Solicitation No. FA8224-12-R-0022
Solicitation Number: FA8224-12-R-0022 – Equipment & Facilities Support Services Contractor Questions/Recommendations and Government Response/Answers Date: 9 January 2012
1. Under Department of Laborer guidelines laborers are not authorized to operate forklifts, extension lifts, JLG man lifts or vehicles that exceed 2 ton as mentioned in paragraph 5.2. Therefore, we must assume that all work requiring this type of machinery will be accomplished by the worker (WD23370) level only. Although a grounds maintenance laborer (WD 11210) can do a great deal of the labor tasks associated with the PWS they are restricted to those tasks associated with grounds maintenance.
The following is recommended:
a. Recommend incorporating ‘Maintenance Trades Helper’ (WD23580) and/or ‘Forklift Operator’ (WD21020) labor category that are authorized to operate forklifts, extension lifts, JLG man lifts, or vehicles that exceed 2 ton to relieve the workers (WD23370) of much of this responsibility and effectively reduce the overall cost of the contract. Maintenance Trades Helper (WD23580) is also the labor category currently utilized by 309/AMXG and is in accordance with the Department of Labor audit that was completed on work being done by that labor category.
Government response: The government concurs with the recommendations, which has been incorporated and amended accordingly in the solicitation (see Revised PWS Appendix B, Historical Labor & Estimated Workload Data, Revised Table 1, and Revised Table 2 (attachments).
b. Recommend eliminating the grounds maintenance laborer (WD11210) and use laborer (WD23470) – A Laborer (WD 23470) can perform all that a grounds maintenance laborer (WD11210) can do plus perform general maintenance support functions listed in the PWS such as moving industrial equipment, assembling and disassembling office furniture and a host of other tasks not listed for the grounds maintenance laborer. Laborer (WD23470) is also the labor category currently utilized by 309/AMXG and is in accordance with the Department of Labor audit that was completed on work being done by that labor category.
Government response: The government concurs with the recommendations, which has been incorporated and amended accordingly in the solicitation (see Revised PWS Appendix B, Historical Labor & Estimated Workload Data, Revised Table 1, and Revised Table 2 (attachments).
2. In reviewing the costing requirements, it is unclear as to what total needs to be input in CLIN 0001. It appears that you want a total for the annual cost to provide the level of effort found in Appendix B, Estimated workload data. Please verify what is required? In addition, where are we to enter the cost for the two-option year ordering periods?
Government response: CLIN 0001 of SF 1449 total amount must include total firm fixed pricing for all ordering periods (Ordering Period 1: 1 Mar 2012 – 28 Feb 2013, Order Period 2: 1 Mar 2013 – 28 Feb 2014, and Ordering Period 3: 1 Mar 2014 – 28 Feb 2015). Offerors are provided Appendix B of PWS Historical Labor & Estimated Workload Data and Table 1 to compose this total. Note: government will use Table 2 to calculate CLIN 0002 pricing and will add Offerors proposed fully burdened labor rates to determine Total Evaluated Price (TEP).
3. Will there be a site visit/pre-proposal conference? (Multiple requests)
Government response: Yes, please refer to amended solicitation (5 January 2012) provision 5352.215-9001 for detail of pre-proposal conference. Note: Conference will be held 11 January 2012 at 8:00 am MST.
4. Is there an incumbent?
Government response: This requirement combines two separate contracts into one contract. The incumbent contractors are: NexOne Inc. and Creative Times, Inc.
5. The page limit for the technical volume is 25 pages, with the requirement to provide both complete safety and quality plans. Can these documents be provided as attachments to the proposal and not count against the 25-page limit?
Government response: Yes, safety and quality plans should be attachments to the proposal and will not be counted against the 25-page limit for the technical volume.
6. In accordance with 5352.215-9000, potential companies must have a facility clearance prior to award. Will Hill AFB provide us a sponsorship utilizing this contract DD Form 254 so we can obtain a clearance prior to the contract award?
Government response: According to the DoD Security Services (Call) Center supporting the Defense Security Service (DSS) – The government does not provide sponsorship to any contractor requiring a facility clearance. A contractor who does not have a facility clearance must be sponsored by a contractor who already has the clearance. Information regarding the application and process can be found by calling the DoD Security Services Center at 1-888-282-7682 or on the DSS website: http://www.dss.mil/isp/fac_clear/fac_clear_check.html .
