there be an allocated yard and office space for the awardee. This may also be important when assembling some units are needed and to fulfill warranty and/or maintaining units that have no in country agent.Based on page 8 of the SOW “The Contractor shall conduct quarterly Contract Program Management Reviews, to review contract activity status, evaluate progress, discuss financial status, and discuss issues/problem areas.” The statement about monthly status reports (i.e. “The Contractor shall develop and deliver a monthly Status Report that documents the status of Contractor’s effort towards achieving contract objectives.”) does not refer to a monthly meeting. IAW the SOW 3.10 and RFP CLIN 0043, a CDRL A003 submission of a monthly status report is the requirement. With respect to the second part of the question, one of the requirements of this effort is for the contractor to have an operating location in the vicinity of Dhahran, Saudi Arabia. The Government will not be responsible in any way for allocating yard and/or office space for the awardee. Please refer to the Solicitation Provision updated in RFP Amendment 1 for more details.
60SOW / Appendix 8 / Pg 122 Ordering Data for Crane 65 Ton Self Prop/Truck MountedWe are trying to get a quote for the 65 ton crane. Can you let me know the serial number of any tms875 you have with the clamshell installed? No.
61SOWWe noticed that your specifications require that engines, “Must meet current US emission requirements for ULSD…” Meeting this requirement is certainly not a problem; however, it is our experience that ULSD (sulfur <10ppm) fuel is not readily available throughout Saudi Arabia and will cause operational problems in the field. The more common fuel found is of the “High Sulfur” variety (sulfur >500ppm). Operating trucks with EPA2017 emissions systems on High Sulfur fuel will result in clogged Diesel Particulate Filters, which are one of the key components of the exhaust after-treatment system necessary to meet EPA2017 standards. When these systems clog, the engines will derate and/or shutdown. Perhaps there will be a “controlled” fuel supply for your new units for Saudi, but if not you can expect to have problems with the current emission engines. Please confirm that “… current US emission requirements for ULSD…”, is the correct and intended emissions requirement for these engines. The answer to this question is forthcoming. Further research is being conducted by team engineer.
62SOW / Appendix 8 / P. 134Page 134 of the RSAF TSS Statement of Work contains the ordering data for NSN 2330-00-289-8934, with a nomenclature of “TRAILER, TANK, FUEL SERVICING, TYPE A1-B.” Paragraph 1.1 on page 134 describes the purpose of this item as “…used for storing, transporting, and servicing aircraft with all types of ground support equipment fuels.”Based on the specified fuel tank capacity and pumping rate, the specified type of fuel, and the absence of a requirement for an aircraft-specific nozzle, our assumption is that this specific trailer is “used for storing, transporting, and servicing all types of aircraft ground support equipment” rather than aircraft. Is this correct? The ordering data for this item has been updated via RFP Amendment 1. The answer to this question can be found in the updated SOW.
