Questions and Responses
Question 1: The LM-Aero Contracts POC referenced in the beta.SAM announcement (Thomas Fowler), is no longer in this position. Who within LM-Aero should be contacted to request a PIA associated with the Document Nos. 16PR15634, Rev. B, 16PR1535, Rev. D, and 16PR15636. Rev. C?
Answer 1: There is no longer a Lockheed Martin Point of Contact (POC) for the Lockheed Martin-
Owned documents referenced above. Lockheed Martin has agreed to provide the documents to the F-16 Contracting Office for dissemination to prospective offerors. In order for a prospective offeror to be provided access to the above documents, a completed and signed Proprietary
Information Agreement (PIA) must be executed by each individual who will have access to the document prior to access approval being granted. The PIA template is attached. The POCs for providing the completed PIA(s) to are Mr. Corey Muir (corey.muir@us.af.mil) and Ms. Laurie
Auernig (laurie.auernig@us.af.mil). Note: If a company has a single POC requesting the data and additional people within the company will have/need access to the documents, then that POC cannot forward or provide access to the documents until a PIA has been executed and provided to the F-16 Contracting Office POCs for each of those individuals.
Question 2. 4.2.1.3, Sub-factor 3: Sample Task/DO. Are TDP’s provided considered samples of forthcoming DO’s or actual pending requirements? If so, to address this sub-factor are we to address the key elements for each under this sub-factor?
Answer 2: The Technical Data Packages (TDPs) provided in support of the Sample Task/DO is an actual requirement that is anticipated to be awarded to the lowest priced technically acceptable offeror (LPTA) as the initial delivery order. In order to fully address Sub-factor 3, offerors will be required to address all the key elements under this sub-factor.
Question 3. 3.1.1, Sub-factor 1: Facilities and Processes. If we elect to team and/or utilize subcontractors, can their facilities and processes be used to demonstrate this sub-factor?
Answer 3: The answer depends on if the element specifies subcontractors can be utilized. If a particular element specifies “in house,” then subcontractors cannot be utilized to demonstrate that element. If an element is not specific (in-house and/or subcontractor), then teams and/or subcontractors can be utilized to demonstrate the element. However, the contractor’s proposal shall clearly describe what the proposed plan/arrangement is in meeting the requirements.
Question 4. 3.1.2, Sub-factor 2: Production and Management Capabilities. If we elect to team and/or utilize subcontractors, can their production and management capabilities be used to demonstrate this sub-factor?
Answer 4: The answer depends on if the element specifies subcontractors can be utilized. If a particular element specifies “in house,” then subcontractors cannot be utilized to demonstrate that element. If an element is not specific (in-house and/or subcontractor), then teams and/or subcontractors can be utilized to demonstrate the element. Question 5. Are the draft DO requirements/quantities/delivery, etc. going to be used to determine successful awardees of one of the prime IDIQ contracts?
Answer 5: The Government plans on awarding up to five (5) contracts. The Sample Task/DO will be used to determine who will receive one of those contracts. The LPTA offeror will be awarded the Sample Task/DO and a delivery order for a kick-off meeting will be awarded to each of the next four LPTA offerors.
Question 6. Per 5.1, will RF coax cables specification 16VE752 be provided with the RFP release?
Answer 6: The Government will post this with the DRAFT RFP Extension and RFP.
Question 7. 9.1.2 references initial solicitation/sample task H04302020CDU. Was this information attached to the document released?
Answer 7: “H04302020CDU” is the RFP number that has been assigned to the initial Sample Task/DO.
Question 8. Are all IDIQ awardees required to bid on all issued DO’s after prime contract award?
Answer 8: After prime contract award, all IDIQ awardees are highly encouraged to bid on subsequent DOs competed against the Multiple Award IDIQ contract. Submitting a “no bid” response should be the exception not the rule. Paragraph 8.2 has been added to the SOW to provide clarification on this topic.
Question 9. When are individual DO RFP due dates? 30-days, 60-days, etc.?
Answer 9: Delivery Order RFP due dates may vary. However, the standard response time is 14 days.
Question 10. Are technical proposals required for each DO?
Answer 10: Other than the Sample Task/DO, technical proposals are not required for subsequent DOs.
Question 11. Missing document‐ 16PR145 referred in notes for various individual assemblies.
Answer 11: Document 16PR145 will be provided with the Draft RFP extension and RFP.
Question 12. Drawing# 16N3507 (Out of 5 pages only page 1 and page 5 are available). We will need pages 2,3,4.
Answer 12: Drawing 16N3507 will be provided with the Draft RFP extension and RFP.
Question 13. Drawing# 16N3500 and Drawing# 16N3507 are missing material requirement and thickness for the ID plate.
Answer 13: Drawings 16N3500 and 16N3507 will be provided with the Draft RFP extension and RFP. FPS-1002G is also included for dimensional information.
Question 14. We only possess a single page of TDP for WWMEL2019‐E‐097. We need full TDP with parts list, drawing, schematic if applicable
Answer 14: Document WWMEL2019-E-097 will be provided with the Draft RFP extension and
RFP. The full drawing labeled ALR-69A (test build) will also be provided along with drawing
16VE752. 16VE752 has drawings and schematics and provides information on how the cables should be constructed. The Figure code (i.e. BJ, BV, etc.) shows how the cable is built with the specifics for length and tag labels outlined in the rest of the table on WWMEL2019-E-097.
Question 15. Test Document specification if applicable for all the three KITs.
Answer 15: Contractors are responsible for delivering a test/inspection report per attached
CDRLs associated with CLINs 0001AB, 0011AB, 1001AB and 1011AB. The government will approve/disapprove first article in accordance with the SOW, TDPs and other terms and conditions found in the contractual documents.
Question 16. Many of the items are sole source to Lockheed Martin, will this be incorporated into the
PIA?
Answer 16: The only documents that are known to be owned by Lockheed Martin are the documents referenced in Question 1. See response to Question 1 for information on how to request the Lockheed Martin documents. Contractors may request access to the other documents that are not addressed in Question 1 from the Government. Contractors shall follow the distribution statements and export control markings on the other documents that are not addressed in Question 1. The Government is assuming that this question is in reference to documents and not items/parts. If the question is addressing individual items/parts for actual harnesses that are owned by LMA, the contractor is responsible for obtaining any items/parts to meet the Government’s requirement and the Government will not be involved in that process between a prime and subcontractor.
Question 17. For the fiber optic portion of the bid, we are not able to source many of the individual components for the assembly because the part numbers come back as a Raytheon number with no linked information regarding the parts. Is there a cross reference matrix between the internal Raytheon part numbers and the actual supplier part numbers for the individual components of the assemblies?
Answer 17: There is no cross reference matrix. However, the Raytheon specification sheets for the specific parts do have a reference for vendor part numbers and Cage Code. A few of them are provided for reference purposes only. It is the contractor’s responsibility to meet the tech data package requirements listed in the applicable TDP.
Question 18. In CLIN 0033 of the IDO (Initial Delivery Order), is it supposed to be a First Article CLIN or is it supposed to be a production QTY of 1 as stated in the
IDO?
Answer 18: CLIN 0033 is supposed to be a production QTY of 1 as stated in the IDO.
Question 19. We will need cross reference from the RF Cables type to the cable part number. Example:
16VE752-9004 18.5 Cable type: C BJ 90, SWP, RFE, TNC, M ST, RFE, TNC, M
Answer 19: There is no available cross reference to provide.
Question 20. We have found that most parts are available and in stock. However, for some parts the lead time is unavailable from the listed CAGE Code. For example, for the Lockheed Martin parts mentioned in item 1, we do not have any lead time information. Meeting the DRAFT delivery schedule will depend on the lead time of these parts for which we have no information.
Answer 20: See the answer to Question 1 on how to obtain copies of Lockheed Martin owned documents.
Question 21. List of Requested Documents.
Answer 21: The attached document titled “List of Documents Requested” is a list of requested documents. These documents will be provided with the Draft RFP extension and RFP.
