Additionally, this service contract will provide personnel to support supply operations the 309 SPTS Squadron, AMARG. These services are considered non-mission essen-tial.

2. Scope

These services include electronically processing daily inventory transactions including receipts, issuances, shipping documents, and disposal, and inventory updates into vari-ous Government data systems.

3. Background

3.1 AMARG is the primary storage location for DoD aircraft excess to current operational mission requirements, and the primary long-term storage site of DoD owned ST/STE.

AMARG currently stores approximately 50K removed aircraft parts, and 300K pieces of ST/STE for various aircraft.

3.2 The AMARG Storage Account contains stock listed parts removed from specific serial numbered aircraft in storage at AMARG. Parts are packaged and stored in the AMARG supply warehouse system. Items inventoried within this account are considered part of the aircraft from which they were removed and are not visible in any DoD asset report-ing system. All AMARG storage account parts remain obligated to the particular air-craft serial number from which they were removed.

3.3 AMARG maintains aircraft asset visibility information in the AMARG Business Sys-tems. Parts removal records are established at the time aircraft arrive for storage. The aircraft is examined, records reviewed, and parts noted as missing are recorded on the AMARG Form 22, Missing or Removed Item List, for all parts removed from the air-craft. These removals include classified items, highly pilferable items, life support kits containing drugs or explosives and shelf life or other items subject to deterioration in the extreme desert heat. Subsequent reclamation parts removals (Form 44 Removals) are also recorded and become part of the negative inventory for each aircraft. This neg-ative inventory record accounts for parts known to be missing from the aircraft at the time of arrival at AMARG and for all subsequent parts removals.

3.4 Special Tooling items are non-stock listed items, consisting of dies, jigs and items of a specialized nature, and their use is limited to the development and production of par-ticular supplies. AMARG assists the Weapon System ST/STE manager in the receipt, movement, storage and disposal of ST/STE, and must maintain an accurate asset control and inventory of ST/STE by quantity, location, contract, contractor, and acquisition value of ST/STE in storage, and maintain the recorded history of receipts, utilization, and disposal of ST/STE. The Air Force System of Record for Special Tooling/Special Test Equipment is AFEMS. ST/STE data remains in AFEMS throughout the storage period, and are removed only after Weapons System ST/STE manager authorizes dis-posal of the asset, and AMARG receives certificate of destruction. Office) (copy for joint approval by 309 AMARG/CC-SE) prior to commencement of any work described in this contract.

3. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.

4. Competent personnel to provide surveillance of the Safety Plan.

The contractor shall notify OO-ALC Safety (Phone (801) 777-3972) who in turn will notify 75 ABW/SEG ((801) 777-3333) or OO-ALC Operations Center ( (801) 777-3238), or the Hill AFB Command Post (777-3007) after normal duty hours, and the designated Government Representa-tive, i.e., the ACO, PCO, or QAE within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract, even if the gov-ernment is wholly or partially reimbursed. This notification requirement shall also include physio-logical mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the GR, who will forward it to OO-ALC Safety. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO.

1.1. (AMARG Specific) The contractor shall notify AMARG Control ((520) 228-8777) on all mis-haps (injury & damage) who in turn will notify 309 AMARG/CC-SE ((520) 228- 7110/8363/8512/8560) during and after normal duty hours, and the designated Government Representative, i.e., the ACO, PCO, or QAE within one (1) hour of all mishaps or incidents.

This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the GR, who will forward it to 309 AMARG/CC-SE. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO.

Mishap notifications shall contain, as a minimum, the following information:

(c) Brief Narrative of accident/incident (Events leading to accident/incident)

(d) Cause of accident/incident, if known

(e) Estimated cost of accident/incident (material and labor to repair/replace)

(f) Nomenclature of equipment and personnel involved in accident/incident
