1. GENERAL

1.1 Commencement of Work

See schedule requirements detailed in Section 01005 (paragraph 3.01), Section 01030 (paragraph 7), and Section 01503. No design (and thus no construction) shall commence until the Government has reapproved the Preaward schedule at the Kickoff Meeting after Award.

1.2 Final Determination of Project Cost

On contracts and modifications to contracts that involve negotiated price proposals, there must be upfront estimates of the quantities of materials required to accomplish the scope of work. The Government reserves the right to revisit these negotiated quantities and types/sizes of materials to verify the actual quantities used by the Contractor. See Section 01030 for details on the Cost Breakout required at the First Final submittal. The Contractor shall upon request submit proof of exact quantities used of each type/size of material, and the final total price of the contracted work shall be based upon actual quantities and not the original estimates, although the amount paid for the design portion will not change. If the Contractor does not provide adequate proof to the satisfaction of the Contracting Officer within 30 days of the announcement of reopened negotiations, then the Contracting Officer may elect to determine a final price by percentage of the originally negotiated price for the construction part. The Government will then only pay this final determined total price.

1.3. Regulatory, Reference Requirements, and Standards: See Appendix A to Section 01020.

1.4. Technical Criteria and Standards

ROBINS ARCHITECTURAL COMPATIBILITY STANDARDS

ROBINS AIR FORCE BASE FACILITY STANDARD
