PMR
The contractor shall conduct formal PMRs that shall address tasks in work, timeframes, backlog, deferred statuses, training progress, constraints, and any PARs or CARs received.
PMRs shall be conducted in the government facility at AMARG or through teleconference on a quarterly basis, beginning after the first full quarter of contract performance unless otherwise directed by the GR or COR. PMRs shall be scheduled during the first 15 calendar days of the month following each reporting quarter. The contractor shall provide a copy of the PMR presentation material to the GR no later than one (1) business day prior to the scheduled PMR. (CDRL A/B/C/D/E/F003 – PMR Presentation Material)
The contractor shall summarize and document the PMR discussion including courses of action decided, updated priorities, and government and contractor concerns in PMR meeting minutes. These minutes shall be delivered to the GR within one (1) business day following the PMR. (CDRL A/B/C/D/E/F004 – PMR Meeting Minutes)
Management of Personnel
The contractor shall assign all engineering tasks to their internal staff as appropriate by skill level. Specific projects with time constraints and priority will flow through the contractor's site-lead from government tracking tool.
Upon award, the contractor shall have 60 calendar days to be fully prepared and staffed to meet contract requirements. The objective is to be fully prepared and staffed on day one (1) of the contract PoP.
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall provide for all management and support of contractor personnel.
The contractor shall maintain a stable workforce while minimizing the impact of any turnover and/or disruptions to the government and/or mission. Upon notification of a pending vacancy, the contractor shall provide written documentation to the CO and the COR at least two (2) weeks in advance of vacancy or sooner when possible. In the case of a no-notice departure, the contractor shall notify the CO and COR in writing within 24-hours. This written notification shall include the date and time the position will be vacant, anticipated replacement date and plan, if needed, to ensure tasks are not impacted or degraded. The contractor shall fill the vacancy within 45 calendar days. If the vacancy cannot be filled within the required 45 calendar days, the contractor shall provide written notification to CO. In addition, the contractor shall provide temporary backfill with qualified personnel, for any vacancies greater than two weeks that occur for any reason.
The contractor site-lead shall report any unscheduled absences (those not indicated on the MMR) to the GR or COR within five (5) business days of notification from the contractor employee. Emergency time off shall be reported within one (1) hour of shift start or from the time the employee leaves the work location.
In addition to ensuring that all assigned tasks remain on schedule, all contractor employees shall be on-site and available at least 80% of the available working hours each calendar month. This is calculated as the total contractor hours worked during the month over the total available government working hours in that calendar month for the same number of personnel (including federal holidays and weekends).
The contractor shall submit an MMR (CDRL A001) showing the hours worked by each employee for the preceding calendar month. The MMR shall also include the projected hours to be worked, including scheduled days off, for the following two calendar months. The contractor shall deliver the MMR to the GR and COR by the 5th business day of every calendar month with first submission five (5) business days after contract award.
The contractor site lead shall be the single PoC for the government regarding all contractor personnel availability. Contractor employees shall not make time-off requests directly to the government.
Contractor Employees
Contractor’s employees shall be required to identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with government personnel. Contractor’s employees shall identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence. Contractor’s employees shall identify themselves in meetings by adding the word “Contractor” by their names on sign-in sheets.
Employee Qualifications
The contractor shall employ fully qualified Journeyman Engineer employees with the required knowledge and expertise as described in this PWS. The contractor shall ensure all employees have been properly trained to effectively perform their assigned duties.
The contractor shall not employ persons on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security, and/or general wellbeing or operational mission of the installation and its population. All contract employees depending on condition, occasion or place, or job assignment shall require professional, suitable attire. All contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS shall be the responsibility and prerogative of the contractor. The contractor shall employ and maintain a technically trained and experienced work force.
The contractor shall not employ any person who is an employee of the United States government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Contractor Labor Relations Activities. The contractor shall be prohibited from employing off-duty CORs who are assigned any contracts/subcontracts awarded to the contractor.
GOVERNMENT MANAGEMENT
The GR, COR or CO will provide the contractor access to all technical data required to perform approved taskings. Only the GR and/or COR, in coordination with application managers, has authority to review and approve IAW CDRLs deliverables.
Responsibility for contracting activities rests solely with the CO. No conversation, recommendations, or direction, whether given directly by, or implied by government personnel shall be acted upon by the contractor unless specifically approved by the CO. The contractor shall address all areas pertaining to contract scope, schedule, or price of the Contract covered by this PWS exclusively with the CO.
RECORDS, FILES, AND DOCUMENTS
All official records (regardless of media) as defined in 44 U.S.C. Part 3301 / AFI 33-322, Records Management and Information Governance Program are the property of the U.S. Government and shall remain so beyond termination or completion of this Contract.
PHASE OUT PERIOD

In the event a follow-on contract is awarded to other than the incumbent, the incumbent contractor shall cooperate to the extent required to permit an orderly transition to the follow-on contractor 30 days prior to expiration of Contract.
The incumbent contractor shall ensure network access is removed for those employees who do not intend to work for the new contractor and complete a contractor Out-Processing Checklist.
The contractor is responsible for surrendering all government-issued identification such as CACs, flight line badges, and vindicator cards, last duty day per the Contract Period of Performance. Government-issued identification will be surrendered to the COR or GSM.

SECTION I - GENERAL REQUIREMENTS
A. Safety Program Requirements.
In context with AFMC Acquisition Reform initiatives, contract language will now focus on ensuring safety objectives are met through contractor risk management rather than the traditional method of providing specific government guidance for risk elimination. With this new “performance-based” language, the government will provide the contractor with areas of concern (Protection of government personnel and property) and the contractor will be free to meet those objectives in a manner that is consistent with corporate standards.
