11.10. Government Furnished material (GFM) orders are fulfilled using CAV AF and will also support the new sub-components needed for the new configuration JFS and probably will not be in the contractor’s supply chain. These are USAF owned assets and the use of CAV AF can be approved by exception, by the Program Management Team in writing, to buy the upgraded parts for the modified JFS until the contractor stocks are sourced and delivered. This exception will expire 2 years from signing the basic contract. The use of CAV AF will be for GFM that is currently owned by the USAF. The parts to be ordered using CAV AF are: Combustor Liner, QPA-1, P/N 4550041, NSN: 2835-01-677-9854 and JFS Turbine Nozzle, P/N 4550030, NSN:
2835-01-677-9545. Since GFM will be a free issue, proposals against USAF requirements must be negotiated to reflect the cost difference. The only allowed quantity that can be ordered at a time are those sufficient quantities to support a signed Delivery order. Procedures to use GFM are outlined in the GFM Appendix of the basic contract.
11.11. Over and Above requests can be made to the Program Management Team for missing parts, damaged parts, and required modifications within 48 hours of knowledge of the discrepancy.
We expect that the Over and Above process for any other shortcomings should be rare. The Depot Failure Factor Report will be provided during the proposal process and notes what the Ogden Depot commonly sees as failures on the ADG and/or JFS. Items on the Depot Failure Factor Report will not be reimbursed separately under the 'Over & Above CLIN' but shall be taken into account in the contractor's proposal for remanufacture of both ADG and/or JFS.
12. SPECIFIC WORK REQUIREMENTS
12.1. Overhaul: Accomplishment of the specific work requirements will be in accordance with OEM specified test, repair, and overhaul manuals or as otherwise stated by Government Specifications and TOs listed herein. If the contractor has any deviations, they shall notify the PCO prior to work being accomplished. For assets determined by the contractor to require Over and Above (O&A) work, the contractor shall forward detailed overhaul actions necessary to return the asset to serviceable condition, delineating required actions, parts (noun, NSN, part number), and costs, through the PCO, to the 419 SCMS Program Office who provides it to the Equipment Specialist and Engineer, for determination. Information gathered during the initial inspection should be documented. Retain any evidence of possible Over and Above issues to show Beyond Fair Wear and Tear (BFWT) or catastrophic failure. Moreover, units received with missing parts or units with an unusual premature failure, damaged from improper packaging, being dropped prior to packaging, fire, overheating, accident, submersion, misapplication of power, inept attempts at maintenance, abnormal wear, mis-configured, foreign object damage (FOD), excessive corrosion due to lack of proper preservation, lack of lubrication or other unusual damage may also be considered Over & Above and not conditions included in the fixed overhaul pricing. If BFWT or catastrophic failure is suspected, as a minimum, photos of the damaged equipment shall be taken, and a narrative of the findings shall be sent to the Procuring Contracting Officer (PCO). Final judgment on suspected BFWT or catastrophic failure will be made by the PCO, in coordination with the 419 SCMS program office. Work shall not commence until a bilateral modification has
PR: FD20202600073 10
been fully executed by both parties. Over and above overhauls must be overhauled and returned within a negotiated time and documented on the contract modification. The individual assets that require Over and Above overhaul will be listed as separately identifiable subline items under the informational parent Contract Line-Item Number (CLIN). These subline items will include the necessary asset identifying information, including the part and/or serial number, dollar amount that exceeds the standard unit price to overhaul the asset, inspection and acceptance information, and specified delivery schedule.
12.1.1. Disassembly: The contractor shall disassemble each JFS and/or ADG to the extent necessary to accomplish inspection and determine reparability of the end item and component parts. Parts identified as needing a required modification or replacement must be reported within 2 business days to the Program Management Team. These will be prepriced as a separate CLIN on the base contract.
12.1.2. Cleaning: The contractor shall clean the end-item thoroughly prior to inspection and maintain cleanliness during this overhaul effort.
12.1.3. Paint Removal: The paint shall be removed from each end item and component parts as necessary to complete the inspection process.
12.1.4. Inspection: The contractor shall accomplish a thorough inspection of each JFS and/or ADG to determine the reusability and reparability of the end item and component parts.

12.2.2. Costs shall be for those components and sub-components over and above overhaul actions included in the overhaul CLIN of those assets and included in the Bill of Materials (BOM) with associated replacement percentages supporting those CLIN costs.
12.2.3. If the asset is deemed Beyond Economical Repair (BER) by the contractor, then the government program team will verify claims of BER based on documentation and pictures provided by the contractor through the PCO. If the engineer concurs and the end item includes salvageable Air Force managed component parts, disposition instruction will be provided for those parts. 419 SCMS will then either request through the PCO, that the PCO modifies the delivery order to provide disposition to scrap at contractor’s facility, or have contractor send asset back to supply, and in either case the BER asset will be replaced by an asset under the delivery order.
12.2.4. Beyond Economical Repair CLIN is meant to reimburse for screening efforts when assets are identified not to be feasibly overhauled before work takes place and not meant to compensate all troubleshooting efforts on an item after the work is done. All costs Contractor expects to be compensated above overhaul price must be negotiated before work is to be performed. The individual asset that is deemed Beyond Economical Repair will be listed as a separately identifiable subline item under the informational parent Contract Line Item Number (CLIN). 12.4. Cannibalization: Cannibalization of piece part/sub-components from unserviceable assets and creating a situation where assets are Beyond Economic Repair shall not be done. The contractor is allowed to borrow components from assets waiting for overhaul to maintain workflow and schedule, but such actions must be documented and available for review upon request by the Government, and components must be replaced at no additional cost to the Government. The contractor will be allowed to retain condemned units for cannibalization of spare parts upon review from the 419 SCMS program office and approval through the Contracting Officer. Upon completion of the contract, the contractor shall dispose of parts retained for cannibalization.
12.5. Delayed Induction: Any delay of induction based on the condition of the asset is prohibited. It is understood that some assets require a greater degree of overhaul than others. Such a situation shall not preclude the asset from being inducted for overhaul and result in the asset being set aside for the induction of assets needing less overhaul. This situation is calculated into the overhaul price using replacement percentages in the BOMs developed for all assets under this contract.
