FA8501-16-R-0004 RFIs, SABER IDIQ
19 April 2016
RFI #01:
Please confirm the number of copies to be submitted IAW page 1 and 51, section L, a (4).
Government Response: IAW page 1 block 13 A and page 51, 3 submissions (1 original and 2 copies) shall be provided for each volume (I, II, & III). A total of 2 submissions in electronic format for each volume (I, II, & III) shall be submitted.
RFI #02:
Please provide “Legend” that shall be provided at the bottom of each sheet IAW page 51 Section L a. (4), and L d.(6)

RFI #03:
Page 1 Block 13 D of SF 1442 details that pricing must remain valid no less than 180 calendar days. The
FEDBIZOPS posting states proposals must be valid for 245 calendar days. Please confirm that 180 days is the correct value.
Gov response: 180 days
RFI #04:
Page 22 Section C discusses contract ordering procedures. Question: are all contractors required to submit a proposal for each delivery order?
Gov response: SABER is a multiple award IDIQ contract that encourages award by competition IAW section C section 6, page 23. Frequent non‐participation could result in non‐award of annual options.
RFI #05:
Is there an existing contract supporting this requirement? If there is, respectfully request the current contract number and list of incumbent contractor(s)?

RFI #6
Attachment 08, Appendix C, part II, Paragraph 7.b states that the Contractor shall prepare a plan and that the plan must be accepted by the Government and incorporated into the contract. Question – is the
Contractors Health and Safety Plan part of this proposal submission?
Gov response: The safety plan will be submitted after award. It should not be included in one of the proposal volumes.
RFI #7
Attachment 05 Statement of Work, Section 4 and 5 discusses the requirement for an in‐house work force to include laborers and management. Are all awardees (minimum 3) required to maintain these billable personnel on‐site after contract award or just after award of a delivery order?
Gov response: IAW the SOW section 5 c. the contractor shall maintain the following in‐house work force throughout the duration of this contract. It is up to the contractor as to how they manage the “in house” requirement.
RFI #8
Does the Government want the Bid Bond mailed separately or should it be included in one of the three volumes (Volume I, II, or III)?
Gov response: IAW page 21, section B, note 8, item I, Bid bond will be submitted with Volume I.
RFI #9
The Government requests two past performance examples provided on FACTS sheets. Can these describe an IDIQ contract with multiple task/delivery orders or should it be limited to an individual task/delivery order?
Gov response: IAW RFP page 53, section L, paragraph d. 2) Each offeror shall complete a separate FACTS sheet for two active/completed contracts. The offeror should submit contracts that would be considered their most relevant contracts IAW with our Relevancy Definitions and the scope of work for this IDIQ as provided in the Requirements documents.
RFI #10
Please verify for me that the due date for the above project is still on 4/28/16 at 4:00 PM?
Gov response: The proposals were due on 4/28/2016 at 4:00pm EST. Now they will be due 05/02/16 IAW RFP amendment 01.
RFI #11
Please clarify how the award of D.O. /T.O.s will be considered competitive when the three contractors awarded seats on this SABER opportunity will be required to apply their specific coefficients, while all SABER holders are using the same price book (ten doors for Contractor A have the same price as ten doors for Contractor B). There will be no competition, as the pricing consists of a pre‐determined unit base and the previously mentioned coefficients, resulting in the lowest accepted coefficient monopolizing the task orders awarded under this SABER.
Gov response: As described on page 18‐19, section B, note 1 in the RFP, the coefficients to be quoted are Not To Exceed (NTE) rates. During the competition of future D.O./T.O.s between the 3 awarded
Prime SABER contractors, they cannot quote a coefficient greater than the NTE coefficients submitted in
Volume III, but the 3 awarded Prime SABER contractors can quote any coefficient less than their NTE. On these future SABER IDIQ competitive D.O./T.O.s the Government will evaluate the quoted coefficients, price book lines utilized, and quantity of individual price book lines as described in page 22, section C, note 5 of the RFP. Please also review Attachment 5, Statement of Work, page 8, section 7 for more specific details.
RFI #12
Regarding the SABER Delivery Orders (D.O.), is $750,000 the cap on any single item that may be ordered by the Government?
Gov response: IAW RFP pg. 32 $750,000 is one of three possible situations that allows the contractor to not be obligated to honor unilateral D.O. acceptance or work.
RFI #13
For Statement of Work – 01005, section 5, please clarify whether the names and qualifications of all required personnel are to be included in the Saber proposal, after award of contract, or for each D.O.
Gov response: All Contents for proposal volumes will be depicted in the Request for Proposal standard
Form 1442 sections.

For Statement of Work – 01005, section 6, please clarify whether the proposed procedures for effectively managing subcontractors is to be included in the SABER proposal, after award of the contract, or for each D.O.
