#Draft SOW Section / Page #Draft SOW Text Excerpt or SubjectDraft SOW Issue Description and Question/RecommendationUSG Answers
1N/ALocation of Draft SOWI understand there is a draft SOW pertaining to this project. How can I get a copy of this draft? The draft SOW was uploaded with the Pre-Solicitation Notice and is accessible for download at the following FBO link: https://www.fbo.gov/index?s=opportunity&mode=form&id=6bad8cca66fae9e7aaba6001c198065c&tab=core&_cview=1
2N/ASynopsis InformationIn the “Notice Details” under “General Information NAICS Code,” the Government refers to #333, Machinery Manufacturing. Must bidders have this classification? No, a potential offeror is not required to have this classification associated with their company in order to propose and/or to be considered for award.
3N/ARFPWhat is the date of the official RFP?As noted in the Pre-Solicitation Synopsis, "THE SOLICITATION PERTAINING TO THIS NOTICE WILL BE MADE AVAILABLE APPROXIMATELY 15-30 DAYS FROM THE DATE OF THIS NOTICE." The synopsis was posted on 31-May-2017. Therefore, the official RFP will be made available approximately between 15-June and 30-June.
4N/ARFPWhat will be the method of payment?Payments will be requested and received using Wide Area Workflow (WAWF), and payments will be made by Electronic Funds Transfer (EFT). Once the RFP is posted, please refer to the Contract Clauses (Section I) for further details.
5N/AN/ADo you have to have a yard in Dhahran city or can we use our yard for storage of the equipment?Vehicles and Trailers will be delivered to KAAB Depot Supply at Dhahran. Contractor will be responsible for storing Vehicles and Trailers, if needed, prior to delivery.
6N/AN/ADoes the SOW include transportation of the equipment to different sites?Vehicles and Trailers will be delivered to KAAB Depot Supply at Dhahran. The RSAF will be responsible for moving vehicles and trailers to the bases.
71.1 / page 5"Method of Contracting: Competitive, Lowest Evaluated Price"A Best Value method is recommended based on the FY 2017 National Defense Authorization Act for FY 2017 (enacted in December 2017) which limits DoD’s use of lowest price, technical acceptable acquisitions. The Air Force’s heavy reliance on past performance in the previous procurement counters any argument that lowest evaluated price would be an acceptable acquisition method."Lowest evaluated price" in Section 1.1 of the draft SOW means that price will be the ONLY evaluated factor for determining contract award (i.e. no technical factor, no past performance factor, etc.). The previous TSS solicitation was a performance based services effort; these services have since been removed to match the customer's current requirements. As the instant effort is strictly a commercial supply acquisition, a price-only competition is appropriate.
83.1 / page 5“Each order shall be delivered no later than 90 or 180 days (see Appendix 5 and 6) after receipt of order (ARO).”Appendix 7 on page 18 of the draft SOW includes a 270 Day Delivery Requirement ARO. Please confirm if para. 3.1 should be revised to include this delivery requirement.Paragraph 3.1 updated to show "Each order shall be delivered no later than 90, 180 or 270 days (see Appendix 5, 6 and 7) after receipt of order (ARO)."

b. Will the Government provide a list of previously approved sources for the USAF as they pertain to Appendix 4, Expanded material Categories? No. The contractor shall be responsible for finding approved sources or new sources of commerical vehicles and trailers that meet the required specifications.
103.12 / page 9“The Contractor shall have a Saudi business license or maintain a sponsorship/teaming effort with a Saudi company. The Contractor shall establish and maintain an operating location at Dhahran, Saudi Arabia (Depot Supply) to provide a liaison function with regard to materials delivery and to facilitate local purchases.”Will the USAF require “proof” of an operating location in Dhahran, Saudi Arabia? In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. ”Is the contractor or its sponsor required to be “green” or “blue” in regards to Nitiqat status to work on the base in performance of this FMS contract? Will the USAF require a printout of the offeror’s current status from the Ministry of Labor system? Our research shows Nitaqat categories of White, Platinum, Green, Yellow, and Red. It is the Contractor's responsibility to determine the appropriate category required to execute the program.

Note: In order to get access to RSAF Depot Supply (Dhahran) to deliver the vehicles and trailers, the contractor representatives will require one of three things: Passport, Saudi ID or an Igama.

19Appendix 4 / page 14NSN 2320015009498, Truck, 1/4 ton, Cargo, (utility veh, i.e., jeep) 4x4, references GSA 66 as the designated spec. This spec (page 27 of the document) specifically calls out a GM Colorado. Is it acceptable for the Offeror to source a different make/model of vehicle that meets or exceeds the minimum requirements called out in this spec? As an example, would a Dodge, Ford, etc. that meets or exceeds the specified GSA minimum requirements be an acceptable substitute?Yes, it is acceptable. The following statement is noted right above the GSA 66 spec on page 27 of the document: "A compact size pickup with an extended cab shall be provided. Certain cells are protected from any changes (i.e. the CLIN, the Master NSN, the Nomenclature, the Best Estimated Quantities, and the formula in the CLIN level TEP column). The fully burdened unit prices proposed for Year 1, Year 2, and Year 3 (in Columns E, F, and G on the RFP Pricing Attachment) are the only cells that offerors should populate. If an offeror wishes to provide additional cost or pricing data, that data cannot be added within the RFP Pricing Attachment.
11N/AContract AwardWill this be a single or multi award contract? As stated on page 3 of the RFP document, "This will be a single award Requirements type contract (FAR 16.503)."
12N/AContract AwardI have reviewed the past pre-solicitation's Q&A and SOW. If I understand correctly, the end result for this bid will be one contract with a single prime contractor (most likely a large logistics company with a presence in Saudi Arabia). The end result for this RFP will be the award of one Requirements type contract with a single prime contractor.
13RFP/ pg. 3RFP: New Vs. UsedThe solicitation states on page 3 of 67, #1 that this is a single award Requirements type contract – is the contractor required to provide “new” equipment once a delivery order is issued? Or may the equipment (listed in Section B) supplied by the contractor be “like new” or refurbished?Yes, the contractor shall provide 'new' equipment once a delivery order is issued. In accordance with SOW paragraph 3.1, "All procurements shall be for new and unused vehicles and trailers." Therefore, proposals ought to be priced accordingly.
14N/ARFPIf the answer to the previous question is 'new equipment only,' will the contractor be required to purchase new equipment through a DLA or GSA schedule (FMS)?In accordance with SOW 1.0, page 5, "The contractor shall procure all vehicles and trailers from in-Kingdom sources and deliver Free on Board (FOB) destination to Dhahran depot Supply, King Abdul Aziz Air Base (KAAB), Saudi Arabia. If a licensed agent or franchised dealer for any item on the TSS equipment list is not found in-Kingdom, the TSS Contractor shall immediately inform the TSS Program Manager (PM). All out-of-Kingdom purchases shall be approved by the USG Procurement Contracting Officer (PCO) prior to procurement."
15N/AContract TypeCan you confirm the type(s) of contract(s) the Government intends to issue?Yes. As stated in SOW 1.1, page 5 and in the solicitation document on page 3, the type of contract that the Government will award will be a Requirements type contract to a single prime contractor in accordance with FAR 16.503. Please refer to FAR 16.503 for more information about what a Requirements contract is and please refer to FAR Clause 52.216-19 on page 43 of the RFP for information about the order limitations for orders that may be placed against the resulting contract.
16Pre-Solicitation Q&A Document / Question #7 / Method of ContractingCOTSMuch of the equipment in the SOW has an NSN assigned to it. However, in the pre-solicitation Q&A, the Government replies to the Method of Contracting question (reference Q&A #7 1.1 / page 5) and states that this effort is now “strictly a commercial supply acquisition…” Therefore, if a commercial piece of equipment meets the functional requirement (but differs in form and fit), would that be acceptable to the Government and end customer? In accordance with SOW 3.3, all items listed on this solicitation are considered commercial items. Therefore, yes, if a COTS piece of equipment, vehicle, trailer, etc. falls under one of the Master NSNs listed on the RFP, it would be acceptable to the customer. However, ALL items listed that may be ordered by the customer on the resultant contract must be delivered in brand new condition and supplemented with the delivery of CDRL A001 - COTS Manuals and Associated Supplemental Manuals and CDRL A002 - Warranty in accordance with SOW paragraphs 3.2 and 3.8.
17N/ARFP: Items under a Non-Manufacturers Class WaiverWe would like to respond to your above-mentioned solicitation. There are items that fall under the Non-Manufacturers Class Waiver, such as cranes. Will you consider Small Business Participation? This acquisition is subject to Full and Open Competition. Therefore, large and small businesses alike are welcome to participate. However, as previously stated, the resulting contract will be a single Requirements-type contract awarded to one prime contractor. If a potential offeror cannot propose fully burdened unit prices for all items listed in the RFP Pricing Attachment, a potential offeror may want to explore teaming or subcontracting opportunities with other potential offerors.
18N/AContract Payment TermsWhat is the payment term? Please refer to FAR Clause 52.212-4(i) for Contract Terms and Conditions--Commercial Items. Payment is specifically discussed at the bottom of page 40 and top of page 41. With respect to method of payment, payments will be requested and received using Wide Area Workflow (WAWF), and payments will be made by Electronic Funds Transfer (EFT).
19N/AOfferorsRegarding the TSS Solicitation FA8505-18-R-0007, is this opportunity open to a wholly owned Saudi Company as the Prime Contractor/Supplier, or is a US partner required?A U.S. partner is not required in order for a wholly owned Saudi Company to participate in this competition.
20N/AIncumbentIs there an current incumbent for this contract? And can you provide company's name? No, there is not a current incumbent.
21N/AFundingIs this US funded or FMF funded?Neither. It's FMS funded. As stated in the pre-solicitation notice, "The resulting supply contract will be in direct support of a Foreign Military Sales (FMS) case as directed by the United States of America Letters of Offer and Acceptance (LOAs)."
22N/AOfferorsDoes this require a Saudi Company to be the prime? No. However, in accordance with Page 53 of 67 of the Solicitation Document, "Since the only evaluation factor that will be used to evaluate offers will be price, an offeror must affirmatively demonstrate its responsibility, including, when necessary, the responsibility of its proposed subcontractors in accordance with FAR 9.103(c). Given the In-Kingdom requirements for this acquisition as stated in the Statement of Work, offerors shall include in their electronic proposal submittal two additional pieces of documentation: 1.) proof of having an operating

location in the vicinity of Dhahran, Saudi Arabia and 2.) a copy of the offeror’s Saudi business license or their teaming partner’s Saudi business license. Inclusion of both of these items is mandatory in order for a proposal to be considered responsive to this solicitation and in order for an offeror to be deemed responsible for contract award. If such additional documentation is not provided with the proposal prior to the stated deadline for proposal submissions, an offeror’s proposal will be considered nonresponsive, and the offeror will be considered ineligible for contract award."

23 N/A RFP Response Deadline Since the RFP was released on the 21st of Dec is there possibility of requesting an extension? No, extensions will not be provided at this time.

File details come from the government source that posted it.
