Question Answer 1 Are there any drawings we can review to identify the degrader and propose solutions?
Regarding individual orders on the contract:
Technical data will not be included or provided in the solicitation. Awardee will be required to obtain access to TOs as needed for completion of requirements on the contract. Instructions on how to obtain needed accounts will be added to the PWS in the final RFP.
Regarding evaluation criteria: We expect to see the process, not for respondents to solve the sample tasks. After award the technical data would be available by request through an ETIMS or IDTODS account as applicable. Not releasing TO’s for the RFP.
2 It sounds like there are manufacturing requirements that align with our capabilities, however, we would need the technical data to review and determine. Is this technical data available?
(The sample repair list was sent as an example of technical data being requested)

3 Is there a list of items to be on the repair list? Yes, list has been posted in the draft RFP (Attachment 9, Repair Table)
4 I was reviewing the draft PWS under FA8232-23-R-3000 and I had a question regarding the reference on Draft PWS attachment 3. It refers to an approved items list for repair and return that is referred to R&R table (Attachment RR-1). There is no such attachment on FA8232-23-R-3000 however there is an attachment on the related notice (F- 16_FMS_Product_Support_Integrator_(PSI). To confirm capabilities for those items on that table, is the government going to make the TO’s Available by request or will they be included on the final solicitation? If by request, what would be the process for our company to obtain those TO’s?
Attachment 9, Repair Table has been added to draft RFP notice.
Awardee will be required to obtain access to TOs through obtaining an ETIMS and potentially a IDTODS account. TODO training and an account may also be required. Instructions on how to obtain needed accounts will be added to the PWS in the final RFP.
TOs will not be included or provided in the solicitation.
5 Would you consider setting this aside as a small business or WOSB classification?
The government conducted market research to determine if the use of a small business set aside was an option. It was determined that a set aside is not appropriate for this acquisition as we are not confident that we would receive adequate competition.
6 What challenges are being experienced that you are trying to overcome with the FMS HPSI?
FMS gaps in service like DMSMS analysis and resolution, efforts that are above Falcon Enterprise (FE) core/non-core thresholds in hours or cost, cost/schedule efficiency and visibility of R&R, ability to rapidly contract with single or multiple countries on an effort, reduce sustainment and acquisition costs.
7 We are seeing similar work scope across F-16 FMS HPSI, Falcon 2020 & F-16 Falcon Enterprise contracts. What are the differences, interdependencies, and distinctions between these contracts moving forward?
PSI is not intended to depend on or conflict with any current contract. Some efforts may utilize multiple contract vehicles to achieve different requirements. USG is working closely with the SPO to ensure no duplication of effort exists.
Some distinctions are:
- Falcon 2020 R&R contract ordering period ends August 2023 and performance must be complete Oct 2025. R&R is not included in the Falcon Enterprise (FE) contract.

- Falcon 2020/FE currently identifies DMSMS and does not offer solutions whereas PSI is meant to be the contract vehicle for DMSMS analysis and resolution for FMS partners.
Falcon 2020/FE is not the only source DMSMS concerns can originate from.
- FMS partners can submit core or non-core Engineering Project Request (EPR) on Falcon 2020 or FE for an engineering effort or study but if it exceeds thresholds above what is allowed on that contract then FMS partners have no options, PSI will provide the option to complete efforts not covered by FE due to those thresholds. The frequency efforts exceed thresholds is not tracked and will not be provided.
8 Is most of the work that is being contemplated as part of this PSI contract historically done on Falcon 2020? But going forward with Falcon Enterprise there is some delineation where some of the work comes over to this vehicle?
R&R was on Falcon 2020 and will not be on Falcon Enterprise, as it is an FMS specific function. We also identified these other gaps in service that could be added to this contract. Some of those are efforts that are above the thresholds.
Those efforts do not have a contract vehicle currently. Countries would have to go out and contract themselves. PSI is attempting to provide a vehicle for those efforts that don’t have a spot right now.
9 When Falcon 2020 contract expires, FMS countries won’t have a place to go for R&R until this contract is in place?
Correct at the enterprise level. There are other contract vehicles R&R can be completed on.
10 Is this a Single or Multi-Award opportunity? Single Award 11 To promote uniform competition, can the following data elements be provided?
* Repair and Return: Full parts list, historical number of repairs per item per year, yearly associated costs, any relevant forecasts
* Engineering Services: Number of Orders, Total Cost of Orders, Viper Spares Procurement
* DMS: Anticipated number of cases per year
Repair and Return:
- Full parts list has been added to the draft
RFP as Attachment 9, Repair table. This list represents repairs accomplished between Feb 2020 to present.
- Yearly associated costs will not be released.
- Due to unknown nature of repairs a forecast model will not be provided. Historically we process approximately 10 assets per order and 12 orders per month and a WIP of +/- 1700 at any given time.
E&TS:
- Number of orders is unknown. Dependent on country needs.
- Total cost of orders is unknown. Dependent on country needs and contractor pricing.
Offerors are not asked to price E&TS at this time.
- Viper spares procurement is limited to $100M over the life of the contract (E&TS PWS paragraph 2.1.3).
DMSMS:
- Anticipated number of cases per year unknown. Dependent on country needs.
12 Can the Cost Model (Attachment L-7) be provided prior to the
RFP so we can provide feedback?
Anticipate Attachment L-7 having various sheets with admin fee and labor category sheets which will feed into the notional hours mentioned in
PSI Draft RFP Q&A #1
L&M. The attachment is in work and we want to have it attached prior to closure of the draft, but no date yet.
13 Is the admin fee per quantity, PN/Asset, or order? IAW CLIN 3000 “the fee shall be charged per asset on each R&R order.”
14 Is there an existing CTS or other Gov't Supply System(s) that will need to be accounted for during transition?
There is no tradeoff or handoff that needs to occur. No GFP is provided to complete the repairs.
15 Has a Transition CLIN been considered to account for stand-up/transition costs?
No. A transition CLIN has not been considered.
Offeror shall include any costs in performing the contract in their proposal.
16 Expect a large order to launch this effort off? We do anticipate an initial surge of R&R orders at the onset of the contract that will taper out.
17 On Attachment 9, Repair Table - Can who ordered by line item be provided?
The USG will not provide this information as it will not impact or benefit proposal preparation.
18 Is there an estimation when Final RFP will be released? The USG is planning for a spring release;
however, no dates are finalized.
19 What is the expected contract ceiling? This USG will not be releasing the expected ceiling at this time.
