About this file

This document contains questions and responses pertaining to a draft request for proposal for F-16 aircraft harness production. Key details include responses providing clarification that specification dash numbers will be replaced by Lockheed Martin with new part numbers, volumes in a proposal response should be separate electronic documents each with their own table of contents and cover page, and contact information for Lockheed Martin personnel is provided to assist offerors in obtaining necessary technical data packages and drawings to support proposal preparation. The related federal contract opportunity is for an indefinite-delivery, indefinite-quantity multiple award contract for F-16 aircraft harness production, with a pre-solicitation notice encouraging offerors to review the draft RFP and provide feedback on referenced documents, delivery schedules, and parts to ensure a complete understanding prior to final release. A response deadline of June 22, 2020 is provided for offeror questions and comments.

Questions and Responses

Question 22: Specification 16VE752 provided for subject effort does not include the noted dashes to allow us to cross to a source of supply.

This information is needed to allow us to quote the ALR-69A Fiber Optic kit (LWA 097):

16VE752-9004

-9006

-9014

-9015

-9024

-9024

-9025

-9026

-9027

-9028

-9029

Answer 22: The specification refers directly to the TDP for ALR-69A. The -9000 numbers are placeholders until LM Aero issues actual number (200 series) which usually takes two or so years. The dash numbers are probably from an older spec awaiting this update by LM Aero. There is a chart in the TDP that outlines what the -9000 numbers refer to between the drawing and spec. Offerors should have everything they need within the drawing, spec and the chart on Page 19 of the ALR-69A TDP.

Question 23: L.2.5 of the Draft RFP calls for seven volumes. Does this mean seven different documents, each with its own title page and Table of Contents? Or is the intent to create one document that can be separated into seven parts for electronic transmission purposes?

Answer 23: Each of the seven volumes should be a separate electronic file/document (i.e.

seven different documents) and, per Paragraphs 2.5.5 and 2.5.6 of Section L, a Table of

Contents and a cover page are required for each volume.

Question 24: We received the approval to access the restricted document and after download and review noted the following are still needed:

MPTA-002

The Parts List for 16D2700

P5289

FZM-8027

16ZE752

Would you be able to help us obtain these documents from LM? Or is there a LM POC we can reach out to for the request?

Answer 24: Copies of the requested documents have been provided in BetaSAM with the exception of 16ZE752 and FZM-8027. 16ZE752 is the certification part of the 16VE752 coax cable specification. The Government is only aware of two vendors that are authorized by Lockheed to build the coax cables listed in 16VE752: Times Microwave and Gore are the known vendors. The cables would be built and tested prior to shipping. A Certificate of Compliance (COC) from the vendor would be acceptable. However, if there are any defects or issues related to those parts, the prime contractor is still ultimately responsible for the overall items they are on contract to provide and are responsible for their subcontractors. The Government is unable to furnish FZM-8027. It is owned by Lockheed Martin and contains criteria for electrical airborne hardware assembled at Lockheed Martin Aeronautics Company – Fort Worth (LM Aero FW). The contractor may engage Lockheed Martin directly to see about the availability of the drawings if necessary. A POC for Lockheed Martin is Mr. Kameron Turner, kameron.m.turner@lmco.com.
