Offerors are cautioned that Robins Air Force Base has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. Some delay should be anticipated when hand-delivering proposal packages. Offerors should allow for sufficient time to obtain a visitor pass and arrive at the specified office PRIOR to the time specified for receipt of proposals.

B. Communications:

Exchanges of source selection information after submission of initial proposal packages between Government and offerors will be controlled by the Contracting Officer. Email may be used to transmit such information preferably with the email being sent encrypted, and must include “Source Selection Information – See FAR 2.101 and 3.104” in the subject line of the email. Otherwise, source selection information will be transmitted via direct mailing or facsimile. In order to facilitate the sending and receiving of encrypted emails, offerors must use MS Outlook email configured to support encryption or a different email product that is S/MIME compatible and configured to support encryption. If you intend to submit your source selection information via encrypted email, you will need to contact the Buyer/Contracting Officer indicated on the face page of the solicitation prior to that first submittal in order to exchange certificates used for encryption. To ensure the process is working correctly, send a test encrypted message first (without including any source selection information). If an offeror’s computer system cannot support encryption technology, the offeror shall send the Contracting Officer correspondence at the time that it submits its proposal stating that it accepts the risk of sending and receiving unencrypted electronic mail if it chooses to utilize unencrypted email as a channel of communication. When submitting source selection information via email, file suppression utilities, to include but not limited to zip files, will not be accepted.

C. Volume I, Completed RFP with Clauses to Include Joint Venture Agreement

Volume I shall consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause your proposal to be determined unacceptable/noncompliant and therefore not considered eligible for award. Offerors shall ensure all clauses and provisions that require “fill-in” information are appropriately completed. Proposed prices associated with the contract line items will be included in the RSAF F-15 Supply Services Price Matrix, Attachment 3. No cost or price information will be included in the transmittal cover letter. This volume shall also contain a copy of the joint venture agreement signed and dated by all joint venture members, if applicable.

The offeror shall fill out the RFP Checklist at Attachment 13 that has been provided and must be completed, signed and turned in with Volume I of their proposal. Each offerors proposal will be validated for compliance utilizing the RFP Checklist. Failure of an offeror to complete all items referenced on the checklist or complete the checklist itself may result in that offeror’s proposal being deemed noncompliant with the RFP terms and conditions and therefore ineligible for award.

The offeror shall fill out the Cross Reference Matrix at RFP Attachment 4 indicating where in its proposal the information can be found as it relates to the RFP. The Cross Reference Matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements documents, Performance Work Statement (PWS), the Contract Line Item Number (CLIN), the Contract Data Requirements List (CDRL), Section L (Instructions, Conditions, and Notices to Offerors), and Section M (Evaluation Factors for Award). The Cross Reference Matrix will help an offeror ensure it has responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation. If the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over the matrix. Additionally, to the extent the matrix discloses details as to the manner by which the Government intends to evaluate the offeror’s proposals for award, Section M references in the matrix are for informational purposes only, and the Government shall be obligated to evaluate proposals solely in conformance with Section M of the solicitation.

The government intends to award this contract without discussions, but reserves the right to conduct discussions if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. Proposals must be received by AFLCMC/WWQK, Attention: Ms. Katherine Whelchel, 235 Byron Street, Suite 19A, Robins AFB, 31098-1067, no later than 4P.M. Eastern Standard Time on 17 March 2016. However, offerors are requested to submit Volume III, Past Performance, so that it is received ten (10) calendar days prior to the required due date for proposals. Failure to submit Volume III by the earlier date will not result in offeror disqualification.

D. Volume II, Written Technical Proposal

The written technical proposal shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities and experience and will base its evaluation solely on the information presented in the offeror’s technical proposal.

The following information shall be provided in the written technical proposal and will be evaluated to assess technical acceptability (which includes the consideration of technical risk) in accordance with Section M-900, Evaluation Factors for Award. The written technical proposal shall address each of the following subfactors describing the offeror’s proposed approach to performing the requirements set forth in the PWS. For each subfactor, the proposal shall identify any risks that the offeror considers may exist in the proposed approach, and discuss the actions the offeror will take to mitigate the identified risks. If no risks or mitigation actions are identified in the technical proposal, the Government will interpret such to mean that the offeror does not consider that there are any risks associated with its proposed approach.

1. Subfactor One– Understanding of Technical Performance Requirements The offeror’s proposal shall address each of the following performance requirements, as mandated in the PWS:

a) The offeror’s proposed approach for providing logistics support personnel for positions identified and approved by RSAF for all F-15C/D/S/SA locations In-Kingdom as follows (PWS 4.14, 4.14.3, and 4.14.4):

ii. The approach shall describe the offeror’s capability or strategy to recruit, sustain, and fill personnel vacancies subsequent to initial hiring

b) The offeror’s proposed approach for supplying items for RSAF F-15C/D/S/SA support as follows (PWS paragraphs 4.15, 4.15.2, 4.15.2.1, 4.15.2.2, 4.15.3, 4.15.3.1, and 4.15.3.2):

i. The approach shall describe how the offeror plans to forecast, purchase, track, receive, stock, and deliver consumable, expendable, recoverable, and repairable coded (ERRC) items with a code of “N” or “P” to a variety of RSAF, contractor facilities and future F-15SA locations, throughout the Kingdom

ii. The approach shall address how the offeror plans to meet the identified service summary metrics of bin fill rate and bin wait time.

c) The offeror’s proposed approach for operating and maintaining RSAF Print Plant Studio Directorate (PPSD) and Print on Demand (POD) facilities and equipment, at multiple locations, throughout the Kingdom as follows (PWS paragraphs 4.16, 4.16.1, 4.16.2, 4.16.5, and 4.16.7):

i. The approach shall address how the offeror plans to produce timely, appropriate, F-15 Technical Orders (TO), Time Compliance Technical Orders (TCTO) and other F-15 related documents, in the correct format

ii. The approach shall describe how the offeror plans to provide training to RSAF personnel in the safe and efficient operation of Print on Demand (POD) equipment

d) The offeror’s proposed approach to Management Information System integration, reporting, and data collection for all consumable items, print status, and logistics support personnel status as follows:

i. The approach shall address how the system will track supply chain status

ii. The approach shall address role based access authentication, data integrity, data availability, data reliability and 24-hour access (PWS 4.12; 4.12.3 through 4.12.5)

2. Subfactor Two– Management Approach The management approach proposed by the offeror for each requirement and deliverable shall provide explicit details as to how the effort will be managed. The management approach shall clearly indicate a complete understanding of the required actions, anticipated workload, labor needs by type, projected travel, as well as other requirements to satisfy the requirements of the PWS.

For the purposes of this solicitation, a subcontractor performing 30 percent or more, of the overall effort, based on the sum of the price proposed for each contract line item and/or possesses the Saudi Business license the prime contractor is relying on to perform the efforts of the PWS, will be considered a critical subcontractor.

The offeror’s proposal shall address its management approach for each of the following requirements, as mandated in the PWS:

a) The offeror’s management approach, supported by an organizational chart, as follows (PWS 4.10, 4.10.1, and 4.10.2):

i. The organizational chart shall include critical subcontractors and the delineation of efforts among the critical subcontractors.

ii. The organizational chart may or may not include names associated with roles, but shall give the Government an understanding of how the offeror’s organization will be organized.

b) The offeror’s management approach shall address its staffing/recruiting/ retention strategy and methodology to ensure compliance with the requirements of PWS paragraphs 4.10.3.2, 4.14.3

c) The offeror’s management approach shall provide its sub-contracting strategy as follows (PWS 4.10.2):

i. The subcontracting strategy shall include how the offeror intends to manage its subcontracted efforts

ii. If critical subcontractors are being proposed, the offeror shall clearly identify the management strategies and approach to ensure the subcontractor performance meets the requirements of the PWS

iii. The subcontracting strategy shall place particular emphasis on the performance accountability techniques and measures that will be used by the offeror

d) The offeror’s management approach shall address In-Kingdom management and contract administration of the PWS as follows (PWS 4.1.2 and 4.10.3.2):

i. Include the offeror’s knowledge and understanding of In-Kingdom laws, customs, licenses and security processes as required for In-Kingdom personnel.

ii. Submit evidence of having a Saudi Business license with the proposal submission to be eligible for award. Offerors who fail to supply evidence of a Saudi business license by proposal submission shall be deemed ineligible for award. It is not necessary for the Prime Contractor to be the holder of the Saudi Business license; it would be acceptable for their subcontractor and/or joint venture member to be the holder of the Saudi business license. In this instance, the subcontractor would be considered a critical subcontractor (see definition of critical subcontractor above).

3. Subfactor Three- Transition Plan

The offeror’s proposal shall include a Transition Plan that describes the approach, methodology, timeline and assumptions, for transitioning RFP requirements, from the incumbent contractor. All activities associated with transitioning requirements and full assumption of responsibilities for contract performance, by the prime contractor, shall be completed within 120 days.

At a minimum, the plan shall include a detailed description of the approach, the activities required, overall anticipated timeline, as well as timelines associated with each activity and dependencies/interdependencies.

The detailed approach shall contain information describing the offeror’s approach and timeline for each of the following requirements, as mandated in the PWS and/or applicable Contract Data Requirements List (CDRL):

a) Ensuring personnel are hired and in place (PWS 4.8, 4.14.3)

b) Facility(s) outfitting, setup and management, which shall include an in-Kingdom warehouse (PWS 4.8, 4.15.5.11)

i. The integrated master schedule shall depict the offeror’s transition plan in scheduleformat
ii. All timeframes identified, within the transition plan, shall match thetimeframes within the integrated master schedule.

e) The transition plan shall not include the purchase of any additional facilities to support this effort

E. Part III - Volume III - Past Performance:

(1) The Offeror shall utilize the Past Performance Information (PPI) Tool in order to submit Volume III, Past Performance. The offeror shall submit past performance information for itself and any joint venture member, as well as each proposed critical subcontractor in accordance with the format contained in RFP Attachment 4 and the following paragraphs. A critical subcontractor is defined as an entity (subcontractor and/or teaming member), other than the offeror itself that will perform more than 30 percent of the overall effort, based on the sum of the price proposed for each contract line item and/or possesses the Saudi Business license the prime contractor is relying on to perform the efforts of the PWS.

(2) a. The requested past performance information shall be provided in a separate binder volume labeled "Volume III - Past Performance.” A summary page shall be provided describing the proposed role of the offeror, any joint venture member, and critical subcontractor (nature of work and percentage of overall work). Summary page information must clearly communicate that proposed critical subcontractor(s) meet the definition of a critical subcontractor established above. Efforts submitted for critical subcontractors not meeting the established definition will not be evaluated. Each offeror/joint venture member and critical subcontractor shall utilize the PPI Tool to complete information for each active or completed contract (with at least one year of performance history) in the past three (3) years from the issuance date of the RFP that the offeror/joint venture member and critical subcontractor considers relevant in demonstrating its ability to perform the proposed effort. No more than three (3) contracts should be submitted from each Prime Contractor, joint venture member, and/or critical subcontractor. In considering past performance, the Government will not consider “Key Personnel” of either the offeror/joint venture members’ or sub-contractor(s)’. The information provided in the PPI Tool shall clearly indicate the division or corporate organization that performed or is presently performing the contract. Contracts listed may include those with the Federal Government, state and local governments or their agencies, and commercial customers.

b. In addition to the information provided in the PPI Tool for each entity as required above, the offeror must submit a consent letter executed by each of its proposed teaming member(s) and/or critical subcontractor(s) authorizing release of adverse past performance information to the prime offeror to allow the prime offeror an opportunity to respond. The prime will be held responsible for the consequences of a subcontractor or teaming member who does not complete the information. A sample Subcontractor/Teaming Member Consent Form is attached to this RFP (see Attachment 5). The consent form should be completed by the teaming member(s) and/or critical subcontractor(s) identified in the proposal. The completed consent forms should be submitted as part of the Past Performance Volume III.

c. On the three (3) contracts submitted in Volume III, Past Performance, include relevant information in the PPI Tool concerning the offeror’s/joint venture member’s and/or critical subcontractor’s compliance with FAR 52.219-8, Utilization of Small Business Concerns or FAR 52.219-9, Small Business Subcontracting Plan, if these clauses are or were contained in the contract. When subcontracting possibilities existed on the contracts submitted by the offeror/joint venture member(s) and/or critical subcontractor, address whether or not the offeror/joint venture member(s) and/or critical subcontractor(s) awarded subcontracts to small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance. If none of the submitted contracts included these clauses, whenever subcontracting possibilities existed in the performance of these contracts, address whether or not it was the offeror’s/joint venture member(s)’ and/or critical subcontractor(s)’ policy to utilize small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance.

(3) The offeror/joint venture member(s) and/or critical subcontractor(s), if applicable, shall focus its information provided in the PPI Tool so that it clearly correlates past performance with the requirements of this RFP. Provide the most current information for the Points of Contact (POCs) identified in the PPI Tool. In addition to the information provided in the PPI Tool, each offeror/joint venture member(s) and/or critical subcontractor(s) shall complete a separate Relevancy Assessment (see Attachment 6) for each effort identified in the PPI Tool for evaluation.

(4) If problems were encountered during the performance of the identified contracts, provide evidence of the offeror’s/joint venture member(s)’ and/or critical subcontractor(s)’ ability to isolate the root causes of problems and actions taken to resolve those causes in the information provided in the PPI Tool for each contract identified for evaluation. Problems not addressed in the PPI Tool, but found by the Government during the evaluation of the information in this volume, will be assumed to still exist. Note: In the case of Contractor Performance Assessment Report System (CPARS), if input has already been provided and the rationale/circumstance has not changed, DO NOT repeat them here.

(5) The Past Performance Questionnaire Sheet (see Attachment 7) will be one means used by the Government to obtain past performance information. The Government reserves the right to change, alter, and/or supplement the questionnaire without further notice to the offeror. The offeror shall send out – and track the completion of the Past Performance Questionnaires to each of the offerors’, joint venture members’ and/or critical subcontractors’ (i.e., each entity’s) Points of Contact (POCs) identified in the PPI Tool. The responsibility to send out and track the completion of the Past Performance Questionnaires rests solely with the offeror - i.e., it shall not be delegated to any other entity. The Transmittal Letter (see Attachment 10) shall be used by the offeror in sending out the Past Performance Questionnaires. Exert your best effort to ensure that at least two POCs per relevant contract submit a completed Past Performance Questionnaire directly to the Government not later than the date established in the RFP for receipt of proposals. POCs may submit their completed Past Performance Questionnaire either electronically or by mail. If sending electronically, follow the procedures outlined in paragraph A above, and email to Ms. Katherine Whelchel at katherine.whelchel@us.af.mil. If mailing, mail directly to:

AFLCMC/WWQK, Attention: Ms. Katherine Whelchel 235 Byron Street, Suite 19A Robins AFB, 31098-1067

If mailing, the outside envelope must be marked as follows:

NOTE: TO BE OPENED BY ADDRESSEE ONLY

The completed questionnaires should be contained in a second envelope marked with the mailing address and the following legend:

SOURCE SELECTION INFORMATION - See FAR 2.101 and 3.104

FOR OFFICIAL USE ONLY

Once the Past Performance Questionnaires are completed by your POCs, the information contained therein shall be considered source selection sensitive and shall not be released to you, the offeror. Therefore, any exchange/contact between the offeror/joint venture member and/or critical subcontractor and its own POCs in regards to comments made on the questionnaire is not permitted. Questionnaires shall be sent to and best efforts made to ensure completion and submission directly back to the Government from at least two of the following (in descending order of availability):

(a) Procuring Contracting Officer/Contract Negotiator or equivalent

(b) Program/Project Manager, or equivalent

(c) Administrative Contracting Officer/Contract Administrator or

(d) Other (As specified in the PPI Tool)

(6) In the event commercial contracts are presented as present/past performance sources of information, a client authorization letter shall be issued to those commercial POCs requesting/authorizing them to complete a Past Performance Questionnaire (See Attachment 7). The offeror is required to send the client authorization letter(s) with the Past Performance Questionnaire(s) to each POC on commercial contracts. A separate copy of client authorization letter(s) for each commercial contract shall be included in the offeror’s Past Performance submission to indicate the commercial client has been notified of the requested/authorized interview and is for the Government’s use in case additional questionnaires need to be sent by the Government after RFP closing.

(7) The Government may conduct follow-up discussions with any of the people identified in the PPI Tool or in the offeror’s Past Performance Volume. The Past Performance Team evaluation is not limited to review of the information provided in the offeror’s Past Performance volume. The Government may obtain other information by sending out additional questionnaires and/or through other sources. Past performance information shall be obtained from the Government’s Federal Awardee Performance and Integrity Information System (FAPIIS) and may be obtained from the Past Performance Information Retrieval System (PPIRS). The Government reserves the right to use performance information from other sources such as the Defense Contract Management Agency (DCMA), Fee Determining Officials, or commercial sources. Data from previous source selections may be used if the data is recent and relevant.

(8) Attachment 6, Relevancy Assessment and Attachment 7 –Past Performance Questionnaire must include the following legend at the top and bottom of the page:

SOURCE SELECTION INFORMATION - See FAR 2.101 and 3.104

FOR OFFICIAL USE ONLY

Volume IV- Cost/Price: Submission Instructions

(1) General Instructions

a. Cost/Price Reasonableness and Balance: This section is to assist the offeror in submitting data other than certified cost or pricing data that is required to evaluate the reasonableness and balance of their proposed cost/price. Compliance with these requirements is mandatory and failure to comply may result in rejection of their proposal. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Offers should be sufficiently detailed to demonstrate their reasonableness and balance. The burden of proof for credibility of proposed costs/prices rests with the offeror.

b. Estimating Techniques and Methods: When responding to the Cost/Price Volume requirements in the solicitation, the offeror and associated subcontractors may use any generally accepted estimating technique, including contemporary estimating methods to develop their estimates.

c. Cost/Price Data: Data beyond that required by this instruction shall not be submitted, unless the offeror considers it essential to document or support its cost/price position. All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Cost/Price volume. Under no circumstances shall this data and documentation be included elsewhere in the proposal. If pricing information is included elsewhere in the documentation, the proposal may be deemed unacceptable.

d. Cost or Pricing Data Requirements: In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price/cost reasonableness. Data shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the CO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit additional cost or pricing data as defined under FAR 2.101.

e. Rounding: All dollar amounts provided shall be rounded to the nearest dollar.

f. “Then Year” Dollars: All prices shall be in “then-year” dollars, that is, inflated, not constant (base year) dollars.
