Questions/Answers 26 September 2016
1. “The government will not accept Past Performance submissions for subcontractors” (So only Segue Past Performance counts, we are a small business under the $27.5m size standard, and likely have no suitable PP of this scope, magnitude and complexity.
Answer: An amendment will be forthcoming to allow past performance submissions from subcontractors that is relevant to this effort. The updates will be made in Section L 3.5 and 5.0.1 and Section M b.
2. “Relevant performance includes performance of efforts involving services that are similar or greater in scope, magnitude and complexity than the effort described in this solicitation.”
Answer: Section M- For each recent past performance citation reviewed, the relevance of the work performed will generally be assessed for the Technical sub-factors to compare project complexity and skill requirements (however, all aspects of performance that relate to this acquisition may be considered). There will be amendment forthcoming that will change the verbiage in Section M (b)(1) c to read "Relevant performance includes performance of efforts involving services that are similar or greater in scope OR magnitude OR complexity than the effort described in this solicitation.”
3. Also, please specify time requirements for past performance. Example, 3 years of past performance within 5 years is a common requirement. If I missed the specification in section L&M I apologize in advance.
Answer: (1)(b)...completed within the past two-years from the date of issuance of this solicitation. In the amendment forthcoming the recent past performance will be changed to 3 to 5 years from the date of issuance of this solicitation in Section M (b) (1) b
4. Assuming this is the correct incumbent contract with a $28m ceiling “INFORMATION SYSTEM SUPPORT SERVICES AND ANALYSIS, DSD Prime - GSA Alliant SB, GS06F0619Z-FA825112F0001, 9/28/12 - 4/30/17” Then this will greatly limit competition, and at the same time favor the incumbent Answer: I would like to clarify that the current contract is for both "Information System Support Services AND Analysis". For the follow-on, the services will be separated, Information System Support Services is being solicited NETCENTS 2 and the Analysis portion is being solicited GSA Oasis. DSD Prime is on the NETCENTS 2 small businesses but is not part of the GSA Oasis small business contractors. DSD will have an advantage since they have been doing the work for the last five years and knows what the work entails but shouldn't discourage you from submitting a proposal.
5. This is issued as a NETCENTS Application Services small business effort. As a small business requirement, we request the Government accept subcontractor past performance for 1 or two references. Per the NC2 Application Services contract, subcontractors can have up to 49% of the workshare. Subcontractors will be performing half of the effort; their past experience, along with the contractor’s, more accurately demonstrates that a team will perform successfully and "work together to accomplish contract objectives."
Answer: An amendment will be forthcoming to allow past performance submissions from subcontractors that is relevant to this effort. The updates will be made in Section L 3.5 and 5.0.1 and Section M b.
6. Does the Government require the DD254 be completed and submitted with proposal submissions?
Answer: The Government does not require a completed DD254 with the proposal. The final DD254 will be completed as a part of contract award.
7. There are two images within Section L (Section 7.0) Attachment 2 Labor - one is of an attachment; the other is a worksheet. Please confirm that both images are the Labor Rate Mix Excel document that was issued with the RFP.
Answer: The attachment and the snip of the worksheet in Section 7 are the same. The snip simply is a pictorial view for contractors to see as they are reading the document.
8. Is the reference to "section J attachment: TWO" in Section M, (c )(3)c. in reference to the Labor Rate Excel document?
Answer: Yes- This was a typo. The pricing spreadsheet is in Section L, Attachment TWO and this update has been made in Section M (c )(3)c.
9. The RFP Cover Letter states this is to be submitted electronically through AFWay, with the Amendment 1 Cover Letter providing email as an alternative if AFWay is not working. However, Section 2.4 of Section L states we are to provide two hardcopies. Please clarify.
Answer: Please reference Section L paragraph 2.4, two hard copies and one electronic copy are required. In the forthcoming amendment, Section L will be updated to include an email address to submit the electronic copy to and the cover letter will be updated to align with Section L.
10. Will the MROi contract effort to modernize and consolidate all logistics systems impact this effort?
Answer: At this time, MSDIS is not part of the MROi effort and the PM has not been informed of any changes and requirements for MSDIS to transition to MROi in the future.
12. Is a van or other vehicle required to support equipment moves?
Answer: Yes- there is a ranger/ utility vehicle with two seats and a bed area to haul equipment. Gas and maintenance is paid for by the government.
13. Is there an existing ADPE account (or accounts)?
Answer: There are seven ADPE accounts established. Two accounts are used for transferring equipment on and off other accounts. One account is for DLA equipment and the remaining accounts track laptops, desktops, printers and phones.
14. Is there an incumbent contractor? If so, who is it?
Answer: The incumbent contractor is DSD Labs and the contract number is FA825112F001.
15. What is the scale of responsibility/workload for this item: Number of personnels supported? Number of inventoried items of software and hardware? Geographic distribution of equipment (one building, multiple nearby buildings, scattered buildings, GSU's, etc.)?
Answer: This paragraph refers to hardware support only. There are approximately 850 people in the organization and the number is expected to grow to about 950 over the next 18 months. The equipment is in 11 separate buildings. Nine of the buildings are within close proximity and two are further, but no more than ½ mi away. The organization owns a small Razor/utility vehicle that can be used to transport equipment. The equipment is inventoried on 7 equipment accounts. There are 2 accounts are for equipment that is being transferred onto another account or off organizational accounts to another organization owned account and 1 account is for the DLA equipment (technician support referenced in the PWS). For each employee, there are 2 monitors, either a desktop or a laptop and a phone that are accountable. In addition, there are VoIP conference phones in conference rooms and senior leaders office (estimate 3 per building) and color B&W multi-function printers in each building (estimate 8 per building).
16. PS for DSCMAT, SRRB, EMS are funded starting in FY16, what about all the other modules?
Also, it discusses in FY17/18 that requirements will continue but does not go into to detail as to the CCB process for workload determination/ prioritization; will that be ironed out before or after contract award?
Answer: All modules have development/modernization approved from FY14 and 15. Please see attached problem statements. At this time, development/modernization requirements have not been identified beyond FY18; however, there is an annual data call to request approval of additional requirements and funding (over $250K). For any requirement that is under $250K, problem statement approval is no longer required. Details will be provide prior to each option period.
The 448 SCMW-Hill has a documented CCB process for all new requirements and bug fixes that uses SharePoint and flows into the AFMC Requirements Management Process. The process will be shared after contract award. The contractor is not expected to develop a new process.
17. Can you provide a list of all current CAT 1s, CAT 2s or other system bugs being worked or shelved for future consideration?
Answer: There are no Cat 1 or 2 issues currently being worked. There are approximately 40 bugs that are in work and do not cause a mission impact.
18. There is CSA support for DLA users, are they all local or are there remote clients? If so, where are they?
Answer: All DLA users are local on Hill AFB and reside in Bldg. 1225.
19. Is there a current list of system problems with MS Office and the Web apps?
Answer: The intent of this paragraph is to describe a very brief history of how MSDIS came to be. The effort focuses on system development and sustainment for MSDIS, not for resolving MS Office and legacy system issues.
20. It discusses standardized/streamlined business processes; which ones are being used?
Answer: The specific business processes are listed in the last sentence under Enterprise Material Support. The tool is used by the 448 Supply Chain Management Wing (Warner Robins, Tinker and Hill locations) to support the process. This contract only provides the system support to those processes and not support to processes as a whole.
21. This is a civilian manpower tool but is this connected to OPM’s or another Government controlled database?
Answer: This is a separate tool from the OPM or other government databases; however, it utilizes data from other government owned databases (eg. PARIS for Personnel documents and DCPDS for personnel data).

23. Is there an existing controlling mechanism for System Sustainment?
Answer: Yes – sustainment actions are controlled through the CSRD process. Para 3.1 has been updated to include a sentence on the CSRD process.
24. How will the LIMS-EV SIPR initiative impact the current connectivity of the IS3 System?
Answer: At this time, the program manager has not been made aware of any impact based on the LIMS-EV SIPR initiative.
25. Due to the lack of a provided technical information, we request the opportunity to attend an Industry Day on-site to get a more accurate assessment of the level of effort that will be required to support the IS3 requirement.
Answer: An industry will not be scheduled, clarification can be addressed through questions.
26. As part of the Bidder’s Library, please include the current New Systems’ Requirements and a listing of Trouble Reports, Problem Reports, and approved Systems Requirements that must be addressed with the updated/new systems.
Answer: High level requirements are included in the BCL/problem statements that are attached. Detailed requirements are included in Computer System Requirement Documents (CSRDs). CSRDs will be provided after contract award. There will be no new system has part of this effort. Development will only include updates to existing systems.
27. Would the contractor monitor queries from all users of modules and applications or would they call their SME for specific problems?
Answer: The contractor will be responsible for monitoring queries. If a user identifies an issue with data, they will submit a ticket for the contractor to research and resolve the issue.
28. What is the current Mean Time Between Critical Failure (MTBCF) and A-Sub O (Ao)?
Answer: The government does not know the response to the question.
29. The AF is significantly restricting group access, is this still a requirement?
Answer: Yes this is a requirement because higher fidelity access levels are required for systems and share folders.
30. How frequent is the training required and how large are the classes? Will the contractor be administering the training or only developing it?
Answer: Training is typically provided with major releases of software. Classes vary in size from 10-40 people. The contractor will be responsible for developing the training and assisting the government functional SME to administer the training.
31. How many tickets are received/generated per week/ month? How many are cleared per month historically? What is the current backlog of uncleared tickets? How many (percentages) are elevated to Tier 2 or Tier 3? What system is currently being used to log and track trouble tickets?
Answer: An internal ticket system is being used to track issues; however, this mechanism may be changed by the contractor. Tickets are all assigned to one tier and are not elevated.
For other Help Desk Support (new users, software install etc) approximately 60 tickets are assigned per month and 55-75 tickets are completed. Tickets can be carried over for a month For MSDIS- there are 127 tickets open and in work and 21 tickets on hold. The 127 includes all development/sustainment and research and meeting support.
32. How often, historically, has 24/7 support been required? How often has the 24/7 support spanned into weekends, holidays, or across multiple weeks at a time?
Answer: 24/7 support has not occurred in the past. If issues arise, support may be required on a weekend or holiday. The government uses the term 24/7/365 because in the event of a server failure or cybersecurity emergency, support would be required. Historically, there have been instances do not occur more than an average of one time per quarter and the issue requires less than 8 hours to resolve on a weekend. Many issues can be corrected remotely and do not require personnel to physically be in the building. Holiday support has not historically been required.
The government would like to note that no emergency can be predicted and therefore the support requirement may fluctuate.
33. Are the current HD personnel Subject Matter Experts that have knowledge/experience with the various Modules and Applications? Or are they technical/network support only?
Answer: They current personnel have some knowledge and experience in the applications and know the government SMEs to send tickets to if it is an advanced problem.
34. Are there a SIPRNET version of the applications? And if so, who distributes the Tokens to the users and what is the turn-around time for that?
Answer: There are no SIPRNET versions of the applications.
35. How frequently, historically, has the contractor been requested to support C&A/FISMA/RMF support with:
- With IAM/IAO functions for testing and validation of existing cybersecurity controls?
- Without IAM/IAO to perform validation of cybersecurity controls?
Please include a history of similar support in the Bidder’s Library.
Answer: The contractor is 100% responsible for C&A/FISMA/RMF on the systems. FISMA testing is completed annually to validate controls and periodic testing is completely with major code releases and must be verified by the ISSM.
36. How many VTCs are supported per day/week/month/quarter and standard duration of the VTCs?
Answer: On average, there are no more than 2 VTCs per day. On average, there are 4 VTCs a week; however, there are many weeks with no VTCs or 1 VTC. The contractor is only required to dial in the VTC and perform an audio/visual check. The government estimates that this takes 15 min per VTC. For the last quarter, here is a breakdown of VTCs per month: June-18; July- 15; August-12
37. How many items are in the inventory to be managed? In addition to those supporting deployments/TDYs, how many are located on base versus off of Hill AFB? How many items are added and deleted per quarter? How often are audits and full inventories required to be performed?
Answer: There are approximately 5,000 items in the inventory. No equipment is off base. Items are added based on new orders, which typically occur at fiscal year end and May-June time frame. While the number varies, typically 100 laptops, 100 desktops and 50 monitors are added. Items are deleted when they are out of warranty or broken and not repairable. This happens on as needed basis and the number of items removed could range from 10- 75. A full inventory is due annually.
38. By “mobile devices”, does the Government mean the laptop computers or are there other mobile devices that must be managed? Are there plans for mobile devices other than laptops? What contract vehicle will be used for additional purchases? What funding source will pay for the equipment?
What approval board or approval authority authorizes the funds and purchases?
Answer: Mobile devices refers to laptops and tablets. At this time, there are no plans to expand beyond those two types of devices. The contractor is not responsible for purchasing any equipment. The government (448 SCMW/OMO-Hill) will purchase all equipment through AFWay or NETCENTS-2 Products. The contractor will work with the government to make the appropriate purchases. If an issue arises with purchases or shipping time that is beyond the control of the government or the contractor, the contractor will not be held responsible for stock levels until the issue is resolved.
39. What historic workloads are required by DLA Aviation Ogden?
Answer: From 1 Sep 2015-15 Sep 2016, there were 214 DLA issues. Of those, 75 were software installs, 40 were permissions to folders, 11 were printer issues and 8 were hardware issues. Remaining issues were miscellaneous technical problems.
40. Are you currently using the Management Internal Control Toolset (MICT) for this Enterprise system to track efforts for the IG? If not, what are you using?
Answer: No requirement has been identified for the government to track service delivery summaries in MICT. This is tracked monthly using the inspection methodologies outlined in the QASP. The results are documented in a Memo for Record, signed by the Contracting Officer Representative and uploaded into the CORTT.
41. Is there a requirement for the contractor to perform any DRRS/SORTS/ART activity?
Answer: The government is not aware of any requirement to perform DRRS/SORTS/ART activity.
42. Are there any open Reports of Survey or investigations with any equipment that will be assigned to the contractor?
Answer: No there are no open Reports of Survey. In addition, prior to taking responsibility for the accounts, a joint inventory will be performed between the incoming and outgoing parties to ensure that the equipment accounts are clean.
43. Who determines the High Priority bugs?
Answer: The system program manager (currently Abigail Holbert for MSDIS and Seth Smith for LD2RMS) determines high priority bugs. Please note, users do not determine priority.
44. Is the cross reference matrix required for all volumes or only the technical volume?
Answer: A cross matrix is only required for all volumes.
45. Please clarify the CD-R submission requirements for the proposal.
Answer: Section L paragraph 2.3 language has been updated to : “ For electronic copies, indicate on each CD-R the volume number and title. (NOTE THAT “CD-RWs” CANNOT BE READ, EVALUATED, OR CONSIDERED. If multiple volumes are being included on one CD-R, then the volumes shall be in different folder and the CD-R be clearly labeled. Contractors may submit separate clearly marked CD-Rs if they choose.”
The government will accept either three separate CD-Rs or less than that if volumes are combined on a CD-R as long as the disk is clearly labeled and each volume is in a separate folder. Volumes should not be divided between multiple CD-Rs.
Paragraph 6.1.2 has been updated to refer to paragraphs 2.2 and 2.3.
46. Request the submission date be moved to 3 weeks after the Bidder’s Library is provided or Industry Day completed.
Answer: The proposal due date remains unchanged and proposals will be due 4 October.
47. Is the current workload being divided or is 100% being solicited through the NC2 App Svc RFP?
Answer: The current workload is being divided between two contract vehicles. All information technology services are being solicited through this solicitation. The remaining support is related to metrics and analysis support and is being solicited on GSA OASIS because it is not within NETCENTS scope.
48. The Evaluation Criteria states that "IS3's complexity includes one year base period and 4 one year options; contract partners are expected to work together to accomplish contract objectives, and information should flow freely between all parties (prime contractor, subcontractor(s), government.)" Is this the criteria the Government will use to determine Offeror past performance complexity relevance?
Answer: Offerors shall submit four to six projects (up to five years) describing past projects that are recent and relevant to the services in the solicitation and PWS. Past performance will be accepted from sub-contractors as well. The recency assessment, relevancy assessment and the quality assessment evaluation will be done on each project submitted by the offerors. Based on recency, relevancy and quality an integrated performance confidence assessment rating will be given. If an offeror doesn’t have a record of recent/relevant past performance, the offeror will receive an “Unknown Confidence” rating for the Past Performance factor.
49. The File “Labor Rate Matrix.xls” provided does not match the screen shot provided in ITO Section L.- Attachment 2 Labor Rate Matrix
Answer: Please use the attached file. For clarification, the image has been removed from Section L.
50. ITO, Section L, Attachment TWO Note 2 states “Labor Categories may be added or not used from the suggested list below” Note 3 states “All Labor categories for all years must be populated…”
Is it necessary to fill for labor categories that are not to be used for this proposal?
Answer: No- if the labor categories are not used as part of the proposal, then that labor category does not need to be filled out. Note 2 will be updated to read “Labor Categories may be used from the NETCENTS-2 Application Services Small Business base contract. If the categories is not applicable, it may be left blank.”
51. Can the contractor propose other labor categories? If other labor categories are to be proposed (e.g. Business Analyst, Quality Assurance), are rows to be added to the spreadsheet?
Answer: Additional labor categories may be proposed; however, they must be part of the NETCENTS-2 Application Services Small Business base contract. If the labor category is not included the base contract, then it should not be added into the proposal.
52. PWS, 5.1 Place of Performance - “Work shall be performed at either the customer (Government) site.”
It appears as though this sentence was not completed
Answer: PWS has been modified to state: “Work shall be performed at the customer (Government) site.”
53. Please clarify how Travel and ODC requirements should be submitted.
Answer: A specific format for the travel request is not required; however, it must include traveler name, dates, location, justification from government requestor and cost estimates (includes airfare, rental car, gas, per diem for food and hotel and parking).
54. ITO, Para 5.0 Volume III. - Past Performance - "The government will not accept Past Performance submissions for subcontractors."
Please clarify that you will only accept Prime Contractors' past performances and no Subcontractors' submissions shall be used.
Answer: The government will allow past performance from both the prime and sub-contractors. Section L and M have been updated with this information.
55. Cover Letter, Para 9, "Offeror must sign below and return this document as part of a complete proposal package."
Which cover letter do you want signed and included with our submittal; Original (24AUG2016) or Revised (29AUG2016)?
Answer: Please sign the revised (29 August 2016) letter as it has the correct contract vehicle listed.
56. Do you want the signed cover letter as a separate document or included as an attachment in VOL I Contract Documentation?
Answer: The letter may either be attached as a separate or and an attachment in Vol I as long as it is clearly labelled.
57. ITO, Para 2.4 Distribution - "Provide to the Contracting Officer (address below) two (2) hardcopy and one (1) electronic proposal. The "original" proposal shall be identified and signed by the offeror's authorized representative and the "copy" should be identified."
Please clarify, are you requesting a signed letter as part of each "original" volume or only sign the "original" VOL I - Contract Documentation SF 1447 plus Cover Letter?
Answer: Only one signed letter is required. It should be part of the original Vol 1- Contract Documentation. This information has been included in Section L para 2.4.
58. ITO, Para 3.1 Solicitation and Representation/Certifications - "The offeror's proposal documentation volume shall include (a) a signed copy of the Solicitation, and Sections A through K".
Please clarify, you want a signed copy of Page 1 of the SF 1447 -Solicitation, or all 34-pages included in our VOL I - Contract Documentation hardcopy?
Answer: The contractor is only required to sign the SF 1447-Solcitation, blk 27 (see Section L para 3.1.1).
59. ITO, Para 2.2 Proposal Organization - Tables 2.2 and 4.0 do not correlate to ITOs 4.1 (4.1.1 thru 4.1.6).

60. PWS, Para 3.4.4 references the Information System Service Desk support management tool.
Is this the tool currently used for MSDIS and LD2RMS tickets? Is there a requirement to maintain or further develop this Tool?
Answer: The tool is currently used for MSDIS; however, in the future all actions for LD2RMS will also be routed through the management tool to provide traceability to both the government and contractor. There is a requirement to perform minimal maintenance on the tool. It was re-coded to .NET and is very stable. Maintenance would only be very small bugs (less than 1 per month) or security issues.
61. PWS, Para 3.4.1 references the SCM Reports Tool.
Is the contractor responsible for manually pulling GCSS data and populating the SCM Reports Tool? What other data sources are utilized in populating the SCM Reports Tool besides GCSS? Are these interfaces documented in CDRS?
Answer: SCM Reports is populated using only GCSS- AF Data Services data. Existing queries are built that pulls the data in, so contractor would need to maintain queries and research if there is an issue. The data is primarily D043 and D035A. These interfaces are not documented in CDRS.
62. PWS, Para 3.1 references re-coding tools from Classic ASP code to .NET code language.
Does this requirement also apply to LD2RMS? What is the current framework of LD2RMS Tools? Is LD2RMS used in any 748 SCMG squadrons besides the 415 SCMS? Is there a plan to deploy LD2RMS to other squadrons or bases?
Answer: LD2RMS contains three parts: DB Shell, Daily Backorder Narrative (DBN) and DocLog. There is now requirement for DBShell to be re-written into .NET. DBN and DocLog are in the process of being re-coded and the government estimates that this will be completed prior to contract award. In the rare case that the re-coding would need to completed. LD2RMS is only used by the 415th Supply Chain Management Squadron (415 SCMS). There is no plan to expand LD2RMS to any other squadrons with the 748 SCMG, 448 SCMW or any other Air Force Base.
63. ITO, 6.0 Volume IV. - Price Proposal
Does the Government have established criteria/requirements for the 12-labor category levels (Junior, Journeyman, Senior)? NETCENTS-2 Application Services (SB) Labor Categories only address "Senior Level". Please provide, similar or equal information that was provided in the NETCENTS-2 Application Services (SB) requirements, for the "Entry" and "Journeyman" levels.
Answer: The NETCENTS Program Manager advised the 448 SCMW that the base NETCENTS-2 contract included on senior levels; however, the contracting officer may negotiate lower labor rates at the Junior/Entry and Journeyman levels to appropriately staff the requirement. Standard levels are 0-3 years, BA/BS degree for Junior/Entry level and 3-10, BA/BS or MA/MS for Journeyman. Education may be substituted for years of experience. If a different definition is used for Junior/Entry or Journeyman, please clearly state the definition.
File details come from the government source that posted it. Updated .
