RFI #19:
Atch_01_FACTS_Sheet – The Relevancy Chart on page 3 is not numbered correctly. Can we correct the numbering in the relevancy chart?
Government Response: Yes, the numbering can be corrected.
RFI #20:
Atch_01_FACTS_Sheet – Items H and I are missing, so we incorporated a statement “Intentionally left blank.” For our response. Please confirm that is acceptable.
Government Response: Item H “Brief description of Effort” is on the end of page 2. “Intentionally left blank” response for section I is acceptable
RFI #21:
Please confirm in which volume the Government would like to see Joint Venture Agreements.
Government Response: Please reference RFI# 15 on “FA8501-16-R-0004 RFIs, SABER IDIQ 20 April 2016” FBO upload attachment.
RFI #22:
The solicitation calls for offerors to provide TCIR and DART rates for the last 3 calendar years. It also references that the Air Force Voluntary Protection Program (VPP) requirements apply to this acquisition.
That being said are offerors required to apply to participate in the VPP online via the website address provided ‐ https://www.osha.gov/dcsp/vpp/index.html? Or, are the rates only sufficient? There are extensive applications based on site‐based, mobile workforce and corporate (large business) categories.
Government Response: IAW Section L c. page 52 of the RFP, each offeror shall submit TCIR and DART for the SIC code or NAICS code for the applicable industry as identified on the face page of this solicitation. If TCIR/DART rates are not maintained, submit comparable insurance rates or compensation injury rates.
RFI #22:
Contract 30 million maximum including options.
However the government estimated $500,000 each to the three‐awarded contractors and no more than $500,000 per contractor for each option year. Therefore the government estimates $7,500,000 for 5 years. Attachment #4 coefficient is bases on yearly volume of $4,310,000 per year.
#1 Since the coefficient is determined by volume. Confirm that the government is requiring contractors to price coefficient CLIM(S) ‐0001 thru 0004 totaling $4,310,000 per year when the government estimated volume per contractor is $500.000 per year.
Government Response: Concerning estimated maximums, IAW Section B note 9 page 21 of the RFP, the $500,000 figures are estimates only and not binding on the government. Concerning total length of the contract, IAW with section F note 1 I page 25 of the RFP the contract is a 12 months long basic and four option periods of 12 months each, not 5 years. Concerning dollar value for quoting coefficients, IAW Section M c. 2) (C) page 64 NOTE: All estimated amounts are strictly estimates used only for evaluation purposes. The Government is in no way obligated to order these amounts after contract award.
