About this file

This document is a Questions and Responses file for the FA822425R0001 AMARG Engineering Support Services solicitation. The file contains 15 clarifying questions and official government responses addressing various proposal submission requirements, such as formatting guidelines (1" margins, 10-12pt professional fonts), past performance examples, pricing submissions, and contract-specific details. Key clarifications include: offerors must submit all required components in one proposal, including a completed Total Evaluated Price (TEP) worksheet and Contract Line Item Numbers (CLINs); past performance examples can include ongoing projects with at least one year of performance; and contractors can begin work with an interim security clearance. The government confirmed this is a new requirement for AMARG, previously handled by government engineers, seeking engineering support for aerospace maintenance, storage, preservation, parts reclamation, and technical process implementation across a potential five-year contract period.

AMARG Engineering Support Services

Questions and responses

1. The instructions do not provide any guidance on fonts, margins, or line spacing for offeror submissions. Does the Government have any applicable preferences or standards?

No less than 1” margin – Times New Roman – Arial – Calibri or similar professional

PRINT Font – 10 – 12pt – single space.

2. Section 4.4.3 of the instruction’s state, "Inclusion of a TOC is optional but is strongly encouraged ..." Does the table of contents count against any prescribed page limits (e.g., the 20 pages allocated for offeror-specific content for the technical approach)?

No the TOC will not count against the page count.

3. Section 4.4.8 of the instructions states, "The offeror shall provide up to three (3) verifiable past performance examples of recent (within the past 60 months) and relevant successfully completed projects ..." Will the Government accept past performance examples that are ongoing at the time of submission?

Yes – as long as there is at least one year of performance at the time of submission

4. Similarly, will the Government accept past performance examples that were completed within the past 60 months, but include performance that occurred more than 60 months prior to submission (e.g., a task order with a period of performance starting 78 months prior and ending 30 months prior)?

Yes – as long as there is at least year of performance within the 60 months prior to submission.

5. On page 7 of the "Updated 3 Feb 25 52.212-1 Instructions 02Dec24.pdf" file under section "4.4.9.1. Specific Pricing Content" the table provided shows DoL codes which do not correspond to the provided "Davis-Monthan AFB Wage Determination 2015-5473

Rev 24.pdf" file. Will the Government be providing a revised WD with those codes included or a revised Instruction sheet mapping to the WD provided?

The Process Engineer/Industrial Engineer, Facilities Engineer, and Technical Insertion

Engineer are considered professional employees/ Learned Professionals under the

Anticipated Bureau of Labor Statistics Occupation Profile and will not correspond to the

Davis-Monthan AFB Wage Determination 2015-5473 Rev 24.pdf. The occupational codes can be found at https://www.bls.gov/oes/current/oes_stru.htm#17-0000.

https://www.bls.gov/oes/current/oes_stru.htm#17-0000

Engineering Technician has been changed to Engineering Technician III to reflect the corresponding DoL Occupation Code – Title found in Davis-Monthan AFB Wage

Determination 2015-5473 Rev 24.

The following documents have been updated to reflect these changes:

52.212-1 Instructions, page 7, 4.4.9.1 Specific Pricing Content

52.212-2 Evolutions, page 9 under attachments to include “52.222-46 Evaluation of

Compensation for Professional Employees”

TEP Worksheet

6. Is this a new or a continuing requirement?

This is a new requirement. It was previously met with Government engineers but hiring them has been difficult in the current economic environment.

7. If this is a continuing requirement, who is the incumbent contractor?

N/A

8. If there is an incumbent, are they eligible to submit a proposal? Can the government provide a contract number?

There is no incumbent

9. Is this solicitation a brand-new requirement, or is this type of work currently being performed under different contract(s)?

This is a new requirement for AMARG.

10. One of the roles of the Technical Insertion engineer is to assist with “Change Management.” What type of “Change” does the USAF envision in area of storing, preserving, reclaiming, regenerating, maintaining, and disposing aircrafts and their parts that the Technical Insertion Engineer can assist with? Please provide some examples.

Change management is not a requirement unique to the technical insertion engineer.

It also does not necessarily relate to changes in the area of storing, or preserving, or anything else with aircraft parts. It refers to ensuring any change of any kind in the industrial machines are properly authorized and documented. We have an obligation to maintain configuration control of all processes.

11. The Technical Insertion engineer is supposed to assist with the Small Business Innovation Research (SBIR) Programs and Projects. Please provide some examples of such research programs and projects that he/she will be expected to be engaged with.

I cannot provide specific examples of projects. This responsibility requires researching potentially useful projects, making an engineering determination that such a project is both useful to AMARG and technologically ready for implementation.

The “technologically ready” part is a bit of a sliding scale. Something that has potential but is unproven may be ready for a SIBR phase 1, whereas something ready for a prototype might be ready for a SIBR phase 2, and something ready for full utilization on the production floor might be ready for a SBIR phase 3.

12. Will a Contractor be allowed to begin their assignment with and interim clearance, while they are waiting to become fully cleared?

Yes, contractors can begin work with an interim clearance. When a contractor has an interim clearance, they can do all the same work that they would otherwise be able to do with a full clearance. They cannot begin work if they are simply requested clearance or are waiting for a clearance as it is different from interim clearance. An interim isn’t just granted once clearance is requested.

13. On page 4 of the “Updated 52.212-1 Instructions 27 Mar 2025” file, section 4.4.6

Completed RFP/Solicitation (Mandatory) reads “Section B – Supplies or Services and Prices, including ceiling prices, will be completed by the Government at time of award”. However, on page 8 of the “Updated 52.212-2 Evaluations 27 Mar 2025” file, section 6.4 Total Evaluated Price (TEP) reads “A no bid or an omitted CLIN price may result in an incomplete price submission. An omitted CLIN price may result in proposal elimination.” Can the Government confirm whether offerors are required to fill in the CLINs and include it as part of the proposal submittal?

Yes, they need to fill in all of the CLINs

14. On page 3 of the “Updated 52.212-1 Instructions 27 Mar 2025” file under section

4.4.1 Offer Formatting, the Government has provided a clear structure and elements for proposals. Please confirm if all the required materials are to be submitted in one single proposal. Please confirm if the last element on the list, “Offeror specific content for pricing (No page limitation)” should be included in the same proposal as well.

Yes, all of the required components including pricing should be included in their proposal.

That’s all one proposal.

15. On page 6 of the “Updated 52.212-1 Instructions 27 Mar 2025” file, under section

4.4.9 Offeror Specific Content for Pricing (Mandatory), offerors are asked to submit pricing utilizing the attached TEP worksheet. It also mentions “All data relating to the proposed price, including all required supporting documentation, must be included in the pricing section of the proposal.” Can the Government confirm if the CLINs – Supplies or Services & Prices and Costs need to be filled out as part of the submittal? Should the CLINs be included in the pricing section within the same proposal as Technical, Past Performance, etc.?

Yes, the CLINs all need to be completed in the pricing section. The offeror should not include pricing information in any of the other sections of the proposal such as the technical or past performance sections. All documentation supporting the proposed pricing should be included in the pricing section. It should be enough information for the CO to determine reasonableness but not include extraneous information.
