Answer: The pour-down service is considered a non-critical operation that supports customers according to para 9 of PWS.
13. Is the follow-on contractor required to hire the incumbent employees?
No. President Obama’s Executive Order 134905, Nondisplacement of Qualified Workers Under Service Contracts, establishes a policy requiring service contractors to make job offers to employees employed by the predecessor contractor for the same or similar services in the same locality, when the contract changes hands. This proposed acquisition is not considered a follow-on contract for two reasons. First, the Government entity taking ownership for the pour-down facility operations will transfer from the 75th Air Base Wing to the Ogden Air Logistics Complex. Second, contractual services have been performed to a task order awarded on a contract with scope of magnitude significantly higher than the services called for here (reference contract no. Upon completion of the training, an AF Form 483 (Certificate of Competency) shall be issued by the Airfield Manager’s office, which certifies that the individual has been trained on flight line driving.
This certification must be in the possession of the vehicle operator when driving on the flight line IAW AFI 13-213.
