F-22 HORIZONTAL STABILIZER FIXTURES

QUESTIONS & ANSWERS PART 2

Question:

Section B lists CLIN0005 as a priced line item and in the CDRL form 1423-1 has “NSP” in block 17. Should this be separately priced or included in CLIN0001 pricing as for CLIN0006,7?

Answer:

It is the intent that CLIN 0005 be priced separately. CDRL A001 will be updated to remove the “NSP”. However, CLIN 0006 and CLIN 0007 will remain not be separately priced.

In the Performance Specification, Section 2.1.7, Operating Environment, it states that components shall be qualified for the National Electric Code, Class 1, Division 1. Any fixture components or systems shall be qualified to operate in this environment. However, it does not state which Group, “A” through “G” based on the appropriate location where the equipment will be used. An example, the hazardous location motors listed in McMaster-Carr are only good for Groups “D” (Propane), “F” (Combustible carbonaceous dusts), and “G” (Other combustible dusts). Please specify which Group is applicable!

According to our copy of the NEC (National Electric Code, 2008 edition) Class 1 Div 1 is grouped into A,B,C, and D. (P. 677 sec. 500.6). For our purposes we want the fixture to comply with all groups (A through D). This covers a wide array of combustible gases and combustible/flammable liquid produced vapors. Commentary Table 500.1 starting on pg. 679 gives an extensive list of different gases and vapors. As far as we can tell Groups E through G apply to Class II groups. If the code has changed or been updated since our publication was released please let us know.

The S.O.W. 2.1.3 seems to contradict what Figures 4, 6, & 7 are showing.

Statement 2.1.3 reads, “The fixture shall also be capable of controlled rotation of the horizontal stabilizer by placing the axis of rotation in line with the center of gravity of the stabilizer.” . This sentence seems to imply that the center of rotation of the stabilizer will not be congruent with the centerline of the stabilizer pivot shaft.

Figures 4, 6, & 7 seem to imply that the center of rotation and the center of the pivot shaft are the same.

If Statement 2.1.3 is correct as written the sketch below is an indication of the method required to implement the offset while still complying with Statement 2.1.1, “The fixtures shall be capable of supporting the tail utilizing the pivot shaft as the only attach point.”

Paragraph 2.1.3 is correct. “The fixture shall also be capable of controlled rotation of the horizontal stabilizer by placing the axis of rotation in line with the center of gravity of the stabilizer.” The requirement is for the center of rotation of the stabilizer to NOT be congruent with the centerline of the stabilizer pivot shaft, instead it shall be aligned with the center of gravity. Center of gravity location at which the center of rotation should be, is depicted in Figure 3.

Figures 4, 6, and 7 were not intended to detail the center of rotation.

For our Technical Proposal response, what is the font size, type, etc. and what is spacing requirements?

Please provide your responses in “Calibri” or similar font type no smaller than 11 point font size. Paragraphs must be separated by spaces. Use the Statement of Work (SOW) as a guide for spacing and readability.
