Contractor Q&A
Q. Ref. L-2.3 Completed RFP, Volume 1 – this paragraph states offerors are to complete certain blocks of the SF1449 however we do not see an SF1449 in the documents released for this opportunity. Please provide.
A. In a combined synopsis and solicitation, the SF 1449 cover page is not used. However, there are fill-ins in the document that the prospective contractor needs to fill in to be submitted with their proposal. Ensure that you read the entire document, filling out all fill-ins and submitting all attachments per the solicitation instructions.
Q. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
A. There is not a new requirement and the previous contract number is FA8501-14-C-0021
Q. If a Joint Venture is formed between 2 separate companies (members), does the
Government require to receive 2 FACTS Sheet from each JV member for a total of 4 FACTS
Sheets?
A. As stated in the solicitation, para L-2.6.1, Each offeror/joint venture member shall complete a separate FACTS Sheet for two (2) active or completed contracts (with at least one year of performance history) in the past five (5) years from the issuance date of the RFP, that the offeror/joint venture member considers relevant in demonstrating its ability to perform the proposed effort. If you had five joint venture members, you would have ten FACTS for them and two for yourself for a total of 12.
Q. Does that same logic apply if a JV is formed between 3 or more companies?
A. Yes, If you had five joint venture members, you would have ten FACTS for them and two for yourself for a total of 12.
Q. Or does the Government wish to receive no more than 2 FACTS Sheets if a JV is formed?
A. No see previous answers and example.
Q. Will an offeror’s Past Performance be evaluated unfavorably if they are only able to submit 1
FACTS Sheet?
A. As stated in the solicitation, para M-3.4, Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a Neutral
Confidence rating for the Past Performance factor.
1. [Reference solicitation P.83, L-2.2.4 Submission Due Dates] “However, offerors are requested to submit Volume 4, Past Performance Information, so that it is received ten (10) calendar days prior to the required due date for proposals. Failure to submit Volume 4 by the earlier date will not result in offeror disqualification.”
Q. Considering all volumes are required to be in one 3-ring binder, what is format and submission requirements for the Past Performance Information prior to the Proposal due date of 12 Apr 19?
A. As per paragraph L-2.6.1, the requested present and past performance information shall be provided in a separate tabbed section labeled "Volume 4 - Past Performance." To clarify, Past Performance information should be submitted and tabbed ready to be placed in the 3-ring binder when the full proposal comes in.
2. [Reference Solicitation P.84, L-2.3, Completed RFP, Volume 1] “Complete blocks 12, 17a, and 30a, b, and c of the SF1449.”
Q. Can the government please provide SF1449?
A. Per FAR 12.603, SF 1449 is not used for combined synopsis/solicitations. The structure of this synopsis/solicitation mimics the SF 1449 so the government sees no reason to provide one.
Attachments and templates are provided for your use.
3. [Reference solicitation P.86, L-2.6.2, FACTS Sheet] “At least two of the following (in descending order of availability) should be identified as current POCs on the FACTS Sheets:
Airfield Manager
Assistant Airfield Manager
PCO
COR
Q. If the Airfield Manager and Assistant Airfield Manager are contractor provided employees, does the government want POC information for those individuals or strictly government POCs such as PCO and COR?
A. If the relationship is a Customer to Contractor relationship (as in a Prime and Sub) then the
Government will accept FACTS Sheets from another contractor. ***Resulted in a solicitation amendment
4. [Reference solicitation P.86, L-2.5.2, Rounding Methodology] “All dollar amounts provided shall be rounded to the nearest penny. “All labor rates shall be rounded to the nearest penny.”
[Reference P.91, M-3.3.3.3, Total Evaluated Price (TEP)] “All unit prices should be rounded to the nearest whole dollar.”
Q. Can the government please confirm the rounding requirements?
B. Round all units to the nearest whole dollar, keeping in mind para L-2.2.5 Data submitted in spreadsheet format shall be unlocked and readable by MS Excel 2016. The solicitation has been amended to reflect this. Attachment 5 – Pricing Spreadsheet is already set up to round to the nearest whole dollar. ***Resulted in a solicitation amendment

Q 1. Should offerors escalate labor rates in accordance with CBA wage increases from year to year (i.e. June 2019 to May 2021)?
Q 2. Considering CBA rates expire 31 May2021, what rates should offerors use thereafter?
A 1. Offerors must comply with the wage increases as per the current CBA.
A 2. Offerors must use their own judgment on what rates to propose for out years, considering a new CBA which will replace the one expiring in 2021.
6. [Reference solicitation P.87, L-2.6.6, Past Performance Questionnaire]
Q. If CPARS are available via Past Performance Information Retrieval System (PPIRS) for an effort being used as Past Performance Information, will the government consider submitted CPARS in lieu of PPQs?
A. No. If CPARS are available the government would still like to receive PPQ’s.
7. [Reference PWS 3.4.1 vehicles]
Q. Can the government please confirm that the minimum vehicle requirement?
A. It is up to the offeror to tell the Government how many vehicles are required for them to perform the contract requirements. This should be laid out in the offerors approach and supported throughout their proposal.
Q. Considering that the SF1449 is not required, will the instructions to offerors be edited to remove the requirement to fill out the SF1449 as part as Volume I submission? Here’s the instruction requiring offerors to fill out SF1449 (This reference can be found on P. 82, 2nd paragraph of the solicitation):
“Complete blocks 12, 17a, and 30a, b, and c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the Solicitation, with attachments.”
C. In accordance with FAR 52.212-1 -- Instructions to Offerors -- Commercial Items.
(DEVIATION 2018-O0018), you will not be required to fill out the 1449. ***Resulted in a solicitation amendment
