1. Current CBA attachment posted with the solicitation contains only a notice that a CBA is applicable to the contract. Can the full CBA, and the current Addendum, be provided so that all offerors can ensure the correct wages and benefits are used in the preparation of proposals?
a. Yes. This will be posted as an amendment to the solicitation.
2. Is a Subcontracting Plan required to be submitted by Small Businesses?
a. No
3. PWS Paragraph I. 3.3, states, the contractor shall comply with AFI 34‐239, AFMAN 34‐240, the Air Force Agency Food Service Web page (https://www .usafservices.com ) in its entirety and the current Food Code. We have been unable to access the Operation Standards from this website. Is there another location or means for us to get this information? This information will be instrumental in the development of our responses to the requirements.
a. See updated Section J Attachments
4. PWS paragraph 1.4.12 states, all entrances, exits, and sidewalks leading to and from the facility must be free of snow and ice prior to and throughout each meal period. (NOTE: sanding or salting of ice may be specified in addition to removal, if normal practice at the installation.) Who provides the salt and sand when needed?
a. The Vendor. That said, there have only been 2‐3 days in the last 7 years that have even remotely called for snow/ice removal.
5. PWS paragraph 4. 1.2 states, the Contractor shall ensure Contractor personnel have a valid security clearance appropriate to the access required for proper accomplishment of contract/order requirements. Is the contractor responsible for the cost of this background check? If so, what is the cost of this?
a. Background checks are the responsibility of the vendor for their own hiring process. Badges and or Common Access Cards (CAC) to have access to the base and government computers are at the expense of the government (i.e., the AF will run a background check to ensure there is no one that shouldn’t be allowed base access). The language you call out above is standard language we use for all contracts. There are no anticipated “security clearances” (Secret/Top Secret/SCI) required in the performance of this contract. However, if there were, it would be at contractor expense.
6. PWS paragraph 4.7 states no more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. IAW AFI 91‐204, a Class C mishap is any injury or occupational illness that causes loss of one or more days away from work not including the day or shift it occurred. When determining if the mishap is a Lost Time Case, you must count the number of days the employee was unable to work as a result of the injury or illness, regardless of whether the person was scheduled to work on those days. Weekend days, holidays, vacation days, or other days off are included in the total number of days, if the employee would not have been able to work on those days. We believe this requirement is overly strict, particularly in a food service environment. Could the number of Class C mishaps be reevaluated?
a. During the past 10 years performance of this contract this has not been an issue. The Government stands by the requirement as written.
7. PWS 5.4 Appendix D, Hours of Operation. How many serving lines will be open during the Breakfast meal on weekdays, and weekend/holidays?
a. UTA Weekends 2‐lines, Non‐UTA Weekends 1‐Line. Weekdays and Holidays 1‐Line.
8. We noted that there are 3 blank pages on the Scheduled Government Furnished Property listing. Is this correct? Could this form also be better formatted so we can read all the description on each line item?
a. Reviewed the SGFP Listing posted on FedBizOps. There are NO empty pages. Unfortunately the form is the format required by the Government and we have no differently formatted version. If you click into the “Descr” column (fourth from the left) you can arrow to the left and get the full description.
9. Will the Government provide an expendable/durable supply listing, and the number of items that will initially be provided?
a. Zero items will be initially provided. The Vendor is responsible for supplies needed to full‐fill the obligations of this contract.
10. Can a floor plan for each facility be provided?
a. Yes. See updated Section J attachments.
11. Can the Government provide a map that provides us with the specific area of responsibility for outside area clean‐up?
a. No, not available. That stated, the intent is only the immediate area surrounding the DFACs.
12. Who is responsible for providing the vehicles to move food and personnel to locations that feed personnel away from the facilities?
a. The Vendor
13. Will there be a site visit for the solicitation?
a. No
14. Please confirm that the only pricing document we are submitting is the Attachment 6 Pricing
Spreadsheet. You do not need the Section B or the pricing backup.
a. Correct, the only pricing document that need be submitted is the Excel spreadsheet. Per the solicitation instructions, any other pricing submitted will be superseded by pricing on Attachment 6
15. If you are the State Licensing Agency (SLA) under Randolph‐Sheppard Act (RSA) are you required to submit a subcontracting plan with Licensed Vendor?
a. No. Per Comptroller General, Federal Claims Court and DOE arbitration decisions the Randolph
Sheppard act takes precedence over ANY other small business preferences. If the SLA submits a proposal it would trigger the RSA priority, negating any need for a subcontracting plan.
