SOLICITATION FA8224-12-R-0016

QUESTIONS AND ANSWERS

1. Paragraphs 4.9.2.c and 4.9.2.e- Please verify that the nitrogen and hydraulic sources and all instrumentation used to fill and monitor the strut are not required on the test stand (External equipment provided by the government).

HAFB has their own Nitrogen and Hydraulic pressures equipment and is not required as part of this bid. However, it is required that the contractor supply the Nitrogen and hydraulic pressures for the run off at the contractors location.

2. Paragraph 4.9.4.q refers to a pressure release valve and rest capability. Does this refer to the hydraulic system used to externally stroke the actuator and not the strut?

Yes/Correct.

3. Paragraph 4.9.5.c refers to stroking the strut without damaging the strut if binding occurs. What is the maximum force required to stroke the strut without causing damage in this test?

The force to actuate shall be adjustable between 100-1,000 lbs. Final force setting to be made and set by HAFB.

4. Paragraph 4.9.6.c refers to 20 pounds maximum force for the operator to stroke the strut. What is the actual force (min and max) to directly stroke the strut during this procedure?

See question 3.

5. Paragraph 4.9.7.h states that the test stand shall have the capability to close port A. If pressurization of the strut is done with government provided equipment, what does this refer to?

If I’m looking at the right section(see below 4.9.7 h) I’m referring to the operator so they have easy access to the port when it’s in the Horizontal test position.

6. What is the maximum force needed by the test stand to stroke the strut when it is charged at full pressure?

Use the Bore Dia of 10.624”shown in Fig 4.9.1 C to calculate force.

7. Is a Nema 12 rating sufficient for the electric control enclosures?

Yes.

8. Will the government provide a 480VAC breaker near the electric buss between the buss and the test stand?

No, contractor to provide buss switch for required voltage and amperage.

9. Please describe the electric buss connection point used for 480 VAC power.

Westinghouse ITAP Buss for no neutral Westinghouse ITAPN Buss with neutral.

10. Is there sufficient doorway clearance to offload the test stand from a truck and place it in position with a forklift truck without any disassembly of the test stand?

The door is 15’ high and 12’ wide. The isles are 9’-6”.

11. What is the design force needed to move the piston from the fully extended to fully compressed and back with ports “A” and “B” open?

The force to actuate shall be adjustable between 100-1,000 lbs. Final force setting to be made and set by HAFB.

12. Can you provide a full cross-section drawing of the shock strut? We need this information to be able to roughly determine what the forces the fixturing and test bed will need to support.

Use the Bore Dia of 10.624”shown in Fig 4.9.1 C to calculate force.

13. Per subject solicitation: Page 2 states Government Financing is not authorized for this requirement.

Does this exclude Performance Based Payments (based on billing milestones)?

Yes it does. There will be no financing authorized for this requirement.
