Solicitation FA8505‐16‐R‐0004
F‐15 Supply Services
Amendment 5 Changes
Offerors are to be advised that the following changes are occurring through amendment 5 of solicitation
FA8505‐16‐R‐0004:
1) An updated Consumable 2015 Requirements listing is provided
No NSNs were added or deleted from the previous list.
All items now have a Best Estimated Annual Requirement.
Information from the tab previously titled, “Catalog Annual Requirements” has now been moved to the tab titled, “2015 Consumable Catalog”.
The Best Estimated Annual Requirement provided is the USG best estimate of the annual requirement for each item.
Description of information provided under the column “Warehouse Authorized
Quantity”:
i. Items with a Warehouse Authorized Quantity of zero mean that the contractor is not authorized to maintain on hand stock for that item at their warehouse.
ii. Items with a blank Warehouse Authorized Quantity mean there is no upper limit or maximum the contractor can keep on hand at their warehouse.
iii. Items with a number in the Warehouse Authorized Quantity mean this is the maximum amount the contractor can maintain on hand at their warehouse for this item.
This description information is now available in the updated PWS.
2) An updated PWS is provided.
The updated PWS includes descriptions of information within the Consumable 2015
Requirements spreadsheet, as well as inclusion of information regarding requirements that fall under the “Other Direct Costs” (Aka Over and Above) CLIN.
3) Assumptions/Information offerors should be aware of:
It was and still is the USG’s intention for all offerors to utilize the Best Estimated Annual
Quantity, the benchstock authorized quantity, as well as to conduct their own research to develop a forecast for each item and to develop their own means to forecasting.
Information concerning quantities of parts currently in bins or projected to be in the bins located at each base location, at contract award, was purposely not provided. If this information was provided at present, it would not be indicative of a future state at contract award or during transition. Offerors should assume that all bins will be filled to the authorized fill level, as indicated by the Royal Saudi Air Force (RSAF), at the time of contract award.
Information concerning possible on‐hand inventories (located in the warehouse as GFP) to be transferred from the incumbent to the new awardee (if not the incumbent) was intentionally not provided, as this information at present will not be indicative of a future state at contract award or during transition. Offerors should assume that no parts will be turned over from the incumbent at contract award (if the awardee is not the incumbent).
All offerors should be aware that there is an over and above CLIN on this contract for items deemed “over and above” the identified requirements, this is CLIN X005, “Other
Direct Costs”. All offerors should also be aware that they have the ability to request an equitable adjustment in the event this is the proper course of action.
All offerors should be aware that updated language has been added to Section L&M regarding not being able to meet the identified Small Business Goals. Please review the updated Sections L&M for this language.
