Performance Work Statement – Product Support Integrator (PSI) Diminishing Manufacturing Sources and Materiel Shortages (DMSMS)

1. GENERAL

1.1. This PWS defines the Hybrid PSI Diminishing Manufacturing Sources and Material

Shortages (DMSMS) effort required to support analysis and resolution of DMSMS for the F-16 Foreign Military Sales (FMS) Program Office, Hill AFB, UT.

1.2. This Performance Work Statement (PWS) is supplemental to and must be used in conjunction with the Hybrid Product Support Integrator (PSI) Basic PWS.

1.3. The purpose of this effort is to provide a means by which FMS Partner Nations may acquire advisory and assistance services to reduce DMSMS impacts through analysis and or resolution of DMSMS issues.

1.4. Task/Delivery Orders (hereinafter referred to as Orders) will be issued to acquire DMSMS support. Order period of performance with required completions will be stated in Order PWS.

1.5. Orders may require studies/work to be performed CONUS (Continental United States) or OCONUS (Outside the Continental United States).

1.6. Contractor shall be prepared to receive and process transactions for DMSMS resolution no later than 30 calendar days after contract award.

2. SCOPE

2.1. The Contractor shall accomplish the necessary actions to analyze and/or resolve identified DMSMS issues when awarded an Order under the Hybrid PSI contract. Orders may be proactive or reactive to DMSMS issues. Orders may include, but are not limited to:

2.1.1. Analysis of identified systems, sub-system and component DMSMS issues to validate origin, identify potential resolutions, and recommend resolutions with cost estimates and expected delivery timeframe when approved Purchase Request (PR) is received by contractor.

2.1.2. Resolutions may include but are not limited to modifications, Form Fit Function and interface replacements, lifetime buys, procurement of parts, redesign projects, supplier management, etc.

2.1.2.1. Orders may require development, integration, Technical Order/Time Compliance Technical Order (TO/TCTO)/drawing updates/development, and testing to fully resolve the DMSMS issue.

2.1.3. No identification or monitoring of DMSMS shall be accomplished under this PWS unless found during execution of PSI contracted DMSMS requirements.

2.2. RESOLUTIONS

In order to reduce the weapon system’s sustainment costs, when preparing recommendations, the contractor shall consider the most cost-effective resolution first, unless there are issues that would justify the additional cost.

2.2.1. Logistical resolutions may include but are not limited to:

2.2.1.1. Existing Stock – use of a parts source in the current inventory

2.2.1.2. Reclamation – salvaging obsolete parts from unserviceable or surplus next higher assemblies (NHA’s).

2.2.1.3. Alternate – a parts source other than the original equipment manufacturer.

An example is a smaller company that may undertake production that is no longer profitable for a larger company

2.2.1.4. Aftermarket – Aftermarket is a secondary parts network concerned with distribution and retailing of parts, including new, surplus, remanufactured and used parts from both foreign and domestic sources.

2.2.2. Engineering Resolutions are sometimes needed when no logistical solution exists. On all engineering resolution types, contractor engineering staff shall review and approve all documentation prior to submitting to government cognizant engineering authority (CEA) for implementation or cancellation. The contractor shall ensure that resolutions are consistent with Air Force Operational Safety Suitability and Effectiveness (OSS&E) and engineering policies as outlined in order requirements. Some types may include but are not limited to:

2.2.2.1. Substitution - Replacement of the DMSMS item with a substitute item whose performance (in terms of form, fit, function and interface (F3I)) matches that of the DMSMS item.

2.2.2.2. Emulation – Manufacturing of an equivalent item where the internal configuration of the part is different from the original part, but the input and output characteristics are identical. If a suitable alternate source or substitute is not available, emulation is a preferred method of replacing an obsolete (component-level) part. It is pursued after an investigation shows it to be an economical tradeoff.

2.2.2.3. Minor Redesign – Undertaking a major DMSMS engineering project, which may involve contracts with specialty (niche) parts suppliers to develop or recreate a replacement for an obsolete part (e.g., normal microcircuit, Radio Frequency component, Application Specific Integrated Circuit, or hybrid) (possible performance improvements).

2.2.2.4. Major Redesign – Undertaking major DMSMS engineering project to design and develop an F3I replacement NHA (at the Assembly, Shop Replaceable Unit (SRU) or Line Replaceable Unit (LRU) level).

3. TRAVEL

3.1. Travel may be required to support Program Management Reviews (PMRs)/meeting(s) to be held at the contractor’s location, Hill Air Force Base (HAFB), Utah or at a mutually agreed upon location. Additional travel to support DMSMS requirements as required would be priced/funded by Order by those countries requesting/participating in those efforts. The United States Government (USG) and the Contractor will make every effort to reduce the number of travel trips by combining reviews/meetings, and virtual/teleconferencing will be utilized to the maximum extent possible. The Contractor shall prepare the agenda, minutes, action items and conference rooms for such meetings IAW Contract Data Requirements Lists (CDRLs) that are delineated in the applicable Orders.

3.2. Associated travel will be pre-approved by the F-16 FMS Program Office and priced as Cost Reimbursement No Fee (CNRF).

4. CONTRACT DATA REQUIREMENTS LIST (CDRL)

4.1. Applicable CDRLs will be stated in the individual PWS and attached to the Order.
