Questions from the Pre-Bid Site Visit

Q. How many vehicles are currently being used on the contract?

A. The Civil Service employees have one and the contractor has provided one.

Q. How many flight plans does the office handle per year?

A. 1500 flight plans were received last year (2018), Robins has some Stereo Flight Plans for our F-15 and C-5 aircraft, but not many.

Q. Do you have responsibility for the depot ramps?

A. Yes, we currently have five Aprons that AMOPS is responsible for inspecting and two that may come into play in the future.

Q. There is no GFE mentioned in the solicitation even through it is mentioned in the PWS?

A. There is no GFE on this contract. All equipment is assigned to the OSS and the contractor has it available for use. The same for the radios. They are assigned to the OSS and the contractors are expected to check them out for their duty day.

Q. Are all supplies like copier, toner, paper, etc., supplied or does the contractor have to supply that?

A. No, all paper, toner, pads, pens etc. are supplied by the OSS.

Q. Are the pubs supplied by the Airfield Management folks and who is responsible for maintaining them?

A. Pub bags are supplied by the squadron to the flight personnel. The contractor is the FLIPS manager for the building.

Q. So the flight line operates 24 hours a day, 7-days a week, 365 days a year.

A. Yes

Q. Is there a requirement for CBERN gear for people in the building and if so, does the contractor have to supply that?

A. No there is no CBERN equipment required.

Q. There are 21,000 Operations on the flight line, that means takes off and landings?

A. That is all cycles total.

Q. Is there an active construction project associated with this flight line?

A. There are currently 7 projects on going and we anticipate various other construction related projects over the next several years.

Q.Is rubber removal conducted on a regular basis?

A. Yes, rubber removal happens every 12 months. Currently scheduled for August 2019.

Q. Are there any outlying fields associated with this contract?

A. No, just this one flight line.

Q. What about bird activity?

A. The DNR is responsible for bird depravation and their response time is approximately 15 minutes.

We have several bird species that have migratory patterns that cross the air space, they are the Sand Hill Cranes, the Canadian Geese and the Southern Turkey Vultures.

Q. Is the contractor responsible for the DNR depravation permit?

A. No, the base obtains all permits.

Q. Is the weather office, Transient Alert, the OSS commander, and the COR sit in this building as well?

A. Yes, they are all collocated in this building.

1. Please confirm that the Airfield Manager and the Assistant Airfield Manager are not part of this solicitation.

A. The Airfield Manager and the Assistant Airfield Manager are NOT part of this solicitation. Those positions are considered Inherently Governmental Functions at Robins AFB.
