1. Is there a Collective Bargaining Agreement (CBA) applicable to the employees on this contract? If so, please provide a copy in the solicitation.

Answer: There is not a CBA.

2. If there is not an applicable CBA, please identify the applicable Area Wide Determination (WD) applicable to this acquisition.

Answer: Please reference Clause 52.222-42 in the solicitation amendment.

3. Reference RFP page 58, 52.222-42. This clause lists Laborer (23470) as the class of service employee expected to be employed under this contract with a Monetary Wage of $14.35 per hour and a Fringe Benefit of $3.59. While we question whether this is the correct classification for the work, the WD we cite above lists the Laborer (23470) labor category at $11.11 per hour and the Fringe is now $3.71. Please clarify.

Answer: Please reference Clause 52.222-42 in solicitation amendment FA8224-12-0027-0001.

4. Reference SF-1449 Continuation Sheet, CLIN 0003 - are we correct in our understanding that we are not expected to price this CLIN?

Answer: Please reference CLIN 0003 in solicitation amendment FA8224-12-0027-0001. Contractors are to price a monthly rate in support of clause 52.217-8.

5. Reference Appendix F, Workload Data. Please explain the relationship between Columns D and J on the chart in order to ensure we are reading the data correctly.

Answer: Column D is the quantity of containers that are issued, and column J is the ounces that are in each bottle that are issued.

a. Using row 3 as an example, is the daily order for Isopropyl Alcohol, Technical for 30 each 12 oz containers (to be decanted from 55 gal drums)?

Answer: Yes that is correct.

b. Please clarify the Total Ounces column. It is clear that this represents the Parent Units (55) multiplied by the Parent Unit of Measure (Gal) in oz (128) = 7040. However, we do not understand the relevancy of this figure to the daily pour down requests/activities. Please clarify.

Answer: It is just the total quantity in ounces that you can get out of the parent container.

6. Reference Appendix F, Workload Data. The historical data totals with escalations do not equate to the 25% and 10% figures presented. The formulas reflect 2.5% and 1% escalations as opposed to the 25% and 10% figures cited. Using cell H734 as an example =SUM (H732*0.025) +H732" should be "=SUM (H732*0.25) +H732" to generate a 25% increase. Please clarify.

Answer: This is an input error. The correct rates are 25% and 10%. Please see PWS with corrected Appendix f posted to FBO.

7. Reference Industry Day Questions and Answers, question #2.a.

a. As the government has provided these labels in the past, please provide historical usage data reflecting the average number of labels generated each year.

Answer: The government provides the EESOH-MIS labels using the EESOH-MIS data system and government printers/labels. The government provides the graphic printing equipment and supplies, however the contractor will print OSHA labels for 1) customers day-use containers upon request, and 2) the containers poured down at the facility.

b. There are many varying versions of these labels. Does the government have a preference on which the contractor provides (brand, size, etc.)?

Answer: Yes we have an OSHA approved label that must be used.

8. Are we correct in our understanding that the contractor is required to provide all pour-down "child" containers in the desired size, type, and configuration? If so, there is a substantial associated cost and risk associated with this requirement. Since the government has provided these items in the past, please provide historical requirement and usage data on all container requirements including the following:

a. Container nomenclature including manufacturer.

b. All Container size(s) utilized.

c. Configuration requirements if/where applicable (diameter, nozzle, tip, cap, material, thickness, etc.).

d. Annual quantity purchased by size/type.

Answer: All containers have and will continue to be government provided.

9. In the questions and answers from the industry day, it states a vehicle is required to transport material. This is not a requirement listed in the RFP. Is this actually a requirement?

Answer: Yes this is a requirement. RFP.Section 1.1 Basic Services states “…delivery/pickup of material in depot supply or other outlying areas to include flight line areas where special licensing is required.”

10. Tools and Personal Protective Equipment (PPE) are called out in the industry day notes as provided by the contractor but not stated in the RFP. Is the contractor required to provide these items at contractor expense?

Answer: Yes all PPE must be supplied by the contractor.
